3. To review for compliance with the bollards proposed along the NW & SW portion of the structure, ensure they are spaced no less than 4-ft and no more than 5-ft separate UDC 7.4.6. Provide a measurement call-out on the site plan (Sheet 7).
4. Provide the total Height information for the new building and canopy called-out on the Site plan (Sheet 7)
5. S Campbell Ave & E Benson Hwy both have future designations as Arterials per MS&R 10-8-25 amended map. Sight visibility triangles (SVT) will need to be shown for current and future ROW for all entrances/exits to the site. TSM 10-01.5.0

Pedestrian Circulation and Vehicle Use Area Comments:

2. Provide a keynote/call-out for all structure downspouts and sidewalk scupper locations on the site & grading sheets. This is to ensure compliance with building permit plan reviews.
3. Please provide dimension of pedestrian circulation path between proposed bollards and nearest obstructions to ensure minimum 4’ required path width is satisfied.
4. Revise ADA parking sign & post details page #29 (Detail B) to show the required minimum height to be 7 feet minimum. This is required when the ADA sign is placed within a pedestrian pathway. TSM 7-01.4.3.B

Waste Management Comments:
1. Provide a trash enclosure detail that is compliant with TSM 8-01.0.0 This should include all necessary information as well as include the required minimum clear space. This detail should be comparable to figures found in TSM 8-01.9.0. It should contain all the related keynotes and details.
2. Revise trash enclosure details and the grading plan (Sheet 11) sheets to show all the trash enclosures ramps slopes being 2% away from enclosure as well as the enclosure slabs sloping 1% to the gate. TSM 8-1.0.0
3. Show/delineate a 28-foot by 40-foot clear space in front of the proposed dumpster to comply with waste access and maneuverability requirements in TSM 8-01.5.3. This should be shown on the overall site plan.

Drainage Comments:
1. Provide the Drainage General note: “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” AM 2-06.4.7.B.1
2. Provide the Drainage General note: “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.” AM 2-06.4.7.B.3
3. Provide a descriptor box adjacent to the proposed basin (Includes water harvesting basins) and the stormwater chambers on the grading plan. Include a leader arrow to the basin or provide a label for the basin and reference the label on the top of the descriptor box. This can be done through an additional detail sheet or included on current basin detail sheet if the grading plans appear too narrow for such details. Include the following applicable information in the descriptor box:
a. Total volume, cubic feet or acre feet;
b. detention volume, cubic feet or acre feet;
c. retention volume, cubic feet;
d. first-flush retention volume, cubic feet; (It is understood these values do not account towards drainage requirements for the underground chambers, this is for documentation)
e. Q100 in, cubic feet per second;
f. Q100 out, cubic feet per second;
g. Basin top elevation, feet;
h. Basin bottom elevation, or grade elevation showing such, feet;
i. 100-year water surface elevation, feet;
j. 100-year ponding depth, (measured from the lowest elevation of the basin), feet. DSSDR 11.1.3.
4. Provide and label required setbacks of the water harvesting basin side slopes to the back of the parking lot vertical curb, trash enclosures, and sidewalk. See geotechnical report recommendations in Drainage section 4.6.
5. Demonstrate compliance with minimum freeboard requirements for all Detention/Retention basins per DSSDR 4.4.1.1
6. Demonstrate compliance with minimum freeboard requirements for all water harvesting basins. DSSDR 5.3.1.3
7. All Basins shall have a minimum of 1 sediment level measurement device, which can be incorporated into the weir or the side slope, or constructed as a separate stand-alone device. The device(s) shall be located where sediment is likely to accumulate. DSSDR 4.4.1.4 Provide a keynote/call-out and construction detail relating to the selected sediment level device.
8. Show that erosion protection is used for all inlet and outlet structures on the Grading sheet and details. The erosion protection shall extend below the finished grade of the basin floor and/or side slope to the appropriate design depth. DSSDR 4.8.1.4 Show this for all inlet & outlet structures as it appears erosion protection is not clearly shown to extend below finished grade across the basins shown.
9. Please label all proposed basin side slopes. All proposed basin side slopes shown on development plans need to follow DSSDR Chapter 4.7 Table 4.1 for Side Slope Stabilization requirements.
10. DRAINAGE NOTE: Rainwater Harvesting Basins VS RET/DET basins must be clarified/identified. This is due to the variation in standards/regulations that apply.

