The slab and apron must have a minimum slope of 1% and 2%, respectively. 2. One van-capable ADA parking space that meets the requirements of ADA Accessibility Standards 502 must be provided. Sheet A2.0 shows a detail that does not provide enough information on this, and the site plan shows 2 ADA parking spaces that measure 8ft wide with a 5ft clear space in between. This does not meet the requirements of a van-capable ADA parking space. The space must be 8ft wide with 8ft clear space next to it, or 11ft wide with 5ft clear space next to it. Please revise and clearly show the dimensions of the van-capable parking space on the site plan. 3. Table 1 of the drainage report provides inaccurate information on first flush volume. The units are shown as cubic feet but the number suggests ac-ft or a different unit. Please clearly show the required first flush volume and the provided first flush volume in cubic feet. | 01/06/2025 | Site Landscape | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: SITE IMPROVEMENT ON VACANT LOT ACTIVITY NO: TD-DEV-0424-00124 ADDRESS: 3520 S 6TH AV ZONING: C-2 COMMERCIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Provide a response to comments letter for site landscape/NPPO with the next submittal. 2. Can a detail be added that shows a multi-trunk tree with no stakes and a note to remove the nursery stake? There have been numerous instances out on project sites that the staking for multi-trunk trees are being staked in a way that is detrimental to the tree’s establishment and overall health. 3. Tree staking notes are included in the single trunk tree planting detail. Should a time period advisement for removal of tree stakes be added to the detail and/or the landscape maintenance notes for contractor/owner clarity? This is something I’ve been noticing out on finished project sites. The staking cinch-ties have been constricting and damaging newly planted trees. 4. Make sure that the landscape rock is called out consistently throughout the plans. Keynote 13 on sheet C3.0 calls out rock mulching and the landscape plan calls out screened rock, desert rose, 2” minimum thickness. Update keynote 13 on sheet C3.0 to read screened rock, desert rose. Or have the civil plan call out the landscape plan for all landscape rock. 5. It appears that some portion of the parking area is flowing into and out of WHIA # 4. Keynote #5 on sheet C3.0 shows curb cuts that will allow WHIA #4 to catch some of that flow through drainage. Add the catchment area hatch to the impervious asphalt area to account for this square footage of drainage and update the water harvesting spreadsheet. 6. As a standard practice, a few spot elevations on the CRWHP at the bottom of basin and basin curb cut inlets and outlets that match the civil grading plan for coordination between the plans should be included on the CRWHP. 7. On the rainwater harvesting plan the general key notes are good. Additional general notes for construction clarity added to your general key notes will also be helpful. Wording similar to the following will provide clear direction/coordination and intent for the contractor’s reference: A. See the Civil Grading Plan for additional information on basin side slopes, spot elevation, contouring, curb cuts, downspouts, splash pads, etc. B. This Rainwater Harvesting Plan is designed to work in conjunction with the civil grading and drainage plans. The specific intent of the Rainwater Harvesting Plan is to demonstrate that the site grading and drainage facilitates direct flow of impervious-surface runoff in sufficient quantities to the depressed planting areas to comply with the Commercial Rainwater Harvesting Ordinance. It is the Contractor's responsibility to meet the requirements of Site Grading and Drainage plans and the Rainwater Harvesting Plan and to notify the engineer of any discrepancies between the two plans. 8. Update the common name spelling of Acacia as well as the latin name for Cercidium on the plant legend. Double check all spelling within the landscape plan set. 9. Add the “new ¾ inch water meter” callout information to the irrigation plan as well, for simple contractor reference. 10. There are 14 Butterfly Bush shown in the background on the irrigation plan and 12 on the planting plan. Coordinate the two plans graphically and on the planting legend. 11. Provide a NPPO Waiver. The site has been bladed; this is required by Site Landscape/NPPO for our records as well as for yours. If you need a copy of the NPPO Waiver, please reach out and I will send you the exception form. | 01/09/2025 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Ancillary Kitchen – Carnitas La Yoca Development Package (2nd Review) TD-DEV-0424-00124 TRANSMITTAL DATE: January 9, 2025 DUE DATE: January 6, 2025 As no detailed response letter was provided Zoning will not review the plans at this time. Provide a detailed comment response letter with your next submittal. COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 27, 2025. