This development is located in the S.E. quarter of the N.W. quarter of Section 30, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 132-13-1100, covers approximately 2.26 ± acres, and is zoned as Planned Area Development 15 Zoning (PAD-15). The nearest major roadway intersection is East Tucson Marketplace Boulevard and South Park Avenue, approximately 400 feet to the northeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. There are existing facilities which are depicted upon the development plan; however, there are no apparent conflicts at this time. Further, the provided plans show TEP’s existing underground facility recorded under Instrument SEQ 20202030561. TEP will require a full set of approved plans. Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer. To apply for electric service, please call the New Construction department at (520) 918- 8300. The Geotech Report recommends that a distance of 10 feet should be maintained between any retention basins and any structures on the site. Please show this distance between the retention basins close to the building and the building. 3. Provide waste stream calculations compliant with TSM 8-01.8. Please note that although recycling service is not required, the site must provide capacity for recycling service so a double enclosure or two single enclosures will be required. Although a Commercial Rainwater harvesting plan is not required, please provide callouts for any landscape areas that shall be depressed 6 to 9-inches for rainwater infiltration. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 21, 2025. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 2. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 3. COMMENT: 2-06.3.12 – The drawing index shall include all sheets submitted. The index only shows 17 sheets when 20 were submitted. CONTENT REQUIREMENTS 4. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx), within the title block on all sheets. 5. COMMENT: 2-06.4.3 – The administrative street address, adjacent to the title block on all sheets. 6. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0324-00090 & the land split case number TD-DIV-0923-00111, adjacent to the title block on all sheets. 7. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 8. COMMENT: 2-06.4.4.B – Identify all major streets within the square mile area of the location map. 9. COMMENT: 2-06.4.4.C – The section corners and the scale will be labeled on the location map. COMMENT: 2-06.4.6 – As this project is located within the boundaries of a Planned Area Development (PAD-15) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 10. COMMENT: 2-06.4.7.A.1 - List as a general note: "Existing zoning is PAD-15." 11. COMMENT: 2-06.4.7.A.4 - PAD-15 Section C.2.3.B.1 Permitted Uses The permitted land uses, special exception land uses, secondary land uses and permitted accessory uses allowed in Sub-Areas B (Sub-Areas B-I, B-II, B-III and B-IV) shall all be the uses permitted by the OCR-1 Zone as defined in Section 4.8.6 of the UDC and supplemented below. Based on UDC Table 4.8-4 Automotive minor service and repair, carwash is not allowed in the OCR-1 zone so therefore would not be allowed in the PAD-15 subarea B-IV. Provide written documentation that allows the proposed use in the PAD. 12. COMMENT: 2-06.4.7.A.4 - as a general note identify the existing and proposed use of the property as classified per the UDC. 13. COMMENT: 2-06.4.7.A.6.a – Provide a copy of the approved design review letter with the next submittal, see PAD-15 Section C.6. 2-06.4.7.A.8 - For development package documents provide: 14. COMMENT: 2-06.4.7.A.8.a - Floor area for each building. 15. COMMENT: 2-06.4.7.A.8.d – As this site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 16. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per PAD-15 Section C.2.3.C.4 Motor Vehicle and Bicycle Parking requirements of Section 7.4 of the UDC will apply with the following exceptions: a. Parking Calculation Requirements i. Motor Vehicle Spaces for office and retail: A minimum of 4 spaces for each 1,000 square feet of Gross Floor Area (GFA). Parking stall counts may be done across each Sub-Area as a whole, not necessarily on a parcel-by-parcel basis within the sub-area, subject to a recorded cross-parking agreement for the overall Sub-Area. The “4 spaces per 1,00 sq. ft. of gfa only applies to office and retail uses. That said review UDC Table 7.4.4-1 and provide a correct vehicle parking space calculation. The calculation shall include the ratio used, number of required and provided vehicle parking spaces and number of required and provided access parking spaces to include the number of van accessible spaces. 17. COMMENT: 2-06.4.9.O – Sheet 8 remove the 5’ and 10’ YARD SETBACK” designation and lines from the plan as they are not correct. 18. COMMENT: 2-06.4.9.Q – Provide the square footage, height and the specific use proposed within the footprint of the building. 19. COMMENT: 2-06.4.9.R – Provide an accessible sidewalk along the access lanes shown along the south and east side of this site. This sidewalk shall meet the requirements of TSM Section 7-01.4.3. 20. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
