I have checked the submittal against the Flexible Lot Development (FLD) Development Requirements relative to Section 8.7.3., Design Standards under procedure described in Section M4a. Submittal Requirements Status 8.7.3. FLEXIBLE LOT DEVELOPMENT (FLD)-SUBDIVISION DESIGN STANDARDS 1. Additional Functional Open Space The project preserves at least 20% more Complies Functional Open Space than is required by Functional Open Space Requirements. The additional open space shall be usable for passive or active recreational uses, such as trails, walking paths, picnic areas, and playgrounds. 2. Transition Edge Treatment and Mitigation for Adjacent Properties Transition Edge Treatment Where a single-family attached or multi-family FLD N/A for detached project is adjacent to existing single-family residential development, the FLD shall provide buffering in order to preserve the privacy of the existing residential development. Examples of buffering include, but are not limited to, landscaping, a fence, or a wall. The proposed buffering shall be included as conditions on the approved subdivision plat or site plan. This development is located in the N.W. quarter of the S.W. quarter of Section 8, Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 140-28-015C, covers approximately 4.3 ± acres, and is zoned as Residence 2 Zone (R-2). The nearest major roadway intersection is South Sears Boulevard and East Ginter Road, approximately 650 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson Airport Environs Zone – Airport Hazards Districts, and City of Tucson Airport Environs Zone – Height Zone 50 – 65 Feet. Below are the responses that the FAA Notice Criteria Tool provided on the applicant’s project. 1) Based on the information you provided, you are required to file notice with the FAA. You must submit notice at least 45 days before the start of the proposed construction or alteration or the date an application for a construction permit is filed, whichever is earliest. 2) Note: If you propose construction or alteration that is subject to the licensing requirements of the Federal Communications Commission (FCC), you must submit notice to the FAA on or before the date that an application is filed with the FCC. Visit FCC Licensing to learn more. The Tucson Airport Authority is requiring a resubmittal of this project. The below conditions of approval must be added as note #5 within the Tucson Airport Authority notes for the development plan. Conditions of approval: 1. “The applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. | 05/01/2026 | Site Engineering Standard | REQUIRES RESUBMIT | Permit: TD-DEV-0326-00076 – Tentative Plat/Development Package Location: 2142 E GANLEY RD Review Date: 4/30/2026 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-06 and Technical Manual (TM) Section for waste management, Pedestrian Access, Hydrology -Retention/Detention Requirements, and all site standard code. Provide the development package case number, TD-DEV-0326-00076, adjacent to the title block on all sheets. 2. As the reference Detail L on the Detail Sheet shows proposed wall for site to be 8-feet tall CMU, it will be required that a separate wall building permit be submitted for structural review. All non-retaining walls that exceed 7-feet in height from natural grade fall under the “structural” designation. For the new wall permit, please submit the structural calculations and drawings for the construction of the wall. Revise the keynote for the wall to reflect this: “Wall to be built under separate permit.” Drainage Comments: 1. All Basins shall have a minimum of 1 sediment level measurement device, which can be incorporated into the weir or the side slope, or constructed as a separate stand-alone device. The device(s) shall be located where sediment is likely to accumulate. DSSDR 4.4.1.4 Provide a keynote/call-out and construction detail relating to the selected sediment level device. These should be shown within Basin 1-4 and the associated channels. 2. Provide inlet’s and outfall’s for each of the basins. DSSDR Sections 4.8 & 4.9 3. Show that erosion protection is used for all inlet and outlet structures on the Grading sheet and details. The erosion protection shall extend below the finished grade of the basin floor and/or side slope to the appropriate design depth. DSSDR 4.8.1.4 Show this for all inlet & outlet structures as it appears erosion protection is not clearly shown. Ensure to extend below finished grade into the basins. 4. Show that the retention/detention basins are the minimum required 10 feet setback from structures, DSSDR 5.3.1.11. If they are to be proposed within that setback, Geotechnical justification must be included in the provided Geotech report to provide recommendations on possible reduced setback requirements. COT Drainage Manual 14.2.6 5. When a wall is proposed within 5 feet of the horizontal location of the 100-year water surface elevation, a report from an engineer registered in the State of Arizona shall be provided prior to approval of the construction permit that contains at least the following: a. The appropriate setback; and b. Specific structural design requirements with details DSSDR 4.14.1.3 This will need to be addressed regarding a majority of the masonry wall shown abutting basins and/or washes. 6. Include spot elevations at curb cut inlets, bottom of basin and curb cut outlets for quick reference during site inspections. 7. See DSSDR Section 1.2. 3. Please provide all flow paths for existing and proposed site within Figure A-1 and A-2. 4. Provide an inspection and maintenance protocol including frequency of inspection, a checklist of items to be inspected and recommended maintenance when an inspection identifies a maintenance requirement shall be prepared by an Arizona registrant. The protocol may be included in the project drainage report or prepared as a separate document. The protocol shall be reviewed and approved by the Floodplain Administrator prior to approval of the tentative plat or development plan. The protocol shall be delivered to the entity responsible for inspection and maintenance. An example of a detention basin inspection and maintenance checklist is provided in Appendix F. DSSDR 4.1.1 5. Provide a simple summary table in the conclusion portion of the report to compare the Pre-Development Vs. Post-Development peak discharges for the 2-, 10-, & 100-yr events to clearly show that the development falls within compliance with critical basin detention requirements. a. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is March 26, 2027. COMMENT: 2-06.4.7.G – The setbacks calculations table on Sheet 1 is incorrect. Per UDC Table 6.3-2.A, in R-2 zones, when a residential use abuts a nonresidential zone (as this property does to the east), the minimum setback is 10’ or ¾ the height of the adjacent building, whichever is greater.
