Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Include a construction detail showing root barriers for trees located near hardscape areas. See Detail 402 located here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects 2. The inert groundcover callout on sheet 4 of 6 includes a (minus) reference. Please remove the minus as it has been misinterpreted on recent project installations. Reference the 2” depth decomposed granite as screen rock. 3. Add a preservation fencing detail for the existing plants, mainly the Saguaro, to protect them from damage during construction. Add a line type on the planting plan that represents the fences placement around the existing plants to remain in place. If an example of preservation fencing detail is needed, please reach out and I will provide a copy for your reference. 4. It is explained that all of the protected native plants will be preserved in place on the planting plan, which basically satisfies the requirements for the NPPO. Please provide the NPPO Waiver for our records and for yours. If a copy is needed, reach out and I will provide a copy. 5. Development Package (1st Review) TD-DEV-0325-00080 TRANSMITTAL DATE: April 18, 2025 DUE DATE: April 17, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 17, 2026. 2-06.4.0 CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0325-00080, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.2 – General note 4 shall include the entire shopping center. 3. COMMENT: 2-06.4.7.A.4 – Revise General Note 3 to include all applicable Use Specific Standards for a food service use in the C-1 Zone, see UDC Table 4.8-4. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension from the stripped pedestrian way shown for the new accessible parking space north to the existing parking spaces. 5. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. a. The ratio show “200” is not correct. Review UDC Table 7.4.4-1 and provide the correct ratio. b. Based on aerial photographs the project is deleting 12 vehicle parking spaces not 10 as shown on the plan. c. The vehicle parking space calculation shall clearly show that the entire shopping center meets the definition of a shopping center, UDC Article 11.3.9.C.3. Provide a break down by use and applicable parking ratio that clearly shows that no more that 50% of the total gross floor area is used for uses with a parking ratio of one space per 100 square feet of gross floor area or a more intense formula. 6. COMMENT: 2-06.4.9.H.5.a – Under General Note 7 you list “HANDICAP SPACES PROVIDED (EXISTING AT THIS BLDG.): 1 SPACE” but based on aerial photo photographs the accessible space shown on this plan is new. Clearly demonstrate that the requirements of ICC A117.1-2009 Section 502 are met for the new accessible parking space. 7. COMMENT: 2-06.4.9.Q – The maximum allowed listed under General Note 6 “50’” is not correct. Review UDC Table 6.3-4.A and provide the correct allowed height. 8. COMMENT: 2-06.4.9.R – Clarify why you are providing accessible ramps at the northwest corner of the proposed addition. This directs people directly in to the stacking area of the drive-though and is a safety hazard. 9. COMMENT: 2-06.4.9.R – Provide a width dimension for the stripped pedestrian way that provides access to the proposed accessible parking space. 10. COMMENT: 2-06.4.9.R – Clearly demonstrate that the proposed stripped pedestrian way that provides access to the proposed accessible parking space, stripped pedestrian way that provides access out to Valencia Rd. and the sidewalk that provides access out to Valencia Rd. all meet the requirements of TSM Section 7-01.3.2 and 2018 IBC Chapter 11 and the ICC A117.1-2009. Additional Comments: 11. COMMENT: - Remove General Note 11 from the plan as the reference to “WEST “ no longer apply. This development is located in the N.W. quarter of the N.E. quarter of Section 15, Township 15S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 138-24-1600, covers approximately 0.67 ± acres, and is zoned as Commercial 1 Zone (C-1). The nearest major roadway intersection is West Valencia Road and South Midvale Park Road, approximately 475 feet to the northeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the 1st submittal and is not requiring a resubmittal of this project.
