This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 21, 2025. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1222-00, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.1 – The existing zoning listed under Permitting Note 1 and under Project Data s not correct and should be R-1 & O-3 3. COMMENT: 2-06.4.7.A.3 – Provide a general note stating “PROPOSED ZONING IS R-3”. Also provide the rezoning case number adjacent to the title block on all sheets and provide all rezoning conditions on the plan. 4. COMMENT: 2-06.4.7.A.6.a – As Campbell Ave is designated as an Arterial/Gateway on the COT MS&R Map Revise Permitting Note 20 to include “UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”. 2-06.4.7.A.8 - For development package documents provide: 5. COMMENT: 2-06.4.7.A.2 – Provide the gross square footage in Permitting Note 3. 6. COMMENT: 2-06.4.7.A.8.b – Remove all references to ‘FLOOR AREA RATIO” from the plan as it is not applicable. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.H.5 – Show the required 1’-0” setback from the proposed canopy shade structures to the PAAL, see UDC Article 7.4.6.F.2.a.(1). 8. COMMENT: 2-06.4.9.H.5 – Review UDC Article 7.4.6.F.4 and fully dimension the back-up spurs shown on the plan. 9. COMMENT: 2-06.4.9.H.5.a – The handicap parking space calculation is not correct. Review 2018 IBC Table 1106.1 and provide the correct required number of accessible spaces. 10. COMMENT: 2-06.4.9.H.5.a – The required number of van accessible spaces is not correct. Per 2018 IBC Section 1106.5 For every six of fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. That said when 10 accessible spaces are provided 2 shall be van-accessible. 11. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the requirements of UDC Article 7.4.6.D.b are met for the vehicle parking space directly east of the proposed dumpster enclosure. 12. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate how the requirements of UDC Article 7.4.11 & .12 are met 13. COMMENT: 2-06.4.9.H.5.d – The provided number of short-term bicycle parking spaces is not correct. Zoning counted 22 on the plan. 14. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking shown on the plan. 15. COMMENT: 2-06.4.9.J - As street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.). Show the future right-of-way information for the entire east property line area. Additional comments may be forthcoming. 16. COMMENT: 2-06.4.9.O – Until comment 15 is addressed Zoning cannot determine if perimeter yard setbacks are met along Campbell Ave. It does not appear that proposed BLDGs 1 & 3 will meet the 10’ required setback to the future right-of-way line, UDC Article 6.4.5.C.2.a. If the required setback is not met a Board of Adjustment for Variance will be required. 17. COMMENT: 2-06.4.9.O – The proposed perimeter yard setback, “11’” shown for BLDGs 9, 10 & 11 does not meet the required 20’ street perimeter yard setback along Allen Rd., UDC Article 6.4.5.C.2.b. At a minimum a Design Development Option (DDO) will need to be submitted and approved. If you in up going through the Board of Adjustment process mentioned in comment 16 the Allen Rd. setbacks can be reduced during this same process. 18. COMMENT: 2-06.4.9.Q – Provide the square footage of all buildings within the footprint. 19. COMMENT: 2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning. 20. COMMENT: 2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. Zoning acknowledges General Note 21 but clearly identify the location on the plan. 21. COMMENT: Provide a residential density calculation that meets the requirements of UDC Article 6.4.7.B.2 on the plan.
