04/24/2025 Site Engineering Standard REQUIRES RESUBMIT 1. The modified trash enclosure to fit the 2-4 cy metal bins in the single enclosure will require a TSMR approved by ES. Also the location of the enclosure servicing off the alley and plan to roll out the bins before pickup will need ES approval. Maneuverability in the alley, location of the bins before pickup, and overhead clearance from power lines in the alley will need to be shown and addressed on the plans.
2. A floodplain use permit will be required for the grading and site work for this project. Please include a note in the general notes stating this.
3. Show a complete pedestrian circulation path including out to the trash enclosure.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 19, 2026.

2-06.4.0 CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.2.D – Pages 1 – 6 show 15 sheets when only 13 sheets were submitted.

4. COMMENT: 2-06.4.7.A.6 – As you are proposing to use the Infill Incentive District (IID) and Individual Parking Plan (IPP) processes, these processes must be approved prior to approval of the DP.

5. COMMENT: 2-06.4.7.A.6.a - As Congress st. is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width for the two (2) parking spaces located in the northwest corner of the site.

7. COMMENT: 2-06.4.9.H.5.a – Until comment 3 is addressed Zoning cannot verify the vehicle parking space requirements. The IID & IPP will need to be approved prior to approval of this DP.

8. COMMENT: 2-06.4.9.H.5.d – The long-term bicycle parking space calculation does not provide the number of provided spaces.

9. COMMENT: 2-06.4.9.H.5.d – Detail E sheet 6 references “LONG-TERM LOCKER” and “LOCKER SPACING” but Zoning was not able to find any proposed lockers on stie.

10. COMMENT: 2-06.4.9.J – Based on right-of-way dimensions provided on sheet 3 Congress St. is not at it’s full MS&R width. Clearly show the future right-of-way requirements of the section on the plan.

11. COMMENT: 2-06.4.9.O – The North Required building setback shown, 0’ is not correct. Per UDC Table 6.3-4.A,C-3 zone, Nonres Use to a Res Zone the required setback is 1 ½ (H) or 67.5’.

12. COMMENT: 2-06.4.9.O – Provide a setback dimension from the future right-of-way line along Congress to the building.

13. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of ICC A117.1-2009 section 505.10 are met for the railing called out under Keynote 32, sheet 3.

14. COMMENT: - As you are proposing to exceed the allowed density in the C-3 Zone, allowed dwelling units is 44, proposed 49. The IID must be approved prior to approval of the DP

Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.

8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the

However, the plans reflect a dumpster enclosure being established approximately 6' into the 20' City alley over an existing gas line and under OHE. Assuming DTM and Environmental Services approve of the dumpster encroaching across more than 1/4 of the width of the alley, this would require a PIA or Temporary Revocable Easement (Separate processes) to be circulated for approval by utilities and City departments. TRE's require annual fees and insurance requirements. Recommend moving the dumpster & enclosure onto the private property.
