No other work. / 487 S Meyer AV, Tucson, AZ 85701, Received March 26, 2024 To whom this may concern, Thank you for the opportunity to comment on TD-DEV-0324-00086, a development plan for a change the use from Retail to Alcoholic Beverage, no other work is proposed, at 487 S Meyer Ave. This development is located in the S.E. quarter of the N.W. quarter of Section 13, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 117-14-5110, covers approximately 0.11 ± acres, and is zoned as Historic Commercial 3 Zoning (HC-3). The nearest major roadway intersection is South Meyer Ave and West Kennedy Street, approximately 50 feet to the northwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal. Meyer – Change of use from Retail to Alcoholic Beverage Service Development Package (1st Review) TD-DEV-0324-00068 TRANSMITTAL DATE: April 26, 2024 DUE DATE: April 26, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 25, 2025. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0324-00068, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.4 – On the location map you list “THIS PROJECT – 255 SOUTH STONE” but this project is not on Stone. 3. COMMENT: 2-06.4.4.B - Identify all streets that abut the subject property on the location map. 4. COMMENT: 2-06.4.4.C – Label the section corners on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 6. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per UDC Article 11.4.8 definition of Gross Floor Area, the sum of the horizontal areas of all floors of all buildings, including accessory buildings on a lot, measured from the exterior faces of the exterior walls not “(USABLE – EXCLUDING ADOBE WALL THICKNESS). Also per UDC Article 7.4.3.F.4 when the required number of vehicle parking spaces is based on gross floor area it includes any outdoor areas necessary to provide the service to the public or conduct the activity, such as outdoor eating areas. The calculation is required to include the “673 SF” patio shown on the plan. As no parking is available either an Individual Parking Plan (IPP) or Board of Adjustment for Variance will be required. 7. COMMENT: 2-06.4.9.H.5.d – As the short-term bicycle is being relocated from where it was shown on the last approved development package, DP211-0140, clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f, .g, .h and 7.4.9.C.2.c are met. 8. COMMENT: 2-06.4.9.H.5.d – Provide a detail that demonstrates how the requirements of UDC Article 7.4.9.D are met for the proposed long-term bicycle parking.
