Site Engineering:
1. Provide the development package case number, TD-DEV-0226-00044, adjacent to the title block on all sheets.
2. Provide the general note, “Sidewalk scuppers will be used where roof drainage crosses sidewalks to contain the 10-YR flow event.”
3. Revise City of Tucson General Note #4 – The note should read – “No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual.” - AM 2-06.4.7.C.2
4. In reference to the Cross Section detail Section-A on sheet C3.50 – Provide a call-out regarding the applicable slope treatments for the bio-retention basin. These should fall in compliance with DSSDR 4.7.1
5. In compliance with UDC 7.4.6.H.1, a wheel stop will be required at the ADA parking space shown on the northeast corner. This is to prevent vehicles from potentially encroaching into the proposed pedestrian pathway/sidewalk leading to the kiosk. Ensure to provide wheel stop construction detail & Keynote.
6. Provide both a Basis of Bearing & Basis of Elevation used on page 7 Grading plan (Sheet C3.00
7. Provide the General Note: - “Maintenance - (a) The owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures. (b) The owner or owners shall have an Arizona registered professional civil engineer prepare a certified inspection report for the drainage facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by city staff, upon written request; © City staff may periodically inspect the drainage facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) That the owner or owners agree to reimburse the city for any and all costs associated with maintaining the drainage facilities, should the city find the owner or owners deficient in their obligation to adequately operate and maintain their facilities.”
8. Demonstrate how the “Merchandisers” as referenced by Keynote #31 on sheet C2.00, falls in compliance with being setback two feet from the access lanes. This will require the use of bollards at the four corners of the display/merchandise to ensure no possible vehicle conflict.
9. On the site plan (Sheet C2.00) provide the canopy height – It can simply be included with the keynote #1 description.

Waste Management Comments:
10. Show that this project falls in compliance with 8-01.5.1.A by providing possible space for solid waste and recycling collection services.
11. Add trash enclosure details and the grading plan sheets to show all the trash enclosures ramps slopes being 2% away from enclosure as well as the enclosure slabs sloping 1% to the gate. TSM 8-1.0.0
12. Show/delineate clear space for trash enclosures to comply with waste access and maneuverability requirements in TSM 8-01.5.3.

Drainage Comments:
13. Demonstrate compliance with minimum freeboard requirements for all Detention/Retention basins per DSSDR 4.4.1.1
14. Basin 3 (Sheet C3.11) shows a HWE of 2415.43, based on the other associated information, it can be deduced that this may have been a mistype. Revise accordingly.
15. Comments pertaining to the Bioswale Retention basin (Basin 1):
a. Demonstrate compliance with Bioretention basin starts by including a sediment trap located at the downstream end of the inlet. DSSDR 5.7.4
b. Provide a keynote/call-out regarding the required vertical inspection pipe as required by DSSDR 4.7.5.
c. Provide more detail in regard to the bioswale/basin – showing the total material layers and depths. The detail should include total depth, length, total depression depth, depth of the layers and material types, as well as dimensions of the sediment trap. DSSDR 11.3.2.c
d. Basin shall have a minimum of 1 sediment level measurement device, which can be incorporated into bottom or the side slope, or constructed as a separate stand-alone device. The device(s) shall be located where sediment is likely to accumulate. DSSDR 4.4.1.4 Provide a keynote/call-out and construction detail relating to the selected sediment level device. This should be shown within Basin 1.
16. Provide a keynote/call-out for all structure downspouts and sidewalk scupper locations on the site & grading sheets. This is to ensure compliance with building permit plan reviews. This keynote should be provided on the grading sheets. Please provide downspout/scupper locations for kiosk on plans.
17. After review of plan set and drainage report, it was determined that a dry-well is proposed. It will be required prior to complete submission and review of TD-DEV-0226-00044, that floodplain administration approval be provided regarding the dry-well. This is in compliance with DSSDR 4.19.1.1 – “approval from Floodplain Administrator prior to the first submittal of the tentative plat or development plan.”

18. Sheet C3.40 shows the rim of proposed drainage structure BB-A at the elevation of the bottom of Basin 1. Please revise to show the elevation of the rim at 6” above the bottom elevation of the basin as shown in Bubbler Box Detail 10/C3.20.
19. Show the 2-foot minimum bench grading setback from the basins to the parking limit on the grading plan TSM 2-01.9.0. A reduced setback will require geotechnical justification that no adverse impacts will be caused by the proximity of parking and drainage infrastructure within the minimum 2-foot setback.

Drainage Report Comments:
20. Provide an inspection and maintenance protocol including frequency of inspection, a checklist of items to be inspected and recommended maintenance when an inspection identifies a maintenance requirement shall be prepared by an Arizona registrant. The protocol may be included in the project drainage report or prepared as a separate document. The protocol shall be delivered to the entity responsible for inspection and maintenance. An example of a detention basin inspection and maintenance checklist is provided in Appendix F. DSSDR 4.1.1

THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Since commercial rainwater harvesting is being presented on this partial site update, can a irrigation only meter be implemented at the point of connection to the existing system. This is for Tucson Water Conservation Department and future water use tracking.

2. On detail 3 and 4 on sheet L3.0, can the decomposed granite callouts be updated to match the Top-Dressing Material callout shown on the planting plan, (3/4” Screened)?

3. The palm tree selection to match what is currently on site is understandable. The Washingtonia robusta will not provide very much shade for heat island effect dampening. It is recommended that a few shade trees be implemented on the site for additional shade.