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – The development package is designed to allow concurrent review of any site related reviews, not building code reviews. Remove all references to building code such as deferred submittals and special inspection references from the plan. 2-06.4.0 CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – The owner/developer, civil engineer and architect information listed on sheet A21.0 shall be provided on the right half of the cover sheet. 3. COMMENT: 2-06.4.2.B – The legal description listed on sheet A1.0 is not correct and should be “VETERANS LOTS 16 & 17 EXC RD BLK 1” 4. This comment was not fully addressed correctly. There is still a reference to “DP CASE #: TD-DEV-1222-00” on all sheets that is not relevant. Remove this reference. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.4 - The project-location map does not cover approximately one square mile. 6. COMMENT: 2-06.4.4.C – The section, township, and range & section corners shall be labeled on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 7. COMMENT: 2-06.4.7.A.2 – As this is an expansion of the food service use to the south the lot size shall include the entire site and be listed by square footage and acreage. 8. COMMENT: 2-06.4.7.A.4 - Under Description of Proposed Work, sheet A1.0, use list “FOOD SERVICE USE GROUP”, food service is a use not a use group. 9. COMMENT: 2-06.4.7.A.4 – Clarify what the proposed use is. Under Description of Proposed Work, sheet A1.0, you list Food Service but under the bicycle parking calculation use list Wholesaling Use Group. 2-06.4.7.A.8 - For development package documents provide: 10. COMMENT: 2-06.4.7.A.8.b – Remove all references to lot coverage as per UDC Table 6.3-4.A lot coverage is not applicable. 11. COMMENT: 2-06.4.7.A.8.c - As this is an expansion of the food service use to the south, provide an expansion calculation for building area, lot area, or vehicular use area. 12. COMMENT: 2-06.4.7.A.8.d - As this is an expansion of the food service use to the south, all calculations encompass the entire site, whether existing or proposed. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 13. COMMENT: 2-06.4.8.A – Provide the property bearings in degrees, minutes, and seconds on sheet A2.0 for the entire parcel. 14. COMMENT: 2-06.4.8.C – Provide the following for 6th Ave., dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 15. COMMENT: 2-06.4.9.E - As this is an expansion of the food service use to the south a lot combination of parcels, 119-17-013G & 119-17-020B, will be required. Provide a copy of the approved Pima County Assessor’s Consolidation Request Form, found at: https://www.asr.pima.gov/Forms?tab=Misc, with the next submittal. 16. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension on the plan. 17. COMMENT: 2-06.4.9.H.5 – It appears that you are proposing to use the alley for vehicle access/exiting. It does not appear that the this site meets the requirements of UDC Article 7.4.6.K. 18. COMMENT: 2-06.4.9.H.5.a – Until comment 9 is addressed the vehicle parking space calculation cannot be verified. As this is an expansion of the food service use to the south the vehicle parking space calculation shall include the entire site. 19. COMMENT: 2-06.4.9.H.5.a – Demonstrate that the requirements of UDC Article 7.4.11 are met. Depending on the required building expansion calculation, comment 11, the requirements of UDC Article 7.4.11 may apply to the entire site. Until comment 9 is addressed the EV requirements cannot be verified. 20. COMMENT: 2-06.4.9.H.5.a – The wheel stop location dimension shown on the Standard Parking Space detail is not correct. Review UDC Article 7.4.6.H.3 and provide the correct dimension. 21. COMMENT: 2-06.4.9.H.5.d - Until comment 9 is addressed the short- & long-term bicycle parking requirements cannot be verified. cannot be verified. As this is an expansion of the food service use to the south the vehicle parking space calculation shall include the entire site. 22. COMMENT: 2-06.4.9.H.5.d – Bicycle Parking Pedestal detail does not address UDC Article 7.4.9.B.1.e, 7.4.9.B.2.f & 7.4.9.C.2.a. 23. COMMENT: 2-06.4.9.H.5.d – Clearly show the proposed location of the long-term bicycle parking on the plan and provide a detail that demonstrates how the requirements of UDC Article 7.4.9.D are met. 24. COMMENT: 2-06.4.9.O – Keynote 26 appears to show the required street perimeter yard setback as 20’ which in not correct. Review UDC Article 6.4.5.C.2.a and provide the correct setback. 25. COMMENT: 2-06.4.9.Q – Provide the height, and the specific use proposed within the footprint of the building. The use shall be as designated in the UDC. 26. COMMENT: 2-06.4.9.R – Provide width dimensions for all sidewalks and crosswalks on the plan. It is important to note that any costs associated with the removal or relocation of existing TEP facilities will be billed to the developer. There are currently TEP facilities within the boundaries of the proposed plat. To initiate service for the new development, please get in touch with the New Construction Department at 520-918-8300. You are required to submit a final set of approved plans, which should include details regarding electrical load and offsite improvement plans. This information is essential for TEP to determine the most efficient way to serve your development.
