This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Compile the civil and landscape plans into one set of construction documents.

2. Add a grading plan to the plan set for constructability. Coordinate the grading plan and the commercial rainwater harvesting plan. Show matching spot elevations and flow lines towards curb cut inlets into the (depressed landscape areas, WHIAs, basins).

3. Add a note to see the civil grading plan for all site grading and basin construction.

4. WHIA 4 is a little confusing. WHIAs are the basins and WHIA 4 includes the roof and hardscape areas and no basin. WHIA 4 would be considered a subwatershed that drains toward the WHIAs/basins.

5. Change the ¾” minus call out on sheet L1.0 and the landscape cover sheet to be “screened rock”. The minus description has led to rock mulch material with excess fines and not enough rock which misses the intent of the inorganic ground cover per the City of Tucson UDC for dust control and for general aesthetics.

6. Remove the Maricopa County general notes on the cover sheet, L0.1.

7. Add reference to the originally approved NPPO (DP18-0168) in bold on the landscape cover sheet. Attach the approved plans to the next submittal with a letter that states how the previously approved NPPO plans are still valid and applicable to this new site layout. Or show how your new landscape plan is incorporating the NPPO plants. If you need a copy of the approved NPPO, reach out and I will email the plans to you.

8. The trees shown in the parking area are sufficient and are labeled as interior landscape border trees in the City Land Use Chart on sheet L1.0. Add a parking lot tree calculation to the chart that represents the 1 tree per 4 parking spaces.

9. Dyssodia is not listed on the ADWR Tucson AMA plant list. Possibly select an alternative groundcover plant.

10. Provide the development package case number, TD-DEV-0225-00061, adjacent to the title block on all site landscape sheets, per Administrative Manual 2-06.4.3

11. Prior to Site Landscape Development Package approval, please make sure Site Zoning and Site Engineering comments are addressed.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 19, 2026.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.4 – The site plan sheets & landscape sheets shall be submitted as a single multipage PDF file.

2-06.3.0 FORMAT REQUIREMENTS

2. COMMENT: 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

3. COMMENT: 2-06.3.12 – The sheet index on sheet 1 of the site plan shall include the landscape sheets.

2-06.4.0 CONTENT REQUIREMENTS

4. COMMENT: 2-06.4.2.B – The title block shall include a brief legal description.

5. COMMENT: 2-06.4.2.D – The page number and the total number of pages in the package (i.e., sheet xx of xx), shall include the site and landscape sheets.

6. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0225-00061, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

7. COMMENT: 2-06.4.7.A.1 – The existing zoning, C-1, listed numerous places on the plan is not correct and should be SR.

8. COMMENT: 2-06.4.7.A.3 - As this plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is C-1." List the applicable rezoning file number and conditions of approval. Also place the rezoning case numbers, C9-07-27 & TP-MOD-1223-000029 case numbers adjacent to the title block in the lower right corner of each sheet.

9. COMMENT: 2-06.4.7.A.4 – As the only use proposed on this development package is General Merchandise Sales, excluding Large Retail Establishment, remove General Site Plan Note 5 from the plan.

10. COMMENT: 2-06.4.7.A.8.b – Per UDC Table 6.3-4.A lot coverage is not applicable for a non-residential use in the C-1 zone. Remove all references to lot coverage from the plan.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

11. COMMENT: 2-06.4.9.E – It appears that a land split is proposed. This land split will need to be submitted and approved prior to approval of this DP. Provide the case number assigned to the land split adjacent to the title block in the lower right corner of each sheet.

12. COMMENT: 2-06.4.9.H.5.a – The number of proposed parking spaces, 2, shown on the Development Table is not correct as there are 4 spaces shown on the plan.

13. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the number of van accessible space required and provided.

14. COMMENT: 2-06.4.9.L – There is a “PROP. CROSS ACCESS EASMENT” shown on the plan. This easement will need to be recorded prior to approval of this DP. Provide the recordation information on the plan.

15. COMMENT: 2-06.4.9.O – The Street Frontage (1.5 X BUILDING HEIGHT) shown on the Development Table is not correct. Review UDC Article 6.4.5.C.2.a, revised 3/21/2023, and provide the correct required street perimeter setback.

16. COMMENT: 2-06.4.9.O – As the proposed two (2) parcels will be developed as a single site the building setback for the south property line should be based on C-1 zoning to Sr zoning. Review UDC 6.3-4.A and provide the correct perimeter yard setback for the southernmost property line.

17. COMMENT: 2-06.4.9.O – There is a “19.5’ BSB (13’ HEIGHT KIOSK)” shown on the plan. This setback is not correct and should be based on the height of the canopy and UDC Article 6.4.5.C.2.a.

18. COMMENT: 2-06.4.9.O – The building setback for the west property line should be based on C-1 zoning to Sr zoning. Review UDC 6.3-4.A and provide the correct perimeter yard setback for the westernmost property line.
