Include dimension between side wall bollards and ensure a minimum of 17 ft clear, without the center gate post as shown. Also include 10 ft clear between rear bollard and front of enclosure. TSM 8-01.5..2.C Trash enclosure detail pg. 8, Dimensions between bollards up to outside CMU wall equals a total 17.32 ft. Outside CMU wall dimension indicates 18.66 ft. Please correct bollard dimensions which can be assumed should measure to the inside of CMU wall. Trash enclosure detail pg. 8, call out four (4) 1” diameter galvanized pipe, 6” long embedded flush with top of concrete ramp to allow doors to be anchored in the open or closed position. TSM 8-01.5.2.D. Identify overhead vertical clearance at enclosure is at minimum 25 ft and alley travel lane is a minimum of 15 ft. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06.0.0, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is May 12, 2024. 1. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. COMMENT: Provide the development package case number, TD-DEV-0423-00202, adjacent to the title block on all sheets. 2. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. COMMENT: Indicate that the proposed “retail” land use is defined as “General Merchandise Sales, excluding Large Retail Establishment” on the cover sheet. Use-specific standards prescribed with UDC Section 4.9 shall not apply to any of the proposed uses if the Sunshine Mile District overlay is pursued (SMD III-B.1). 3. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. COMMENT: If pursued, add the Sunshine Mile District overlay case number, date of approval, and conditions of approval in the lower right corner of each sheet. 4. 2-06.4.7.A.8.a – For development package documents provide the floor area of each building. COMMENT: Clarify whether the proposed fences identified as Keynote 23 as well building overhangs are intended to be utilized as outdoor seating and gross floor area for the development. Additional motor vehicle and bicycle parking will be required if these overhangs are intended as gross floor area. 5. 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. COMMENT: The proposed access land on the abutting site removes existing motor vehicle parking spaces and connects the two developments as a single site. A separate development package demonstrating that the abutting site meets the required motor vehicle parking spaces with the proposed access lane will be required to be submitted, reviewed, and approved prior to Zoning approval of TD-DEV-0423-00202. 6. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. COMMENT: Ensure that all proposed ends of rows of parking comply with UDC 7.4.6.F.4. 7. 2-06.4.9.H.5.a - As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. COMMENT: The project does not meet the total required number of motor vehicle parking spaces as prescribed by UDC Table 7.4.4-1. Additionally, the required number of motor vehicle parking spaces for the proposed Food Service use is incorrect based on the gross floor area provided under the “parking calculations” on the cover sheet. If the Sunshine Mile District overlay is pursued, the project may follow the motor vehicle parking space requirements of Table III-H.1. Each use shall follow its own parking space requirements to avoid a loading area requirement per UDC 7.5.5. Lastly, review UDC 7.4.11 and .12 as Electric Vehicle Supply Equipment (EVSE) is required for this proposal. 8. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short- and long-term bicycle spaces required and provided. COMMENT: Correct “Professional Service” to “Personal Service” within the bicycle parking calculations on the cover sheet. The site plan also appears to show a greater number of short-term bicycle parking spaces than what is provided in the short-term bicycle parking spaces on the cover sheet. Clarify the discrepancy. Additionally, demonstrate that the proposed short-term bicycle parking facilities comply with UDC 7.4.9.B.1.e and UDC 7.4.9.C.2. 9. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. COMMENT: Ensure the proposed ingress and egress easement is depicted on the site plan. Provide the recordation information as well. 10. 2-06.4.9.O – All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. COMMENT: The proposed building overhangs along the west façade of the development crosses a property line. A recorded easement will be required to allow the proposed overhangs to cross a property line. 11. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). COMMENT: Show the square footage, height, and specific use proposed within the footprint of the “proposed” buildings on the site plan. 12. 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. COMMENT: Indicate whether mail service is to be collected within the building or whether a gang mailbox is proposed for the site. 13. COMMENT: the demolition of buildings and structures requires a separate demolition permit. Buildings and structures 50 years or older require additional approval from the City Historic Preservation Office.