Drainage Report Comments:
1. Revise section 4.6 – Rainwater/Stormwater harvesting basins are to be designed to retain no more than 9-inches – Refer to Comment #22 regarding the need for classification. DSSDR 5.3.1.2
2. Provide the curb-opening calculations as well as erosion protection (Riprap) calculations within the Report appendices.
3. Provide an inspection and maintenance protocol including frequency of inspection, a checklist of items to be inspected and recommended maintenance when an inspection identifies a maintenance requirement shall be prepared by an Arizona registrant. The protocol may be included in the project drainage report or prepared as a separate document. The protocol shall be reviewed and approved by the Floodplain Administrator prior to approval of the tentative plat or development plan. The protocol shall be delivered to the entity responsible for inspection and maintenance. An example of a detention basin inspection and maintenance checklist is provided in Appendix F. DSSDR 4.1.1
4. Provide a storage time discussion section within the drainage report that uses the results of the associated percolation testing performed from the Geotech report to demonstrate compliance with Storage Time Standards – DSSDR 4.5.1.

9. On the commercial rainwater harvesting plan, please include spot elevations that match the civil grading plan. 10. Include calculation for landscape borders. State what is required and what is provided on site. 1 tree per 33 linear feet of frontage and 50 percent coverage with understory vegetation.

11. Include calculation for parking lot trees. Show the number of trees required and the number of trees provided to meet the standard of 1 tree per 4 parking spaces.

12. Any planting, irrigation or water harvest infiltration areas shown in the Right-of-Way requires permission from the Department of Transportation and Mobility (DTM). Please reach out to David Marhefka, PLA with DTM for coordination and approval to use the ROW. Once coordination with DTM has occurred, a letter should be provided. The numbers are located in your calculation table, but for review purposes and for contractor implementation it is simpler if the breakdown is on both the NPPO and the planting plan. Traffic Impact Statement (TIS) for Maverik Convenience Store – December 2025
Dear Ms. Sorensen:
This letter is being sent to provide acceptance of the Traffic Impact Statement (TIS) dated December 12,
2025, and received March 4, 2026, for the proposed Maverik Convenience Store in the northwest corner
(NWC) of Benson Highway and Kino Parkway / Campbell Avenue in Tucson, AZ. The proposed
development is requesting three (3) access points: one (1) full access driveway and one (1)
right-in/right-out driveway onto Kino Parkway, and one (1) right-in/right-out driveway onto Benson
Highway.
The proposed development would consist of a gas station with 12 vehicle fueling positions and a 5,637
square-foot convenience store. According to the ITE Trip Generation Manual, 12
th Edition, the proposed
development is estimated to generate 2,440 total daily trips, with 279 trips occurring during the AM
peak hour and 253 trips occurring during the PM peak hour. After accounting for pass-by trips, the
development generates 598 new (primary) trips, with 67 trips occurring during the AM peak hour and 64
trips occurring during the PM peak hour
Below you will find comments on the traffic study that should be noted but do not need to be revised:
● Page 3 - Proposed Development: The first sentence of the last paragraph should read as follows:
“The third access point (Driveway C) is located along Benson Highway, approximately 475 feet
northwest of Kino Parkway / Campbell Avenue.”
● Pages 6 to 8 - Figures 3 to 5: The driveway at Intersection 3 should be labeled “Driveway C”.

The following Off-Site improvements within City of Tucson right-of-way are recommended by this traffic
study as a result of the Development:
● The construction of Driveway A, a full access driveway forming the west leg of the future
signalized intersection of Tournament Way and Kino Parkway, approximately 595 feet north of
Benson Highway.
○ The construction of a southbound right turn lane with 110 feet of storage at the
intersection of Kino Parkway and Driveway A / Tournament Way.
● The construction of Driveway B, a right-in/right-out driveway onto Kino Parkway approximately
245 feet north of Benson Highway.
● The construction of Driveway C, a right-in/right-out driveway onto Benson Highway
approximately 475 feet northwest of Kino Parkway / Campbell Avenue.
The ultimate success of the Development will require coordinated efforts with ADOT, the City of Tucson,
and the other nearby developments that will be accessing Kino Parkway at the future signalized
intersection of Driveway A / Tournament Way, namely Parkside Reserve and Mosaic Quarter.

