SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.11 – Provide a key plan on the cover sheet that demonstrates the entire site including APN 10703152A as this parcel functions as a part of the site by sharing access, PAALs and parking with the subject site. The UDC defines a site as “the land area consisting of a portion of a lot, an entire lot, or contiguous lots, not including dedicated public property, designated for development as a single entity” (UDC 11.4.20).

2. COMMENT: 2-06.3.12 – Correct the sheet index on the cover sheet as it states there are a total of 3 sheets but there are only 2 sheets in the plan set.

CONTENT REQUIREMENTS

3. COMMENT: 2-06.4.1 – Include the name, mailing and email addresses, and phone numbers of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet.

4. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-0324-00104, adjacent to the title block on each sheet.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

Zoning and Land Use Notes

5. COMMENT: 2-06.4.7.A.4 – Zoning acknowledges the site is mixed use but it is unclear all the uses on the site. Provide all the existing and proposed uses and any applicable use specific standards, specifically all the uses that comprise 1700 W Grant Road. Warehouse is not a UDC defined use but would be classified as Storage Use – Commercial Storage. Definitions of Land Use Groups, Classes, and Types can by found in UDC 11.3.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.E - A lot combination processed through Pima County Assessors is required or a Covenant for Use and Development of Real Property.

7. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

8. COMMENT: 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

9. COMMENT: 2-06.4.9.H.5.a – Per UDC 7.4.3.D Changes of Use “when the proposed use is different than the use it is replacing and the criteria of Section 7.4.3.D.2 cannot be met, the required number of motor vehicle and bicycle parking spaces shall be in accordable with Sections 7.4.4 and 7.4.8, respectively”. The proposed Instructional Institution has a more intense parking ratio than the previous use requiring more parking spaces which is considered a change of use per UDC 7.4.3.D and triggers full code compliance for the site.

10. COMMENT: 2-06.4.9.H.5.a – Per UDC 7.4.6.D.2.b, a motor vehicle off-street parking space must have a minimum width of ten feet when the side(s) of the parking space abuts a vertical barrier over six inches in height. Ensure the proposed parallel parking spaces meet this requirement as they are directly adjacent to the existing buildings’ walls.

11. COMMENT: 2-06.4.9.H.5.a – Per UDC 7.4.6.K, a street or alley can not be used for maneuvering directly into or from any parking spaces located wholly or partially outside the public right-of-way. Per UDC 7.4.6.K.3 a street may be used for maneuvering directly into or from a parking space, provided the parking space is located completely within the right-of-way and the design of the parking layout is approved by the DTM Engineer. There is one space that is in the right-of-way that needs approval from the DTM Engineer and there is one space that is located partially in the right-of-way which is not permitted per UDC 7.4.6.K.

12. COMMENT: 2-06.4.9.H.5.a – It does not appear the parking calculation is correct. The parking ratio for Commercial - Research and Development, Vehicle Service and Repair, and Administrative and Professional Office is 1 space to 300 square feet of gross floor area; for Instructional Institution is 1 space to 200 square feet of gross floor area; and for Commercial Storage is 1 space to 5,000 square feet of gross floor area plus outdoor storage area. The parking ratio applied to “warehouse/office” use is incorrect. Regarding 1700 W Grant Road, either identify the principal use of the building and apply the principle use parking ratio to the entire building or provide a breakdown of the uses within the building with the respective parking ratio.

13. COMMENT: 2-06.4.9.H.5.c – Dimension the existing 12’ by 35’ loading zone to ensure the dimensions are being maintained with the addition of parallel parking spaces.

14. COMMENT: 2-06.4.9.H.5.d – Per UDC 7.4.3.D.4, when the change of use is in a tenant space within a shopping center, mixed use, or multiple use development, the required number of bicycle parking spaces is based on the GFA, or whichever method for determining the minimum required bicycle parking spaces in accordable with Section 7.4.8, of the tenant space in which the proposed change of use occurs. The bicycle parking requirement for short-term parking is 1 space per 10 students of planned capacity with a minimum requirement of 2 short-term bicycle spaces. The bicycle parking requirement for long-term parking is 1 space per 10 employees plus 1 space per 10 students of planned capacity; or 1 long-term space per 20,000 square feet of gross floor area, whichever is greater (UDC Table 7.4.8-1). Correct the bicycle parking calculation.

15. COMMENT: 2-06.4.9.J – If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.).

16. COMMENT: 2-06.4.9.Q – Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). Include the square footage in the footprint of the building along with the use. Correct the uses labeled on the footprint of the building do not match what is being proposed. Building 2 is proposed as a Civic Use – Instructional Institution and not “Retail”.

17. COMMENT: 2-06.4.9.R – Demonstrate compliance with on-site pedestrian circulation that meets the requirements of Technical Standards Manual 7-01.

18. COMMENT: 2-06.4.9.T – Indicate where the refuse collection area is located. Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm
