Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 18, 2026. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) *****A comparison of current overhead imagery to the last approved development package for this site indicates that multiple changes from the plan have already occurred (IE: relocation of dumpster, addition of an accessible parking space, and removal of other parking spaces) and that the overall site will be further affected (IE: removal of the loading zone, parking space reconfiguration, and relocation of the trash enclosure). The site plan must show the entire site and include any prior unpermitted changes that are proposed to remain.***** 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 1. COMMENT: 2-06.3.12 – Please include sheet numbers in the index (IE: CS01 – sheet 1, DT01 – sheet 2). Also, please organize the sheets in order as noted by the standard above. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 2. COMMENT: 2-06.4.1 – Please include the mailing address of the owner as noted by the standard above. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 3. COMMENT: 2-06.4.2.B – Please provide a legal description that encompasses all of the lots in the proposed scope of work. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 4. COMMENT: 2-06.4.2.D – Please see comment #1. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 5. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-0325-00084, adjacent to the title block on each sheet. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 6. COMMENT: 2-06.4.4.C - Please provide the section corners as noted by the standard above. 2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet. 8. COMMENT: 2-06.4.5 – Please see comment #1. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. Zoning and Land Use Notes 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 9. COMMENT: 2-06.4.7.A.2 – The overall site parcel(s) listed is incorrect. Please include the correct parcel numbers associated with this project (IE: 132-17-133K, 132-17-133J, 132-17-133F, and 132-17-133D). Also, please update the existing building GFA with the correct buildings as noted by the standard above. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 10. COMMENT: 2-06.4.7.A.4 – Identify the existing uses for the site as noted by the standard above. The proposed use says “Livaway Suite Hotel Facility Subject To Use Specific Standard 4.9.9.B.1”. Please clarify if this is a change of use. 2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones. 11. COMMENT: 2-06.4.7.A.6.b – As this site is composed of multiple lots, please show all buildings on the site and list their existing uses. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 12. COMMENT: 2-06.4.7.A.8.a – Please provide the floor area for each building as noted by the standard above. 2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage; 13. COMMENT: 2-06.4.7.A.8.b – Please show the percentage and area in in square feet of all buildings as noted by the standard above. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 14. COMMENT: 2-06.4.7.A.8.c – Please include the information as noted by the standard above (IE: vehicular use expansion). 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. 15. COMMENT: 2-06.4.7.A.8.d – Please include the information as noted by the standard above as this site includes 4 existing buildings and their associated parking. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 16. COMMENT: 2-06.4.8.A – As this site has several parcels, please include the entire site boundary perimeter information for all lots within the site as noted by the standard above. 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 17. COMMENT: 2-06.4.8.B – Please show all existing easements and any proposed new ones on the site plan. The proposed new parking lot has a property line down the middle of it. Also, a cross access agreement will need to be included in your next submittal as access to the parking lot is obtained from the parcels to the north. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 18. COMMENT: 2-06.4.8.C – Please show the entire site including but not limited to driveways, existing parking, and sidewalks as noted by the standard above. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements. 19. COMMENT: 2-06.4.9.A – Please show the entire site with all lot lines dimensioned as noted by the standard above. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review. 20. COMMENT: 2-06.4.9.E – Please see comment 19. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 21. COMMENT: 2-06.4.9.F – Show all zoning classifications including across any adjacent right of way as noted by the standard above. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 22. COMMENT: 2-06.4.9.H.4 – Please draw, label, and dimension E Pennsylvania Street as noted by the standard above. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 23. COMMENT: 2-06.4.9.H.5 – Please draw, label, and dimension all PAAL’s on the site as noted by the standard above. Please clarify if the sidewalk adjacent to the backup spur in the new parking lot is flush with the parking lot pavement or elevated. Physical separation must be provided adjacent to the backup spur and the sidewalk. Also, please dimension the distance between the wheel stops and the sidewalk (minimum 2.5 feet). 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 24. COMMENT: 2-06.4.9.H.5.a – Please provide calculations for the entire site as noted by the standard above to ensure you are in compliance with the associated uses. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 25. COMMENT: 2-06.4.9.H.5.c – Please clarify where the loading zones are located for the site as noted by the standard above. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 26. COMMENT: 2-06.4.9.H.5.d – Please show the required bicycle parking facilities fully dimensioned for the site as noted by the standard above. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 27. COMMENT: 2-06.4.9.L – Please show all existing and proposed easements as noted by the standard above. Please refer to comment 17. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 28. COMMENT: 2-06.4.9.Q – Please provide the square footage and height of each building as noted by the standard above. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 29. COMMENT: 2-06.4.9.R – Show on-site pedestrian circulation for the entire site as noted by the standard above. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 30. This development is located in the S.E. quarter of the N.W. quarter of Section 31, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel numbers 132-17-133J and 132-17-133K, covers approximately 0.58 ± acres, and is zoned as Light Industrial Zone (I-1). The nearest major roadway intersection is South Park Avenue and East Fair Street, approximately 800 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the 1st submittal and is not requiring a resubmittal of this project.