To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0226-00050, 1st Submittal, a
development plan for a new gas station and convenience store at 4502 S Campbell Ave. This
development is located in the S.E. quarter of the N.E. quarter of Section 31, Township 14S,
Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number
132-16-627A and 132-16-012Q, covers approximately 3.02 ± acres, and is zoned as
Commercial 2 Zone (C-2). The nearest major roadway intersection is South Campbell Avenue
and East Benson Highway, approximately 50 feet to the south of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority does not object to this proposed project and is not requiring a
resubmittal of this project.
Although this project does not propose a change in plan designation or zoning the Tucson
Airport Authority highly recommends the applicant add the following notes into the general notes
of the revised development plan. This project is located approximately 2.5 miles north of
Tucson International Airport and is within FAA traffic pattern airspace, an area which would be
subject to aircraft overflight and noise due to being in close proximity to Tucson International
Airport.
The proposed notes would provide a means of assuring that future owners and tenants of the
property are aware they are in proximity an airport and further assures the continued right of the
City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson
International Airport the right to utilize the airspace above or near the property. This would be
accomplished through the property owner recording the Avigation Easement and providing the
Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport
Authority believes the proposed note helps to support the City of Tucson Airport Environs
Overlay Zone and supports Plan Tucson – Land Use 26.
1. "That prior to the City's approval of the proposed development, the property owner must
record the Avigation Easement that discloses the existence and operational
characteristics of the Tucson International Airport to future owners or tenants of the
property and further conveys the right to the public to lawfully use the airspace above the
property. The Avigation Easement shall be recorded in a manner with the Pima County
recorder which shall document it as having title liability. The content of such documents
shall be according to the form and instructions provided.”
The current property owner or person authorized to sign on behalf of the current property
owner must complete, sign, and record the Avigation Easement. Please record the
Avigation Easement with the Pima County Recorder’s Office. Then send a complete
copy of the recorded easement document to Tucson Airport Authority by either email

2. Applicable to residential uses only
“The property owner/developer/applicant must provide the Airport Disclosure Statement
form, at time of sale, to the new property owners with all new unit purchases. In the
event the development of any residential uses does not involve the sale of new units but
is instead offering rental residential units to the public, the new tenant of the rental unit
must be provided a copy of the Airport Disclosure Statement form. The intent of the
Airport Disclosure Statement form is to educate and notify the new residents that they
are living near an airport. The content of such documents shall be according to the form
and instructions provided.”
The property owner (for itself or its tenants) shall forward a signed copy of the Airport
Disclosure Statement form to the Tucson Airport Authority within ten (10) days of
signature, using the Scott Robidoux mailing address provided above.

plan submitted 4/29/2026. There are existing facilities within the development which are
depicted upon the plan. No apprent conflicts with TEP overhead lines.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.

04/20/2026 Traffic Engineering Review Standard REVIEW COMPLETED I do not have any direct comments on the Traffic Statement. However, it is my understanding that the apartment complex being developed to the north and this gas station will be sharing a driveway that will access the Tournament Way traffic signal being put in by the Mosaic Quarter development team. Accordingly, I let a representative from MC Companies know that a new Traffic Impact Analysis would need to be produced that incorporates the Mosaic Quarter traffic as background traffic.  Neither of the gas station nor apartment traffic documents incorporated anticipated traffic from the Mosaic Quarter development.  Neither one included the neighboring property's traffic volumes, either, which will be necessary since they are to share a Kino Pkwy access point at the new signalized intersection. It is my understanding that CivTech, who put together the initial TIA for the apartment complex, will be doing this comprehensive traffic study that accounts for all the new developments and their cumulative traffic effects.

Sheet 7 of plans shows the Layout Plan. The north end shows Right Turn Lane by Others. Assuming the apartment complex and gas station developers are working together, I will make the comment here that the ADOT interchange project has a 3rd southbound outer lane that drops north of this site. Because that lane is set to drop and the apartment complex/gas station driveway warrants a dedicated right turn lane, the third southbound lane should be continued and used as a right turn trap lane into this site, rather than that lane dropping, then tapering out again shortly after for this turn lane. This may take some coordination with ADOT project team.

Sheet 8 of plans shows the Vehicle Turn Exhibit. It should be noted that the Mosaic Quarter plans show two WB to SB left turns out of Tournament Way onto Kino. The gas station/apartment complex design needs to take this into account. As designed, we need to know what the minimum clearance is between the opposing left turn vehicle paths. We would require a minimum 4 foot clearance (8 feet would be preferred). If this 4 foot minimum is not currently obtained, it could mean that the west side driveway needs to be shifted slightly north (and likely the median on the north side of the intersection modified, too) to obtain the required safety separation.
