The water service for the fuel center, however, is being provided from lot 1. The water service may not cross the lot line separating lot 1 from lot 8B. Revise TD-DIV-0226-00013 to combine lots 1 and 8B if the water service is to be supplied from lot 1. [Previous comment: Private water service lines may not cross property lines to serve another parcel. The proposed private water line connection to Frys appears to cross onto a separate property to serve the fuel center, which is not permitted per Tucson Water’s Remote Water Meter Policy. Tucson Water’s Remote Meter Policy No. IV-B.08, Eff. 07/14/2009 requires all of the following: 1. Each lot must have its own water meter. 2. The water meter for any given lot must lie within that lot’s frontage onto a public street, private street, or utility easement that contains an existing water main that can serve that lot. 3. The private water line from a water meter to building must lie on just one lot. The landscape plans are not attached to the development package plan set. THE PLAN SET DID NOT INCLUDE THE UPDATED LANDSCAPE PLANS THAT HAVE BEEN RESPONDED TO BY THE DESIGNER. 2. Since commercial rainwater harvesting is being presented on this partial site update, can a irrigation only meter be implemented at the point of connection to the existing system. This is for Tucson Water Conservation Department and future water use tracking. 3. On detail 3 and 4 on sheet L3.0, can the decomposed granite callouts be updated to match the Top-Dressing Material callout shown on the planting plan, (3/4” Screened)? 4. The palm tree selection to match what is currently on site is understandable. The Washingtonia robusta will not provide very much shade for heat island effect dampening. It is recommended that a few shade trees be implemented on the site for additional shade. 5. Add a few spot elevations on the commercial rainwater harvesting plan that match the civil grading plan. IE: curb cut inlet flow line, bottom of basin and curb cut outlet flowline. This is for simple reference during site inspections. Additional flow line arrows that match the grading plan will be helpful as well. 6. Add a note on the rainwater harvesting plans to see the civil grading plan for exact grades, spot elevations and locations of curb cut inlets and outlets. 7. A schematic detail showing the depressed landscape area is not required, but it is helpful in the field when being constructed. If you would like an example, please email me and I will send you a copy. Or create one that fits into your drafting standards. This should show in general a cross section of one of the basins that indicates the flow from the paved area thru the curb cut, positive drainage from the edge of pavement to the top of basin, top of basin to bottom of basin slope at approx. 4:1 slope, 2” depth screen rock or inorganic groundcover; top of screened rock to top of basin at 6 inches, and general plant placement within the basin, etc. 8. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed. 9. Include the Activity Number TD-DEV-0226-00044 on all sheets in the plan set. Thank you. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 8. COMMENT: 2-06.4.9.H.5.a – Per UDC Table 7.4.4-1, shopping centers are parked at 1 space per 300sf. Please update your calculations to show that the parking provided meets the minimum requirements. Currently, plans call out the required parking as 4 spaces per 1,000sf. ** COMMENT #8: COMMENT ADDRESSED. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 9. COMMENT: 2-06.4.9.H.5.d – Demonstrate that you meet the minimum required bicycle parking per UDC Table 7.4.8-1. If no food or beverage sales is being proposed at the new kiosk, no bicycle parking is required. Otherwise, retail trade uses with less than 50,000 sf GFA require minimum 2 spaces short term and 2 spaces long term. ** COMMENT #9: COMMENT RESPONSE LETTER STATES “PER CLIENT REQUIREMENTS THEY ARE GOING TO ADD THE REQUIRED BICYCLE PARKING ON ANCHOR RETAIL CENTER” BUT THERE IS NO INDICATION OF MEETING THE STANDARD IN TERMS OF QUANTITY, TYPE (LONG OR SHORT TERM), LOCATION AND DETAILING. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 10.
