Tucson Electric Power Company (TEP) has reviewed and approved the development plan submitted 5/8/2024. There are existing facilities within the development which are depicted upon the plan; however, there do not appear to be any apparent conflicts at this time.
Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.

2. Per 8-01.5.2.G. A concrete service apron shall be constructed six inches thick with a minimum of 2% away from the enclosure. To prevent storm water from collecting in front of the enclosure gates (See Figures 3A & 3B). Please revise the waste enclosure design.
3. The typical parking detail (East) on Sheet 6 shows a length of 15.5 feet for some spaces. Per UDC 7.4.6.D.1, the minimum length is 18 feet.
4. Provide waste stream calculations compliant with TSM 8-01.8, please note which page the calculations are provided on in your comment response letter.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is June 3, 2025.

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0424-00139, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.7.A.5 – Per UDC Table 6.3-4.A, the maximum residential density in the C-1 zone is 36 dwellings per acre. Based on a lot size of 31,176 square feet, the maximum permitted residential density is 25.765 dwellings, or 25 dwellings total. A rezoning to C-2 zoning is required to allow 26 dwellings to be developed at the site.

3. COMMENT: 2-06.4.7.A.6 – Provide a general note on the cover sheet that states, “THE PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA OF UDC SEC. 5.4, MAJOR STREETS & ROUTES SETBACK ZONE (MS&R).”

4. COMMENT: 2-06.4.7.A.6.a – If applicable, list any additional applications and overlays by case number in the lower right corner of each sheet. Provide a general note describing the type of application processed, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

5. COMMENT: 2-06.4.9.H.5 – Clarify whether Keynote 23 on the site plan is an automatic gate. If an automatic gate is not proposed, demonstrate how vehicles approaching the gate may turn around and maneuver within the vehicular use area without backing up into the right-of-way.

6. COMMENT: 2-06.4.9.H.5.a – Revise the number of standard and motor vehicle parking spaces required as the proposal currently exceeds the allowable maximum residential density within the C-1 zone.

7. COMMENT: 2-06.4.9.H.5.d – Revise the calculations for the number of short- and long-term bicycle parking spaces as the proposal currently exceeds the allowable maximum residential density within the C-1 zone.

8. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the southwest short-term bicycle rack complies with UDC 7.4.9.B.1.a.

9. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the long-term bicycle lockers comply with UDC 7.4.9.D.4.

10. COMMENT: 2-06.4.9.J – The Major Streets and Routes Plan indicates Fort Lowell Road has a proposed right-of-way width of 100 feet. Fort Lowell Road appears to have been constructed to its full width. Clarify with the Department of Transportation and Mobility (DTM) whether the right-of-way will be further widened.

11. COMMENT: 2-06.4.9.R – Provide a pedestrian circulation path connecting the right-of-way to the proposed buildings (TSM 7-01.4.1.D).

12. COMMENT: 2-06.4.9.R – The sidewalk east of the southwest short-term bicycle rack shown in Detail G and in the south Accessible Parking Detail does not appear to be four feet wide (TSM 7-01.4.3.A).

13. COMMENT: A separate demolition permit is required for the existing car wash. According to the Pima County Assessor’s Office, the effective date of construction of the site is 1972.