4. Add a few spot elevations on the commercial rainwater harvesting plan that match the civil grading plan. IE: curb cut inlet flow line, bottom of basin and curb cut outlet flowline. This is for simple reference during site inspections. Additional flow line arrows that match the grading plan will be helpful as well.

5. Add a note on the rainwater harvesting plans to see the civil grading plan for exact grades, spot elevations and locations of curb cut inlets and outlets.

6. A schematic detail showing the depressed landscape area is not required, but it is helpful in the field when being constructed. If you would like an example, please email me and I will send you a copy. Or create one that fits into your drafting standards. This should show in general a cross section of one of the basins that indicates the flow from the paved area thru the curb cut, positive drainage from the edge of pavement to the top of basin, top of basin to bottom of basin slope at approx. 4:1 slope, 2” depth screen rock or inorganic groundcover; top of screened rock to top of basin at 6 inches, and general plant placement within the basin, etc.

7. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

8. Include the Activity Number TD-DEV-0226-00044 on all sheets in the plan set.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 15, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

CONTENT REQUIREMENTS

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

1. COMMENT: 2-06.4.2.B – Sheet 5 refers to Parcel 1 Lot 8A and Parcel 1 Lot 8B. As a new lot is being proposed for the fuel center, please provide an updated legal description for this newly created lot as noted by the standard above.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2. COMMENT: 2-06.4.3 - Provide the development package case number, TD-DEV-0226-00044, adjacent to the title block on each sheet.

2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

3. COMMENT: 2-06.4.4.B – The location map should include S. 16th Avenue as noted by the standard above.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

Zoning and Land Use Notes

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

4. COMMENT: 2-06.4.7.A.4 – Clearly identify the existing and proposed use of the new parcel as noted by the standard above. The fuel center would be classified as Retail – General Merchandise Sales subject to Use Specific Standards 4.9.9.B.1 (UDC Table 4.8-4).

2-06.4.7.A.8 - For development package documents provide:

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

5. COMMENT: 2-06.4.8.B – Please include the location, width, and recordation information for any easements associated with the new lot as it appears ingress and egress come from the adjacent parcel 1 Lot 8A.

2-06.4.9 - Information on Proposed Development

The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

6. COMMENT: 2-06.4.9.A – As a new lot is being proposed and since the main parcel is larger than 2 ½ acres, this lot split can be recorded through Pima County. Please include all of the recordation information with your next submittal. Also, as this site is made up of multiple parcels, a recorded Covenant Regarding Development and Use of Real Property will be required. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

7. COMMENT: 2-06.4.9.H.4 – Please indicate both W. Ajo Way and S. 6th Ave. are public streets as noted by the standard above.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

8. COMMENT: 2-06.4.9.H.5.a – Per UDC Table 7.4.4-1, shopping centers are parked at 1 space per 300sf. Please update your calculations to show that the parking provided meets the minimum requirements. Currently, plans call out the required parking as 4 spaces per 1,000sf.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

9. COMMENT: 2-06.4.9.H.5.d – Demonstrate that you meet the minimum required bicycle parking per UDC Table 7.4.8-1. If no food or beverage sales is being proposed at the new kiosk, no bicycle parking is required. Otherwise, retail trade uses with less than 50,000 sf GFA require minimum 2 spaces short term and 2 spaces long term.

2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.

10. COMMENT: 2-06.4.9.L – Please draw, label, and dimension all of the easements associated with the new parcel.

2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0226-00044, 1st Submittal, a
development plan for new gas station and at 3660 S. 16th Avenue. This development is located
in the S.W. quarter of the S.E. quarter of Section 26, Township 13S, Range 14E, of the Gila and
Salt River Meridian. The development site occupies parcel number 119-18-087A, covers
approximately 6.67 ± acres, and is zoned as Commercial 2 Zone (C-2). The nearest major
roadway intersection is Interstate 19 and West Ajo Way, approximately 800 feet to the
southwest of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority does not object the first submittal of this project and is not
requiring a resubmittal.
Although this project does not propose a change in plan designation or zoning the Tucson
Airport Authority highly recommends the applicant add the following notes into the general notes
of the revised development plan. This project is located approximately 3.5 miles northwest of
Tucson International Airport and is within FAA traffic pattern airspace, an area which would be
subject to aircraft overflight and noise due to being in close proximity to Tucson International
Airport.
The proposed notes would provide a means of assuring that future owners and tenants of the
property are aware they are in proximity an airport and further assures the continued right of the
City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson
International Airport the right to utilize the airspace above or near the property. This would be
accomplished through the property owner recording the Avigation Easement and providing the
Airport Disclosure Statement to the new residents of all residential uses. The Tucson Airport
Authority believes the proposed note helps to support the City of Tucson Airport Environs
Overlay Zone and supports Plan Tucson – Land Use 26.
1. "That prior to the City's approval of the proposed development, the property owner must
record the Avigation Easement that discloses the existence and operational
characteristics of the Tucson International Airport to future owners or tenants of the
property and further conveys the right to the public to lawfully use the airspace above the
property. The Avigation Easement shall be recorded in a manner with the Pima County
recorder which shall document it as having title liability. The content of such documents
shall be according to the form and instructions provided.”
The current property owner or person authorized to sign on behalf of the current property
owner must complete, sign, and record the Avigation Easement. Please record the
Avigation Easement with the Pima County Recorder’s Office. Then send a complete
copy of the recorded easement document to Tucson Airport Authority by either email

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 4/16/2026. There are no existing facilities within the development.There
are no apparent conflicts at this time.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
have any easement questions, please contact our Land Resources Department,
LandReviews@tep.com.
