THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The proposed additional surface area appears to require the removal of possible protected native trees. Please have one of the professionals listed here:
UDC 7.7.4.D. Professional Expertise: Preparation of all elements of the Native Plant Preservation Plan and on-site monitoring as required under Section 7.7.5.C.5, On- Site Monitoring, must be performed by a plant professional, such as: 1. An arborist certified by the International Society of Arboriculture; 2. A landscape architect; or, 3. A horticulturist, biologist, or botanist with a minimum B.A. or B.S. in an appropriate arid environment natural resource field. Once verification has been provided by a plant professional, then either provide a transplant and mitigation plan with supplemental irrigation or some other method of watering the plants during the establishment period or provide a NPPO Waiver if applicable.

Thank you for the opportunity to comment on TD-DEV-0226-00042, 1st Submittal, a
development plan for new loading docks at an existing warehouse building 2800 E. Commerce
Center Pl. This development is located in the S.W. quarter of the N.E. quarter of Section 8,
Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies
parcel numbers 140-26-0360, covers approximately 15.1 ± acres, and is zoned as Light
Industrial Zone (I-1). The nearest major roadway intersection is South Tucson Boulevard and
East Bilby Road, approximately 1,600 feet to the southwest of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the 1st submittal of this project and is not requiring a
resubmittal of this project.

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 3/10/2026. There are existing facilities within the development which are
not depicted upon the plan. PRIMARY CABLE AND TRANSFORMERS NOT CALLED
OUT ON DEVELOPMENT PLAN, NO APPARENT CONFLICTS
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
have any easement questions, please contact our Land Resources Department,
