TD-DEV-0425-00115 1402 S 10th Av October 24, 2025 TR-PIA-0525-00006 - South 10th Avenue The project may be approved based on city of Tucson drainage regulations TS Sec 4-03, 4-04.2.3, 4-04.2.2.5, 4-04.14.2.6, UDC Sec 7.14.4.1.3.1, and other sections of drainage requirements if the following conditions are met: 1) For future development, a Floodplain Use Permit application will be submitted for review and approval prior to construction activity. 2) Revised drainage report and plans shall be submitted with the Floodplain Use Permit application to address the following conditions: a) Provide information regarding future development to show any proposed buildings Finished Floor Elevations at minimum over 2 feet above adjacent floodplain base flood elevations for any HUD related projects, otherwise minimum freeboard will be 1-foot. b) Update Drainage report to include City of Tucson Flood Peak Estimation calculations using City of Tucson Method per City of Tucson Drainage Manual requirements. City has stated in several meetings for this project that the city method must be used. c) Label flow rates entering and exiting this site on planviews for future site/development plan. d) In existing conditions, the stormdrain system for this site is undersized and creates potential breakout or backwater conditions downstream properties northwest of property at 11th Av and 23rd St as well as diverted flows at 23rd St & Sacaton Av. Provide additional design adjustment regarding diverted flow conditions being identified and show contained in channel, or to continue to be diverted in existing patterns (no increased risk). Confirm channel capacity and floodplain limits for the existing and proposed conditions floodplain onsite. e) Add verbiage to clarify flowrates in the drainage report. Flowrates indicated on Figure 5 appear correct. Explain derivation of TSMS node data shown on Figure 5 with the 18th St Wash Node: CL-N0100 indicating regulatory flowrate of Q100: 952 cfs. COT GIS floodplain cross sections for Downtown Airport Wash show peak flows of 856 cfs and 905 being used for the HEC-RAS model. The additional 49 cfs is from the 66” RCP storm drain. It is assumed the discrepancy between the TSMS node data of 952 cfs and the model flow of 905 cfs is due to additional drainage areas downstream of the project site. Once floodplain limits and base flood elevations are approved, the proposed project can provide proposed building pad design and locations of building foot prints on a site plan. f) Future location of proposed onsite detention basin shall be provided on site/development plan to help reduce downstream flooding. Once further information of floodplain limits and base flood elevations are provided. No online basins or detention basins within the floodprone or erosion hazard areas will be allowed. Retention is discouraged for this site due to subsurface constraints. g) Clarify section 4.4 of drainage report to state that Retention will be waived for this project due to Hydrologic Soils Group D impacting site, except for first flush and water harvesting (maximum depth 6-inches). h) On future site/development plan, Public Flowage Easement or Public Drainage Easement shall be provided that includes width for maintenance access along one side of channel. i) On future site/development plan, all weather access shall be provided to each lot created, if multiple lots are proposed. j) Add note to future site/development plan regarding entity that will be responsible for drainage facility maintenance stating that the property owner/developer (City of Tucson Housing & Community Development) will be responsible for maintenance of the channel to the north connecting to their storm drain systems. k) Future site/development plan shall clarify design to provide erosion protection for any exposed conditions along north edge of pavement of West 25th Street. Plans shall be show offsite improvements proposed that include curb and sidewalk along 25th Street to eliminate the current erosion concern on this location by extending concrete between curb and sidewalk or providing other pervious surface to prevent erosive conditions. Otherwise provide velocity and flowrate for revised drainage design in drainage report for Floodplain Use Permit submittal. l) Future site/development plan shall identify any existing chain link fencing or walls on plans and where there are areas for proposed conditions regulatory floodplain, fences or walls should be removed from floodplain, or the plans shall show how the entire regulatory flood can be conveyed under the fence through opening(s) at lower section of fence. m) Submit ERR report as appendix to drainage report for considerations for Protected Riparian Area in floodplain. n) Add notes for an additional heading for Geotechnical Notes on future site/development plan regarding for soil excavation requirements that may need to be removed from the site due to past landfill transfer station activities and LUST site as listed in soils engineering report recommendations. o) Add notes to future site/development plan to include recommendations (that will need to be provided by geotechnical soils engineer) regarding building setback distances from drainageways, basins or other drainage features to proposed buildings with regards to hydro-collapsing soils.
