Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. The landscape plan includes 5 additional trees that count toward the parking area tree requirement. Add a note and/or a calculation on the planting plan for vacuum parking area trees required and trees provided at alternate locations. 2. The CRWHP meets the 50% requirement. Including the subwatershed catchment area from the roof of the structures will increase the percentage of total site water demand met. Per the civil grading plan, it appears that 1/3 of the roof drainage could be counted towards 1A subwatershed and approximately 2/3 of the roof drainage could be counted towards 5A subwatershed. Make this update to increase the percentage. 3. The NPPO will be approved during this submittal. Please add the activity number, TD-DEV-0325-00086, to all sheets in the landscape/nppo set for the next submittal. 4. | 04/22/2025 | Site Zoning Standard | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Clean Freak – 22nd & Prudence Development Package (1st Review) TD-DEV-0325-00086 TRANSMITTAL DATE: April 22, 2025 DUE DATE: April 21, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 26, 2026. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0325-00086, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.3 – Provide rezoning case number C9-10-04 adjacent to the title block in the lower right corner of each sheet. List all conditions of the rezoning on the plan. Also, provide a copy of the Primary Development Plan (PDP) for this site that shows the proposed carwash use. 3. COMMENT: 2-06.4.7.A.4 – Clarify if the proposed carwash use is a full service or self service carwash and revise Zoning and Land Use Note 4 to clarify which is proposed. Based on the vehicle parking calculation you are proposing a full service carwash use. Review UDC Article 11.3.4.E for the definitions of carwash. 4. COMMENT: 2-06.4.7.A.6.a – Remove Zoning and Land Use Note 5.2 as the reference to “VICINTIY OVERLAY ZONE, SUBJECT TO UDC ARTICLE 5.6.11” is not correct or applicable. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 5. COMMENT: 2-06.4.8.B – Sheet 3 shows an “EX 1.0’ NON-VEHICULAR ACCESS ESMT PER DKT 13328, PG 491 P.C.R. TO BE ABANDONED BY SEPARTE INSTRUCTURE” along the south property line. The easement will need to be abandoned prior to approval of this DP. 6. COMMENT: 2-06.4.8.C - 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.E - It appears that some type of land split is proposed. Based on the legal description for the existing parcel, “CONCORD HILL LOT 79 EXC W200' & EXC E150' THEREOF” and the parcel number 135-07-330M, the original Lot 79 has exceeded the allowed simple land splits for a property whose boundaries are fixed by a recorded plat, UDC Article 11.4.20 definition of a Subdivision. A final plat meeting the requirements of AM 2-07 will need to be submitted and recorded prior to approval of this DP. 8. COMMENT: 2-06.4.9.H.5 – Sheet 3 shows an “EX 1.0’ NON-VEHICULAR ACCESS EASEMENT PER DKT 13328, PG 491 P.C.R.” running along the north property line. As you are proposing vehicle access across this easement the easement will need to be abandoned. Provide recorded documentation for this abandonment with the next submittal. The easement will need to be abandoned prior to approval of this DP. 9. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the proposed standard vehicle parking spaces. 10. COMMENT: 2-06.4.9.H.a – Provide a mounting height for the accessible parking space sign. 11. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking detail does not address UDC Article 7.4.9.B.1.e and 7.4.9.B.2.f. 12. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the long-term bicycle parking that clearly demonstrates how all requirements of UDC Article 7.4.9.D are met. 13. COMMENT: 2-06.4.9.L – As cross access is proposed with the development to the west some type of easement/agreement is required. Provide a copy of the recorded easement/agreement and provide the recordation information on the plan. 14. COMMENT: 2-06.4.9.Q – The maximum permitted height shown under Development Package Calculation 2 is not correct. Review UDC Table 6.3-4.A and provide the correct allowed height in the C-2 Zone.
