Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. There are a few plants shown in the ROW at the northern most portion of the landscape border. If they are existing, then disregard this comment. If they are proposed, then move the plants back within the property limits or reach out to DTM and David Marhefka for review and approval of the work being proposed in the ROW. David.Marhefka@tucsonaz.gov. Differentiate the existing plant symbols from the proposed plants or add a leader callout that points at all of the existing to remain in place plants. 2. The landscape area calculations are fine, but we need to see the total linear feet of the landscape border and that one tree is provided for every 33 linear feet and that 50 percent of the understory contains vegetative ground cover. Visually it appears that the plan meets the standard, but we need to see the calculations on the landscape plan. Previous comment not fully addressed. Add street landscape border (required and provided) plant quantity calculations that show that the updates landscape border has been brought up to UDC code requirements per pre application comments. See UDC 7.6.4 for street landscape border code requirements. 3. If a retrofit irrigation plan is not going to be shown, then add a general leader callout to the landscape plan that indicates the point of connection to the existing system. Also add a note for the contractor to adjust the irrigation lines as necessary to provide irrigation to the new street landscape border plants. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 31, 2025. 2-06.4.7.A.8 - For development package documents provide: 1. This comment was not addressed. COMMENT: 2-06.4.7.A.8.c – Provide a building area expansion calculation on the plan. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2. Until this easement is abandoned Zoning cannot approve this DP. COMMENT: 2-06.4.8.B – The existing 6’ utility easement shown running under the proposed building will need to be abandoned prior to approval of this DP. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. Until the lot combination is approved and a copy of the approved Request Form is provided Zoning cannot approve this DP. COMMENT: 2-06.4.9.A – As this site is made up of two (2) parcels, 136-02-001Q & 136-02-001R, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Consolidation Request From, found at: https://www.asr.pima.gov/Forms?tab=Misc, with you next submittal. 4. This comment was not addressed correctly. The OCR-1 zoning shown on this site is not correct and should be C-3. The B2-A zoning shown on the parcels to the north and east are not correct and no zoning was provided for the parcels to the south & west. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. 5. The provided details do not address the wheel stops and their location, see UDC Article 7.4.6.H.3. COMMENT: 2-06.4.9.H.5.a – Provide details for both a standard and accessible vehicle parking space. 6. The bicycle parking calculation does not address what type of bicycle parking is required and provided. Also, based on Detail X sheet C-5.1 the provide number should be 4, UDC Article 7.4.9.B.2.d COMMENT: 2-06.4.9.H.5.d – Provide a bicycle parking space calculation that provides the number required and provided. 7. The bicycle detail does not match what is shown on the plan. There is only one (1) rack shown on the plan and two (2) shown on the detail. Also, the detail does not address UDC Articles 7.4.9.B.1.d, .e & .g, 7.4.9.B.2.a, .c, & .f, review UDC Article 7.4.9.B & Figure 7.4.9-B an update the detail. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the required short-term bicycle parking that clearly demonstrates how all required of UDC Article 7.4.9 are met. 8. This comment was not address. The area is required to be a sidewalk physically separated from the vehicle use area. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.C a sidewalk is required between the proposed parking shown along the east end of the existing building and the building. 9. This comment was not address. The area is required to be a sidewalk physically separated from the vehicle use area. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.B are met along the east side of the proposed building and the west side of the existing building. 10. This comment was not address. The area is required to be a sidewalk physically separated from the vehicle use area. COMMENT: 2-06.4.9.R - Clearly demonstrate that the requirements of TSM Section 7-01.4.2.A, 7-01.4.3.A & 7-01.4.3.C are met for the striped area called out around the southwest corner of the existing building.
