Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 3/27/2024. There are existing facilities which are depicted upon the plan;
however, there does not appear to be any conflicts apparent at this time. Utility
easements are depicted within boundaries, please associate Book 4809, Page 537, with
the existing 10’ OH line along the northern part of the subject parcel. Regarding
Keynote 14 and the newly proposed water easement, please follow the five-foot
minimum distance.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you

1. At the existing entrance on Houghton Rd (north end of property,) of which property access is going to be discontinued, this entrance needs to be “closed.” The process for this will involve removal of the existing paved entryway, removal of the concrete header, removal of the bollards in the multi-use ped path and removal of the curb access ramps.

In addition, the paved multi-use ped path is to be connected north to south with paving, not to exceed 2% in cross-slope. The buffer zone between the pavement edge of Houghton and the ped path must also be restored to the existing, surrounding conditions.

1. Ensure that proposed roundabout complies with waste vehicle maneuvering standards outlined in TSM 8-01.5.3.E.
2. Show dimensions on the dumpster enclosure details that comply with TSM 8-01.5.2.
3. Provide waste stream calculations compliant with TSM 8-01.8 for the proposed building.
4. DSSDR Section 2.4.1 City of Tucson Edit states that “Without infiltration testing the maximum depth of retention in detention basins is 9 inches… Retention depth greater than 9 inches require infiltration testing to verify that the draw down time is in accordance with section 4.5.” Provide infiltration testing for the proposed water harvesting basins over 9 inches in depth or provide an outlet that reduces the retention depth to 9 inches or less.
5. Per DSSDR Section 4.9 City of Tucson Edit number 8, unless a waiver has been granted per Section 9, the bleed pipe shall be capped and for maintenance purposes only. Provide a detail showing the proposed bleed pipe and include a note that it shall be capped.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

COMMENTS:
1. Ensure that Zoning, Engineering comments and concerns are addressed prior to landscape section approval.

2. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

3. Provide the development package case number, TD-DEV-0324-00092, adjacent to the title block on all sheets. 2-06.4.3

4. Relocate the trees out of the hand placed riprap drainage structure areas.

5. Relocate trees that are placed directly over underground utility lines.

6. Any leader callouts pertaining to the Commercial Rainwater Harvesting plan on sheet L1.02 should be added to the key notes on sheet L1.02.

7. Add property line callouts to all landscape sheets.

8. For any work being done in the ROW, reach out to DTM (David Marhefka) for the Desert Willow located in the 25-foot ROW conveyance at the entry to the project site.

9. The tree planting at the monument sign, callout #46 on the civil site plan is very close to the sign placement. Please move the tree truck center a minimum of 10 feet from the edge of the sign.

10. Tree placement in the basins: In general, would it be better to have the trees planted at the bottom of the basins wherever possible to receive as much rainwater as possible?

11. Houghton Rd MS&R landscape border indicates hydroseed with native seed mix in place of the required shrubs, accents, and groundcovers. The landscape border requires a 30-inch planting screen and 50% coverage with shrubs, accents, and groundcovers. Please revise landscape and irrigation plans accordingly.

12. Several Native Seed Mix plants shown on your hydroseed mix are not on the approved Native Seed List. Please see UDC 5-02.6.0, Exhibit 1 for approved list provided by ADWR. For modifications to this list please see 5-02.5.2, Modifications to plant selection.

13. Please call out the 8-foot screen wall at the east interior landscape border to match the civil plans site keynote #42 on sheet C8.

14. Please add total plants provided to the east property line interior landscape border landscape matrix.

15. Note 17 on sheet L1.00 calls out LUC 3.7.2.4.A.4. This is now found in the UDC 7.6.4-1.E. Any reference to the LUC should be updated to the UDC equivalent.

16. Landscape/NPPO recommends that all references to basins being no deeper than 6 inches should be updated to a minimum of 6-9 inches, and that total depth of 6-9 inches is measured after placement of organic or inorganic groundcover.

17. General shrub irrigation lateral line layout: Please provide shrub lateral lines within 10 feet of the base of the shrubs so that the quarter inch distribution tubing from the emitter will reach the shrubs. This is applicable in multiple locations on the irrigation plan.

18. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

19. The sight visibility triangles are in the right of way and not near the planting area at the main entry, but we would like to see them labeled for consistency throughout the plan set.

20. Civil Site Keynotes call out #34 is roof downspout, please update the CRWHP call out C-109-WH to reflect the downspout call out.

21. Civil Site Keynotes call out #33 calls out water harvesting area outlet weir, please add callout to CRWHP for the outlet weir.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 25, 2025.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.2.D – Sheet L1.00 and L1.02 do not have the correct sheet number.

2. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0324-00092, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

3. COMMENT: 2-06.4.7.A.4 – Under General Note 5 you list the proposed use as “AUTOMOTIVE -MINOR SERVICE AND REPAIR” but within the footprint of the building you call out “TRADE SERVICE AND REPAIR MAJOR” clarify what the proposed use is.

4. COMMENT: 2-06.4.7.A.6.a – General Note 23 you list “ARTICLE 5.5 GATEWY CORRIDOR ZONE (GCZ)” but Houghton is not designated as a Gateway but is designated as a Scenic Corridor Zone. Revise the note.

5. COMMENT: 2-06.4.7.A.6.a – Clearly demonstrate that all requirements of UDC Article 5.3 are met.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.
6. COMMENT: 2-06.4.9.H.5 – Provide the proposed spacing for the bollards called out under Keynote 47 sheet C7 on the plan.

7. COMMENT: 2-06.4.9.H.5.a – The reference to “(2010 ADA STDS-TABLE 208.2)” is not correct and should be 2018 IBC Table 1106.1.

8. COMMENT: 2-06.4.9.H.5.a – The required number of accessible parking spaces is not correct. Per 2018 IBC Table 1106.1 when 69 parking spaces are provided 3 accessible spaces are required.

9. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking.

10. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements UDC Article 7.4.9.D.5 are met for the long-term bicycle parking.

11. COMMENT: 2-06.4.9.L – The shared access and drainage easements called out under Keynotes 35 & 36 will need to be recorded prior to approval of this plan.

12. COMMENT: 2-06.4.9.O – The street perimeter yard setback shown under General Note 14 and Keynote 40 sheet C7 is not correct. Per UDC Article 5.3.5 the minimum distance to a structure from the right-of-way property line is one-third.

13. COMMENT: 2-06.4.9.O – The proposed 8’-0” wall called out under Keynote 42 exceeds the allowed 6’ high wall within the perimeter yard, UDC Article 6.6.2.I, A Design Development Option (DDO) will need to be submitted and approved prior to approval of this DP.

14. COMMENT: 2-06.4.9.Q – The maximum height listed under General Note 11 is not correct. Per UDC Article 5.3.5.A.2 the maximum height within the 400 ft Scenic Corridor Zone is 30’.

15. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.H show the required 4’ wide pedestrian refuge area along the north, east and west sides of the building.

1. Sheet 15 of 32: There is a tee in existing public water main PN 153-2004 where only a 90 degree elbow has been shown. Existing public water main PN 153-2004 runs both north and east-west from that tee. Please consider connecting the new 8” water main to that portion of PN 153-2004 that runs east and west, so that the new water main doesn’t have to cross this portion of PN 153-2004

2. Sheet 15 of 32: Two new irrigation services have been shown for Lot 7. Either eliminate one or explain why the new irrigation service at the SEC of Lot 7 is necessary.

3. Sheet 15 of 32: Add labels for Lots 2, 3 & 4 to this sheet.

4. Sheet 16 of 32: A Utility Keynote No. 3 has been shown in the drawing, but it was not described in the list of Utility Keynotes. Indicate what Utility Keynote No. 3 represents in the list of Utility Keynotes.

5. Tucson Water’s New Area Development Section has not yet received a Water Master Plan for this project. Please note that I will not be able to approve this development package until after NAD has received and accepted a Water Master Plan that shows the construction of new water mains as shown on this development package.

6. A re-submittal of the development package and a detailed comment response letter addressing the above comments is required.
