Tucson Electric Power Company (TEP) has reviewed and cannot approve the
development plan submitted 3/26/2025. There are existing facilities within the
development which are not depicted upon the plans. Further, Docket 11649 Page 1654
and Docket 6746 Page 552 have been included within the attachments pertaining to
existing facilities.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
have any easement questions, please contact our Land Resources Department,

05/29/2025 Floodplain Administration Review Standard REQUIRES RESUBMIT 1. The proposed development is within both ERZ (Environmental Resource Zone) and Floodway (Tanque Verde Wash Floodway and Agua Caliente Floodway). A drainage report, encroachment analysis, and ERR (Environmental Resource Report) will be required to demonstrate no adverse impact to both the floodway and ERZ.
2. The ERR will be required to demonstrate no critical riparian habitat is being disturbed or removed and a mitigation plan may be required to enhance and revegetate the disturbed area, if the critical riparian habit is being disturbed.
3. Reduce the footprint of the disturbed area for the excavation or demonstrate how all 14 standards are being met from COT code sec 26-5.1 Floodway development. Especially numbers 4, 5, 6, 10, and 13. Floodway has a no rise requirement which triggers encroachment analysis and pre- and post flood conditions assessment for depth, velocity, and floodplain limits. If the floodplain limits increase - especially in a way that increases floodplain on a property, then the LOMR is also needed to be submitted to City and FEMA. Please note, COT will need additional approvals from other agencies including Army Corps of Engineers for excavating in the FEMA high-risk floodway.
4. An Memo Of Understanding will be required to set up maintenance responsibility for the basin

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.
This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 15, 2026.
1. COMMENT: Full review and approval for this permit cannot be granted until approved grading development package for fill site locations (parcels 133033960, 133033970, 133033980, 133033990, 133034000, 133034010, and 13303304C per General Note 2) is approved.

2. COMMENT: Provide a general note that the fill from this site is to be used only on site (La Mariposa). Transportation of, or usage, of fill material off-site may reclassify this borrow pit as a type of industrial extraction that is not permitted in SR zoning.

3. COMMENT: The submitted plan(s) should also include details regarding destination of fill, phasing/timeline, transportation and access routes, staging areas, and parking areas.
