Provide the development package case number, TD-DEV-0326-00071, adjacent to the title block on all sheets Parking Area and Grading comments: 2. Regarding “Temporary Parking Canopy” – To review for compliance with UDC 7.4.6.F.2 & UDC 7.4.6.E.2. It is required that the required the canopy either follow the required height clearance of 15 – feet along the PAAL or be setback one foot or greater from the PAAL. Provide a height call-out showing the clearance OR show on the site plan that the 1-foot setback is addressed. Provide a construction detail for the canopy and ensure to demonstrate referenced compliance. 3. In compliance with UDC 7.4.6.H.1, wheel stops will be required at all the northern parking spaces adjacent to the north property fence/wall. This is to prevent vehicles from potentially damaging the associated fence/wall. Ensure to provide wheel stop detail. 4. Provide dimensions to the existing paved area. 5. Show the 2-foot minimum bench grading setback from the property line on the grading plan TSM 2-01.9.0. Demonstrate this along the south & north property lines of the site. A reduced setback will require geotechnical justification that no adverse impacts will be caused by the proximity of grading and drainage infrastructure within the minimum 2-foot setback. 6. Demonstrate how the parking spaces / parking area is contained within its delineated limits. This would require either the use of curbing, wheels stops, bollards, etc as long as the used barrier falls in compliance with UDC 7.4.6.H. standards. 7. Provide surfacing treatment detail/keynote regarding the recycling storage area that falls in compliance with UDC 7.4.6.I. As a vehicle use area is defined in the UDC as – “Any area of a site or structure used for the movement, parking, or standing of motor vehicles. The vehicular use area includes access drives, maneuvering areas, refuse collection locations, loading spaces, and any landscaping and screening within ten feet of these areas. This area must be surfaced with a durable, dust-free material that can withstand vehicle loads and does not generate loose material under traffic and/or material handling. 8. Demonstrate how the 4-foot path leading from the parking area to the office falls in compliance with vertical separation requirements per TSM 7-01.4.2 - Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means, except at designated crosswalks. 9. It would be advisable that the portable toilet shown within keynote #4 – be moved to a more established position to ensure no conflict with the use of the associated PAAL. 10. Demonstrate how Keynote # 11 – Long term parking – falls in compliance with TSM 7-01.3.2. The bicycle parking location will need to be revised so that it is connected the site’s Pedestrian circulation path free from barriers including curbing. Drainage Comments: 11. Provide a descriptor box adjacent to all proposed basins (Includes Water harvesting basins) on the grading plan Include a leader arrow to the basin or provide a label for the basin and reference the label on the top of the descriptor box. This can be done through an additional detail sheet or included on current basin detail sheet if the grading plans appear too narrow for such details. Include the following applicable information in the descriptor box: a. Total volume, cubic feet or acre feet; b. detention volume, cubic feet or acre feet; c. retention volume, cubic feet; d. d. first-flush retention volume, cubic feet; e. Q100 in, cubic feet per second; f. Q100 out, cubic feet per second; g. Basin top elevation, feet; h. 100-year water surface elevation, feet; i. 100-year ponding depth, (measured from the lowest elevation of the basin), feet. DSSDR 11.1.3. 12. Demonstrate measures or setbacks relating to the water harvesting area and the recyclable material piles. It will need to be shown that materials will not be stored in close proximity to said drainage basin as to avoid potential for materials shifting, falling, blowing, etc. It would be required that at least a 10-ft setback be demonstrated. | 03/31/2026 | External Reviewers - Tucson Airport Authority Standard | REVIEW COMPLETED | March 29, 2026 Planning and Development Services City of Tucson 201 North Stone Avenue Tucson, AZ. 85701 RE: TD-DEV-0326-00071, 1st Submittal, W Silver Recycling Tucson / 3440 E. 36th St, Tucson, AZ. 85713, Received March 24, 2026 To whom this may concern, Thank you for the opportunity to comment on TD-DEV-0326-00071, 1st Submittal, a development plan for converting an existing warehouse to recycling storage use at 3440 E. 36th St. This development is located in the N.E. quarter of the N.W. quarter of Section 28, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 132-05-015V, covers approximately 4.08 ± acres, and is zoned as Heavy Industrial Zone (I-2). The nearest major roadway intersection is State Route 210 and East 36th Street, approximately 450 feet to the northeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority does not object to the 1st submittal of this project and does not require a resubmittal of this project. Although this project does not propose a change in plan designation or zoning the Tucson Airport Authority highly recommends the applicant add the following notes into the general notes of the revised development plan. This project is located approximately 4 miles northeast of Tucson International Airport and is within FAA traffic pattern airspace, an area which would be subject to aircraft overflight and noise due to being in close proximity to Tucson International Airport. The proposed notes would provide a means of assuring that future owners and tenants of the property are aware they are in proximity an airport and further assures the continued right of the City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson International Airport the right to utilize the airspace above or near the property. This would be accomplished through the property owner recording the Avigation Easement and providing the Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport Authority believes the proposed note helps to support the City of Tucson Airport Environs Overlay Zone and supports Plan Tucson – Land Use 26. 1. "That prior to the City's approval of the proposed development, the property owner must record the Avigation Easement that discloses the existence and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided.” The current property owner or person authorized to sign on behalf of the current property owner must complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder’s Office. Then send a complete copy of the recorded easement document to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below. Scott Robidoux Manager of Planning Tucson Airport Authority 7250 South Tucson Blvd, Suite 300 Tucson, AZ 85756” 2. Applicable to residential uses only “The property owner/developer/applicant must provide the Airport Disclosure Statement form, at time of sale, to the new property owners with all new unit purchases. In the event the development of any residential uses does not involve the sale of new units but is instead offering rental residential units to the public, the new tenant of the rental unit must be provided a copy of the Airport Disclosure Statement form. The intent of the Airport Disclosure Statement form is to educate and notify the new residents that they are living near an airport. The content of such documents shall be according to the form and instructions provided.” The property owner (for itself or its tenants) shall forward a signed copy of the Airport Disclosure Statement form to the Tucson Airport Authority within ten (10) days of signature, using the Scott Robidoux mailing address provided above. Please do not hesitate to contact me if you have any questions or concerns regarding this comment letter. I can be reached by email at srobidoux@flytucson.com or by telephone at 520- 573-4811.
