Site Engineering:
1. Show the 2-foot minimum bench grading setback from the property line on the grading plan TSM 2-01.9.0. Demonstrate this along the West, & East property lines of the site.
a. The daylight line shown in the plans falls within the 2-foot setback required. Please revise to show compliance with the requirements.

Drainage Comments:
1. Please revise the plan set and the drainage report to match what is called out for the basin and water harvesting locations. (Also see Drainage Report Comment #1 below).
a. Please update the site plan to correctly name the proposed basins as either a detention basin or water harvesting basin, as they are all currently named detention/retention basin.
b. Please update the grading plan to correctly name the proposed basins as either a detention/retention basin or water harvesting basin as there are currently 3 basins and 1 water harvesting basin.
c. Please review and update the basin information callouts to match what is proposed in the drainage report.

2. Per DSSDR 4.4.1.1 minimum freeboard requirements for all detention basins shall be 6 inches for basins constructed below natural grade. Please update Basins 1 and 2 as they currently show that the WSEL and the top of the basin are the same elevation, resulting in a freeboard depth of 0.0 inches.
3. Per DSSDR 5.3.1.3 minimum freeboard requirements for all water harvesting basins shall be a minimum of 3 inches. Please update Basins 3 and 4 as they currently show that the WSEL and top of the basin are at the same elevation, resulting in a freeboard depth of 0.0 inches.
4. Proposed detention basins shall have a minimum of 1 sediment level measurement device, which can be incorporated into the weir or the side slope, or constructed as a separate stand-alone device. The device(s) shall be located where sediment is likely to accumulate. DSSDR 4.4.1.4 Provide a keynote/call-out and construction detail relating to the selected sediment level device.
a. The plans and drainage report conflict on type of basins used on this project. Please review and revise plans based upon Drainage Comment #1 above and Drainage Report Comment #1 below and add the required sediment measurement device as required.

Drainage Report Comments:
1. Proposed Basin Summary on the developed conditions does not match what is called out in the drainage report or on the plans. Please review and revise to match all plan set data to the calculated requirements called out in the drainage report.
2. Demonstrate how the proposed detention basins fall in compliance with the required storage time standards DSSDR 4.5. Include a section within the report that showcases this drain down compliance.
a. The plans and drainage report conflict on type of basins used on this project. Please review and revise plans based upon Drainage Comment #1 above and Drainage Report Comment #1 below. Please add a discussion on the required drain down compliance as needed for remaining detention basins.

ADOT met with the developer team and the City of Tucson on Monday 6/15/2026. Here follows the key discussion points:
A right-in/right-out access is supported by ADOT as long as a continuous WB right turn lane can be provided so that the access would not be within the taper of the turn lane.
Per access control requirements, there will need to be at least 330' between the radius of the I-10 WB On-Ramp and the radius of the access, which should be met once the ramp is realigned on an upcoming project. A slightly shorter distance would be allowable in the interim condition.

To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0326-00072, 2nd Submittal, a
development plan for a new retail commercial use at 4975 E Benson Highway. This
development is located in the S.E. quarter of the S.W. quarter of Section 11, Township 15S,
Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number
140-36-3500, covers approximately 1.41 ± acres, and is zoned as Planned Area Development
21 (PAD-21). The nearest major roadway intersection is East Littletown Road and East Valencia
Road, approximately 1,000 feet to the east of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority does not object to the 2nd submittal of this project and is not
requiring a resubmittal of this project.
