This development is located in the S.E. corner of the S.E. quarter of Section 36, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 120-09-309B, covers approximately 11.93 ± acres, and is zoned as Light Industrial Zone 1 (I-1). The nearest major roadway intersection is South 3 rd Ave and East Irvington Road, approximately 180 feet to the southwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the 2 nd submittal of this project and is not requiring a resubmittal. The waste stream calculations on page 2 do not have the values filled out. Please provide completed waste stream calculations. 2. Provide a reference for each basin with their corresponding basin plan names: northeast basin -> TE-BAS-0823-00129, southeast basin -> TE-BAS-0823-00132, south center basin -> TE-BAS-0823-00133, southwest basin -> TE-BAS-0823-00134, west center basin -> TE-BAS-0823-00135, basin in the west parking lot -> TE-BAS-0823-00136, northwest basin -> TE-BAS-0823-00137. 3. The Federal Highway Administration Hydraulic Toolbox is not one of the hydraulic models that the City of Tucson accepts for commercial site peak discharge estimation. Please use Pima County’s PC Hydro model (https://pchydro.rfcd.pima.gov/), HEC-HMS, or the City of Tucson Flood Peak Estimation Tool (under Engineering Codes on https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes-and-Plans) . 4. | 07/27/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Starpoint Tucson Development Package (3rd Review) TD-DEV-0323-00179 TRANSMITTAL DATE: July 27, 2023 DUE DATE: August 31, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 11, 2024. CONTENT REQUIREMENTS 1. Zoning acknowledges that an incorrect case number was provided and request that the case number be changed to TD-DEV-0323-00179. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DIV-0323-00179, adjacent to the title block on all sheets. 2. This comment was not fully addressed. Label the section corners on the location map. COMMENT: 2-06.4.4.C – Label the section, township, and range; section corners; north arrow; and the scale on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. This comment was not clearly addressed. It appears that you are providing the use under “CURRENT ZONING” & “PROPOSED ZONNG” and have listed it as “GENERAL MANUFACTURING”. Per UDC Table 4.8-5 the following Use Specific Standards apply to a general manufacturing use in the I-1 zone, . 4.9.5.C.2, .6, .7, & .8 and 4.9.13.Q. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Warehouse is not a use classified in the UDC. Review UDC Table 4.8-5 and provide a use that is classified in the UDC along with any applicable Use Specific Standards. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 4. Until the land split is approved Zoning cannot approve this DP. COMMENT: 2-06.4.9.E - As it appears that some type of land split or plat is proposed, provide the case number adjacent to the title block on all sheets. This process will need to be completed prior to approval of this DP. 5. This comment was not correctly addressed. The racks shown outside of the existing building do not meet the requirements of UDC Article 7.4.9.D and cannot be counted towards the required or provided number of long-term bicycle parking spaces. Also detail 6 sheet AS-120 does not addressed UDC Article 7.4.9.D.2. COMMENT: 2-06.4.9.H.5.d – The bicycle parking calculation shall clearly show what type of bicycle parking, short- or long-term is required and provided. For either an Industrial or Storage use no short-term bicycle parking is required but the racks shown on detail 6 sheet AS-120 are clearly short-term bicycle parking and do not meet the requirements for long-term bicycle parking. 6. Zoning acknowledges that requirements are in process. COMMENT: 2-06.4.9.L – As this site is proposed to be made up of two (2) parcels and cross access is proposed some type of easement/agreement is required. Provide a copy of the recorded easement/agreement with your next submittal. Also as this site will be made up of two parcels a Covenant Regarding Development and Use of Real Property will need to be executed. COMMENT: 2-06.4.9.O – The provided setback, 13’-1”, listed under YARD SETBACKS is not correct. Additional Comments: 8. COMMENT: - Remove all revision deltas and clouds from the plan as this plan as not yet been approved and this submittal is not a revision.
