To whom this may concern, Thank you for the opportunity to comment on TD-DEV-0523-00230, 2nd Submittal, the development plan for a new trucking freight facility at 7157 S Swan Rd. This development is located in the S.W. quarter of the S.W. quarter of Section 14, Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 140-39-8760,
covers approximately 19.27 ± acres, and is zoned as Heavy Industrial Zone (I-2). The nearest major roadway intersection is East Los Reales Road and San Swan Road, approximately 750 feet to the southwest of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal.

3. Add a structural section detailing the paving thicknesses. Can either be asphalt paving or concrete paving.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 04, 2024.

2-06.4.7.A - Zoning and Land Use Notes

1. COMMENT: 2-06.4.7.A.4 – Per UDC Table 4.8-5: “Transportation Service, Land Carrier” is a permitted use in the I-1 Zone, subject to Use Specific Standard 4.9.13.Q. Add a note to Sheet 1 stating the proposed development is in compliance with the Use Specific Standards found in UD Article 4.9.13.Q.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2. COMMENT: 2-06.4.8.B – The “PROPOSED OFFICE/DOCKS” building appears to be sitting on top of several easements. These easements will either need to be abandoned or modified prior to approval of this DP.
COMMENT: Per Technical Standards Manual (TSM) Section 11-01-.4.0, “The interest of the City of Tucson is abandoned by recordation of the final plat. However, the interests of other entities may also have to be abandoned prior to recording the final plat.”
The existing easements will have to be abandoned with a recordable document such as a quit-claim deed or abandonment of easement which relinquishes its interest in the easement (TSM Section 11-01.4.0).
This Development Package cannot be approved until the existing easements are abandoned per the above standard.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. COMMENT: 2-06.4.9.H.5.d – Per UDC Table 7.4.8-1: A minimum number of required long-term Bicycle Parking Spaces is 3.
COMMENT: Long-term bicycle parking must comply with requirements found in UDC Article 7.4.9.D. The proposed bicycle racks do not meet the design requirements of Long-term bicycle parking.

4. COMMENT: 2-06.4.9.Q – Clarify the square footage of the “Proposed Office/Docks”. The Cover Sheet is showing 18,038 square feet, the Site Plan is showing 18,050.
