12/18/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Wetmore Walmart Expansion Development Package (3rd Review) TD-DEV-0324-00096 TRANSMITTAL DATE: December 18, 2024 DUE DATE: December 10, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 27, 2025. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. This comment was not addressed. The note now lists the use as “COMMERCIAL”, Commercial is a use group not a use. COMMENT: 2-06.4.7.A.4 – Zoning and Land Use Note 4 lists the existing and proposed use as Retail. Retail is a Use Group not a use as designated in the UDC. This note shall list all existing and proposed uses within the entire shopping center and any applicable Use Specific Standards. 2. COMMENT: 2-06.4.7.A.6.a – Provide the Special Exception Case Number, TP-MOD-1223-000031, adjacent to the title block on all sheets and provide the conditions of approval on the plan. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 3. This comment was not addressed. If this is the only comment relating to the approval of the DP o the next submittal a hold can be put on building permit TC-COM-0724-01409 C of O for the abandonment of the east. COMMENT: 2-06.4.8.B – The 10’ Natural Gas Easement shown running under the Walmart expansion will need to be abandoned prior to approve of this DP. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. Until this comment is addressed Zoning cannot approve this DP. COMMENT: 2-06.4.9.A – As the existing property line will be within the proposed building footprint some type of lot line reconfiguration will be required. This process will need to be submitted and approved prior to approval of this DP. 5. This comment was not addressed. Provide a calculation that clearly shows that the requirement is met. This calculation shall provide a breakdown of all uses within the center and their required parking ratio and a percentage of uses with a parking formula of one space per 100 square feet of gross floor area or a more intense formula shall be provided. COMMENT: 2-06.4.9.H.5.a – As it appears you are proposing to use the shopping center vehicle parking space calculation, clearly demonstrate that the site meets the definition of a shopping center, UDC Article 11.3.9.C.3. 6. COMMENT: 2-06.4.9.H.5.c – The loading space calculation is not correct. Review UDC Table 7.5.5-A and provide the correct number required and provide for Walmart. This calculation shall also include the type. 7. COMMENT: 2-06.4.9.H.5.d – The short- & long-term bicycle parking calculations are not correct. Review UDC Table 7.4.8-1 and provide a calculation that includes the entire building square footage. 8. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate that the bike rack detail meets all requirements of UDC Articles 7.4.9.B & .C & D. The detail shall be full dimensioned and show that the required/provided number of spaces is provided.
