Site Engineering Review Comments:
1. Provide the development package case number, TD-DEV-0426-00102, adjacent to the title block on all sheets
2. Revise the general note #16 to be updated to current adopted codes : Accessible standards must be met per 2024 IBC, chapter 11, and 2017 ICC A117.1
3. Delineate/show the angle of the parking spaces for the northern portion of the site on the site plan (Sheet 4)
4. Include spot elevations at curb cut inlets and curb cut outlets for quick reference during site inspections.
5. Per TSM 7-01.4.1.B – a sidewalk will be required on the northern side of the proposed new building.
6. Per TSM 7-01.4.E and TSM 7-01.4.3.E – it will be necessary that the downspout shown on the East side of the building be moved as it would directly discharge across the pedestrian route.
7. After review of detail E on sheet 7, it appears it does not meet the minimum standards as established in TSM 8-01.5.0
a. If deviations are desired from the standard single enclosures, then Environmental services approval will be required. The contact to reach out to at ES will be Andy Vera at Andy.vera@tucsonaz.gov. Please submit the approval provided for the resubmission of this development package. If approval is provided, a Technical Standards Modification Request (TSMR) should be included in the resubmission.
8. As this Valvoline is being proposed apart of a greater size commercial property, all the buildings fall within the same site. In compliance with TSM 7-01.3.3, provide a pedestrian connection to connect to the site’s overall connectivity. This means connecting to the northern connection. If this is determined to be difficult/unachievable, a TSMR would be suggested with sufficient justification/reasoning as to why a pathway cannot be established.
9. As the work proposed in the north parking area appears to fall within the City of Tucson Alamo Wash floodplain study area, it will be required that a floodplain use (FPU) permit be submitted for review/approval. This is an entirely separate permit that can be submitted for within the sub-records of this development package permit. For the FPU permit submission, as this simply falls into “Work within a floodplain” – all that will be required is the associated plan set for submission.

THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Vehicle ingress and egress are the only areas that do not count toward the overall linear feet of street landscape border frontage. Approximately 55 feet are unaccounted for in the area where the sidewalk is proposed. 182 linear feet total and 5.5 or 6 trees required. I am fine with the sidewalk pedestrian connection where it is, just add one additional tree at the east portion of the border to meet the tree number requirement.

2. E 22nd St. is a MS&R. Show a SVT at the existing vehicle ingress egress along 22nd St. The existing concrete driveway apron extends pretty far to the south, so the planting placements appear to be a non-issue, it is just good to see SVTs wherever they may be applicable on all sites. Coordinate with the civil engineer and include the SVT.

3. Including the building roof area as part of one or several of the subwatershed will increase the 44.99 percent to be closer to the 50 percent requirement. Or has this square footage already been accounted for within subwatershed 4A, 5A,6A and 8A? If so, include the subwatershed hatching and subwatershed identifier(s) on the building rooftop.

4. Include your standard note to see civil grading plan for drainage scheme, downspouts, splashpads, suppers, curb cuts, etc.

5. Spot elevations on the commercial rainwater harvesting plan at the curb cut inlets, outlets and bottom of basin is helpful for quick reference during site inspections.

6. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

7. Include the Activity Number TD-DEV-0426-00102 on all sheets in the plan set.
