This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 11, 2024. COMMENT: As revised plans and a detailed response letter were not submitted Zoning has not reviewed on this second submittal. Zoning acknowledges that an IPP is proposed. Until the IPP is approved and all comments are addressed Zoning cannot approve the DP. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0523-00238, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.4 – Review UDC Table 4.8-4 and provide the applicable Use Specific Standards within General Note 2. 3. COMMENT: 2-06.4.7.A.6.a - As Tanque Verde Rd. is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 4. COMMENT: 2-06.4.8.C – Provide the following information for both Tanque Verde Rd. & Camino Serna Dr., dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. COMMENT: 2-06.4.9.H.5 – Fully dimension the back-up spur shown at the south end of the eastern most vehicle use area, see UDC Article 7.4.6.F.4. 6. COMMENT: 2-06.4.9.H.5 – Cleary demonstrate that the PAAL providing access to the southern two (2) vehicle parking spaces along the west property line meets the minimum width of 24’, UDC Article 7.4.6.D.1, Figure 7.4.6-A & Table 7.4.6-1. 7. COMMENT: 2-06.4.9.H.5 – Provide a dimension from the southeast corner of the proposed refuse bin east to the curb. 8. COMMENT: 2-06.4.9.H.5 – Clarify what the 23’4” dimension shown south of the proposed refuse bin is for. 9. COMMENT: 2-06.4.9.H.5.a – Provide spot elevations for the proposed accessible vehicle parking spaces and access aisle so that the requirements of ICC A117.1-2009 Section 502.5 can be verified. 10. COMMENT: 2-06.4.9.H.5.a – Provide a width dimension for the access aisle so that the requirements of ICC A117.1-2009 Section 502.4.2 can be verified. 11. COMMENT: 2-06.4.9.H.5.a – The MS&R vehicle parking reduction used in not correct. The required vehicle parking for a Food Service use is based on Gross Floor Area (GFA) not seating, UDC Table 7.4.4-1. Clarify how any MS&R reduction of vehicle parking is applicable as Tanque Verde Rd is already at full width and none of this site is located within the future right-of-way, UDC Article 5.4.6.D. 12. COMMENT: 2-06.4.9.H.5.a – The proposed additional short-term bicycle parking reduction shows 31 addition short-term bicycle parking spaces but you appear to be providing 32 additional spaces. 13. COMMENT: 2-06.4.9.H.5.d – The proposed location of the short-term bicycle parking does not appear to meet the requirements of UDC Article 7.6.9.C.2.a & .c. 14. COMMENT: 2-06.4.9.H.5.d – The provided short- & long-term bicycle parking details do not match what is shown on the plan. 15. COMMENT: 2-06.4.9.H.5.d – For the short-term bicycle parking clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.e, .g, 7.4.9.B.2.g, & .h are met. 16. COMMENT: 2-06.4.9.H.5.d – For the long-term bicycle parking clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.g, & 7.4.9.D.5 are met. 17. COMMENT: 2-06.4.9.O – The street perimeter yard setbacks listed are not correct. Review the recent amendments to the UDC found at: https://www.tucsonaz.gov/pdsd/development-code-update, and provide the correct setbacks. 18. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Comments: 1. AM 2-06.4.8.C – Dimension the width of driveways and sidewalks in the ROW . 2. Confirm the 150’ R/W dimension. It looks closer to 140’ on my map. If existing is less than 150’, show future R/W on plan. 3. Show pedestrian circulation path connection to N Camino Serna. 4. Clarify intention to use new aprons or curb returns on Tanque Verde. Keynote indicates new apron per PAG SD 206, drawing shows curb returns. If using aprons, consult Street Design Guide page 3-15 for preferred designs. If using curb returns, please include radiuses. Alternative, smaller pedestrian friendly curb return radiuses are listed in the Tucson Street Design Guide 5-10. 5. If constructing new curb return on N Camino Serna, include detail with radius and sidewalk ramp. Clarify if the existing wedge curb and apron will be removed and replaced with asphalt. If so, show planned pavement cuts and demonstrate ADA compliance across the driveway. 6. Please include a detailed drawing of the northern corner of the property showing how new on-site circulation path will connect to the sidewalk. Show ADA landings and proposed ramp design. 7. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 60” X 60” ADA landing is required. Landings shall be 60” X 60” and not to exceed a 2% cross slope in all directions. 8. 10-01.3.2 - Any existing curb, sidewalk, curb access ramps which are not compliant with current standards will be modified or replaced to meet current standards. Thrall (Heather.Thrall@tucsonaz.gov) Date: 7/18/23 Code: Unified Development Code: 7.4.6.5. parking adjustments Individual Parking Plan (IPP) proposed to reduce from 42 to 13 spaces 1) Thank you for recent presubmittal discussion for this project. I am reiterating the feedback notes we discussed in the mark ups and plan comments provided for your reference in preparation for full submittal. 2) The location is within 400' of a residential development and public notice with an offer to meet is required to proceed with the IPP. It is understood your planned meeting is set for near the end of July, and staff has had opportunity to review your public mail out notice with offer to meet. A) please retain your mail out receipt with mailing date B) and staff will also provide you with a notice of affidavit of mailing to be notarized on the mailing date done C) please retain your meeting notes D) please retain a "screen shot" of your sign in from attendees E) please record your meeting and advise people logging in that you need to record it and that if they would like to talk separately, you can do so continuously throughout the process F) all of the above would be submitted as part of the IPP documentation, thank you 3) Regarding the IPP document: A) please check your calculations shown on the sheet - they differ from the DP sheet and the mail out (says 15, providing 13) B) please check your statement to add extra bike parking to coincide with the location of the primary river bike path within 1/4 mile C) add notations regarding the use of mobile food orders services (Grub Hub, etc.) D) add notations regarding use of app / mobile pay and pick up and typical times customers arrive for their pick up (i.e. on site typicals during weekdays versus weekends) E) add if any turn signs will be added to the site to help guide traffic out of the neighborhood F) add clarity that the IPP is really for the entire site - both users are operating food services, but at different times from one another and clarify that G) if the mechanic adjacent is providing seasonal lot parking agreements in writing, please share them and their hours of operations H) if your client has a walk up window proposed, clarify that as well, please (I think this was not planned, just bringing it up in case) 4) If you have any questions regarding this review and discussion we have had, please let me know.
