It is necessary that these comments be addressed prior to the approval of the Block Plat, and the grading plan as, ultimately, we would own the property and accept this basin into our portfolio of infrastructure to maintain. These comments include: Regarding sequence: 1) Block Plat approval before grading plan approval. Block plat should have an easement or other entitlement for excavation of basin and permitting or other note that says something like: #. Prior to construction of the basin on the property dedicated by this plat to the Pima County Regional Flood Control District, an application for a Facility Impact Permit shall be submitted to the District in conformance with Chapter 21.02 of the Pima County Code. Such approval by the District shall not be unreasonably withheld, conditioned, delayed. Regarding Recharge Basin: 1) Survey property line and ensure basin stays on property not Isabella Lee or Bonanza ROW. Flood Control will be acquiring ROW. Currently that the basin is in the ROW. Construction fence prior to excavation is needed to avoid encroachment. 2) Riprap installation in location as shown as red line on plan (in lieu of, not in addition to, current riprap on plan. To be installed, as shown on Detail A. 3) No need for DG path, rest of Isabella Lee is just dirt paths. Must maintain at least 6 feet between property line and edge of basin. 4) Need to include post and cable or other fencing to be constructed by developer. 5) Temporary chain link fence to be on property and our of ROW Additional comments from the latest submittal: 1) SWPP shows flow arrow in bottom of basin but basin is flat. 2) SWPP Silt fence should be on property, no encroachment onto ROW 3) Why concrete washout? 4) Landscape Plan – Either plans move off Flood Control property or provide note that installation requires a Facility Impact Permit and developer is responsible for maintenance. |

Previous Comment 1.b not addressed – Provide discussion in drainage report how this recharge basin is not prone to erosion during the 100-year event and how diverted flows from either the Tanque Verde or Agua Caliente will not occur. 1. The hydroseed mix must be approved by DTM/PDSD Landscape Architects. 3. Previous Comment 1.d not addressed – Provide discussion of components of SEC 26-5.1 for proposed recharge basin. The response indicated this was done, but it appears to only apply to the casitas. 4. Previous Comment 1.e not addressed – Provide letter from PCRFCD stating they will be permanently maintaining this recharge basin. 5. Previous Comment 1.g not addressed – Provide statement in drainage report that the project is located within a non-designated basin management area. 6. Previous Comment 1.h not addressed – in previous discussions with the City of Tucson floodplain administration regarding this project. Floodplain administration has stated that this basin shall have detention. The city acknowledges that perc rates are favorable, however the basin does not have a consistent top of basin elevation, therefore there will be an outfall condition that needs to be addressed. Explain how outfall conditions will not create adverse impacts. 7. Previous comment 1.i not addressed - Provide basin maintenance guidelines. No grading permit will be issued until basin maintenance guidelines are provided in drainage report. 8. Previous Comment 2.e still remains to be addressed 9. Previous Comment 3.b not addressed - Provide a soils report that addresses how the excavated material is to be placed on the Casitas Site. 10. Previous Comment 3.h not addressed – Per City of Tucson Drainage manual, approval shall not be given without the required notes. |
