The development site occupies parcel number 119-17-013G, covers approximately 0.40 ± acres, and is zoned as Commercial 2 Zone (C-2). The nearest major roadway intersection is West Veterans Boulevard and South 6th Avenue, approximately 450 feet to the southeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. Environmental Services requires recycling capacity, so multiple enclosures may be required. 2. Please show parking space dimensions including wheel stop placement. 3. The drainage report (page 1) states that Basin 1 is up to 1.44 feet deep and Basin 2 is up to 2.16 feet deep, but sheet 7 of the plans shows the opposite. Please clarify. 4. The basin greater than 2 feet in depth will be required to have a security barrier. Show this on the plans. 5. Please clearly indicate invert elevations for all basin outlets on the plans. 6. No first flush calculations have been provided in the drainage report. Please include them in the next submittal. 7. No calculations have been provided in the Drainage Report to show how the post-development peak flow rate of 3.7 cfs has been attenuated to 2.5 cfs via the detention basins. Please provide the calculations to show this. 8. Show locations of roof downspouts from the new building. Stormwater from roof drains may not pass over ADA sidewalks per TSM 7-01.4.3D. 9. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Please label irrigation meter as “irrigation only” on all sheets that show the new irrigation meter. See TSM 4-01.6.0 3. Include a construction detail showing root barriers for trees located near hardscape areas. Include downspouts, splash pads, scuppers and curb cut locations that match the civil plans. 5. If drainage from the building roof and adjacent sidewalk reaches WHIA’s 2, 3, 4, and 5, then that area of the roof and sidewalk should be counted as part of the square footage of the subwatershed. If the subwatershed size increases, it will increase the overall percentage calculation shown on the CRWHP. 6. Add leader callouts and general notes to the CRWHP that refer to the civil grading plan and civil details for construction of the commercial rainwater harvesting basins. 7. Please provide an NPPO Waiver. The site has been bladed, this is required by Site Landscape/NPPO just in case there are any remaining protected native plants on site. | 07/18/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Ancillary Kitchen – Carnitas La Yoca Development Package (1st Review) TD-DEV-0424-00124 TRANSMITTAL DATE: July 18, 2024 DUE DATE: July 22, 2024 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 27, 2025. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – The development package is designed to allow concurrent review of any site related reviews, now building code reviews. Remove all references to building code such as deferred submittals and special inspection references from the plan. 2-06.4.0 CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – The owner/developer, civil engineer and architect information listed on sheet A21.0 shall be provided on the right half of the cover sheet. 3. COMMENT: 2-06.4.2.B – The legal description listed on sheet A1.0 is not correct and should be “VETERANS LOTS 16 & 17 EXC RD BLK 1” 4. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.4 - The project-location map does not cover approximately one square mile. 6. COMMENT: 2-06.4.4.C – The section, township, and range & section corners shall be labeled on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 7. COMMENT: 2-06.4.7.A.2 – As this is an expansion of the food service use to the south the lot size shall include the entire site and be listed by square footage and acreage. 8. COMMENT: 2-06.4.7.A.4 - Under Description of Proposed Work, sheet A1.0, use list “FOOD SERVICE USE GROUP”, food service is a use not a use group. 9. COMMENT: 2-06.4.7.A.4 – Clarify what the proposed use is. Under Description of Proposed Work, sheet A1.0, you list Food Service but under the bicycle parking calculation use list Wholesaling Use Group. 2-06.4.7.A.8 - For development package documents provide: 10. COMMENT: 2-06.4.7.A.8.b – Remove all references to lot coverage as per UDC Table 6.3-4.A lot coverage is not applicable. 11. COMMENT: 2-06.4.7.A.8.c - As this is an expansion of the food service use to the south, provide an expansion calculation for building area, lot area, or vehicular use area. 12. COMMENT: 2-06.4.7.A.8.d - As this is an expansion of the food service use to the south, all calculations encompass the entire site, whether existing or proposed. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 13. COMMENT: 2-06.4.8.A – Provide the property bearings in degrees, minutes, and seconds on sheet A2.0 for the entire parcel. 14. COMMENT: 2-06.4.8.C – Provide the following for 6th Ave., dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 15. COMMENT: 2-06.4.9.E - As this is an expansion of the food service use to the south a lot combination of parcels, 119-17-013G & 119-17-020B, will be required. Provide a copy of the approved Pima County Assessor’s Consolidation Request Form, found at: https://www.asr.pima.gov/Forms?tab=Misc, with the next submittal. 16. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension on the plan. 17. COMMENT: 2-06.4.9.H.5 – It appears that you are proposing to use the alley for vehicle access/exiting. It does not appear that the this site meets the requirements of UDC Article 7.4.6.K. 18. COMMENT: 2-06.4.9.H.5.a – Until comment 9 is addressed the vehicle parking space calculation cannot be verified. As this is an expansion of the food service use to the south the vehicle parking space calculation shall include the entire site. 19. COMMENT: 2-06.4.9.H.5.a – Demonstrate that the requirements of UDC Article 7.4.11 are met. Depending on the required building expansion calculation, comment 11, the requirements of UDC Article 7.4.11 may apply to the entire site. Until comment 9 is addressed the EV requirements cannot be verified. 20. COMMENT: 2-06.4.9.H.5.a – The wheel stop location dimension shown on the Standard Parking Space detail is not correct. Review UDC Article 7.4.6.H.3 and provide the correct dimension. 21. COMMENT: 2-06.4.9.H.5.d - Until comment 9 is addressed the short- & long-term bicycle parking requirements cannot be verified. cannot be verified. As this is an expansion of the food service use to the south the vehicle parking space calculation shall include the entire site. 22. COMMENT: 2-06.4.9.H.5.d – Bicycle Parking Pedestal detail does not address UDC Article 7.4.9.B.1.e, 7.4.9.B.2.f & 7.4.9.C.2.a. 23. COMMENT: 2-06.4.9.H.5.d – Clearly show the proposed location of the long-term bicycle parking on the plan and provide a detail that demonstrates how the requirements of UDC Article 7.4.9.D are met. 24. COMMENT: 2-06.4.9.O – Keynote 26 appears to show the required street perimeter yard setback as 20’ which in not correct. Review UDC Article 6.4.5.C.2.a and provide the correct setback. 25. COMMENT: 2-06.4.9.Q – Provide the height, and the specific use proposed within the footprint of the building. The use shall be as designated in the UDC. 26. COMMENT: 2-06.4.9.R – Provide width dimensions for all sidewalks and crosswalks on the plan.
