Revise City of Tucson General note #4 to Development standard 10-01.5.0. SVT as it currently states 3-01.0 2. When a project includes LID practices, embankments, an underground storage system, pumps or a dry well, provide the following General Note: “This project includes _________________ [LID practices, embankments, underground storage system, pumps or drywell(s)]. An inspection and maintenance protocol has been provided to the entity responsible for maintenance. An inspection and maintenance covenant has been recorded in the Public Records of Pima County.” DSDDR 11.1.2.2 3. Sheet 7 (Site plan) shows a 30x20 SVT along Harrison RD for the Far Side SVT for the south most entrance/exit. Revise this to be an actual SVT using the required distancing of 125’x20’ due to the median being open allowing for Left turns for north bound Harrison. Waste Management Comments: 4. Revise Trash enclosure detail (Sheet 9) and the grading plan (Sheet #10) to show the ramps slope being 2% away from enclosure as well as the enclosure slab sloping 1% to the gate. TSM 8-1.0.0. The detail shows only 2% slope incorrectly shown for the enclosure pad. Pedestrian Circulation comments: 5. The proposed bollards are shown as 6.5 to 8.5 feet apart, the minimum is 4 feet spacing or maximum 5 feet clear. UDC 7.4.6 This refers to the bollards along the West side of the kiosk. This holds true for all bollard placement when used to separate a PAAL or access lane from a structure or pedestrian circulation. 6. Clearly show downspouts and sidewalk scuppers. to ensure that stormwater from roof drains, up to and including flow from the ten-year storm event, does not pass over sidewalks per Technical Standards Manual 7-01.4.3E. Provide an actual Keynote # callout for the kiosk and canopy downspouts proposed on the grading sheet (Sheet#10). Site Drainage Comments: 7. As Hidden Hills Wash carries a WASH designation. Update the grading plan to clearly show the top of bank used for all calculations and analysis regarding the Hidden Hills Wash. a. From there, show and call-out the 50-foot “Study Area” as required by Chapter 29 WASH. In the areas where both the study area and the floodplain limits overlap, it is required that these areas be observed for PRA and that no encroachment into said area be allowed. All found PRA should be shown and called-out on the grading plan. 8. Dry well for Stormwater-infiltration systems shall not be permitted either in industrial developments or any development where the City Engineer has determined that there is a potential for the infiltration system to receive fluids or materials which may adversely affect ground-water quality. Drainage Manual Section 14.5. Justification is the sites designated purpose is fuel center/station. DSSDR 4.13.2.2 9. The use of underground storage will be acceptable for this project on the condition that the Underground Storage Standards are met from section 4.13 of the Design Standards for Stormwater Detention and Retention Manual. Please include a letter in the next submittal addressing each single standard found in section 4.13 and how it is being met. It should be noted the Underground storage to achieve required retention is not permitted unless approval from floodplain administration is given, It will not require their approval if only detention is being achieved within the underground storage. The drainage report should also breakdown total retention/detention achieved and how much is achieved broken down to each component to ensure compliance with the underground storage. 10. It should be noted that the proposed Dry well and the use of underground storage to achieve required retention for the development will require the written approval directly from floodplain administration. To avoid possible review conflict and timeline delays, they will not be directly added to the review cycles, but it is required that approval be provided within the next submission cycle for DP TD-DEV-0225-00061. Please contact floodplain administration at Alfred.Zuniga@tucsonaz.gov or Austin.Wesnitzer@tucsonaz.gov or Elizabeth.Eberbach@tucsonaz.gov a. If approval is given, provide the required infiltration testing in regard to the location of the proposed dry-well. If unapproved, then this will not be required. b. If approval is given, provide a letter that addresses all the dry well requirements/key-points found in DSSDR 4.19. 11. Add the 100-year water surface elevation (WSE) to all basin descriptor boxes. 12. Provide a letter amendment from the geotechnical report engineer stating no possible conflict will occur with the proposed dry well and underground storage being within 9’-9” to 12’ from the canopy pad and underground fuel tanks. This justification is required as the Geotech report shows recommendations of limiting the potential for water infiltration into said foundation support soils due to possible hydro-collapse. a. This will remain required regarding the underground storage if it found that retention is not allowed to be counted towards requirements as infiltration will still occur. Drainage Report Comments: 13. It is required that the Flood Peak Estimator Procedure method for the City of Tucson be used rather than the Pima County Method. This can be found within the City of Tucson Drainage Manual Chapter 4. The chosen methodology will not be accepted. a. In resubmission, provide all City of Tucson Hydrologic Data sheets used for computing the 100-year peak discharge. Pima County Data sheets will not be accepted. Ensure to use the required 3-inches for the one-hour rainfall depth for the calculations. b. For all drainage report format/content requirements and calculation expectations refer to the drainage manual Chapter 2 & 4 as well as the DSSDR Sections 2, 3, 4, & 10. 14. Revise or clarify the verbiage found in section 4.1 of the report. The requirements for the City of Tucson is that the site must provide detention to attenuate the 2-, 10-, and 100-year storm events to balanced basin requirements as well as provide first flush retention which is the capturing the volume of stormwater runoff from 0.5 inch of rainfall which is derived from the 85th percentile storm event. It currently states, “The site will have retention basins to retain the 100-year 1-hour event and the retention basins providing 5-years threshold retention.” 15. Include an erosion hazard section that provides how the setback was determined. a. Provide clarification if the erosion hazard setback determined included consideration that this portion of the wash was treated as a straight section or was the curve conditions factored in. 16. Provide clarification on the purpose/future for the “Temporary basin 1” 17. Revise the conclusion to clearly state that the all the City of Tucson balanced basin detention, as well as first flush retention requirements are achieved. It should be noted that additional Site Engineering comments may be forthcoming in future review cycles as provided comments and development changes may bring forth further callouts. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 19, 2026. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. COMMENT: 2-06.4.7.A.3 – Previous comment 8 not fully addressed. As this plan/plat has been prepared in conjunction with a rezoning application, the conditions of rezoning C9-07-27 must be included as a general note. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. COMMENT: 2-06.4.9.E – Previous comment 11 not addressed. It appears that a land split is proposed. This land split will need to be submitted and approved prior to approval of this DP. Provide the case number assigned to the land split adjacent to the title block in the lower right corner of each sheet once it has been applied for. 3. COMMENT: 2-06.4.9.L – Previous comment 14 not addressed yet. There is a “PROP. CROSS ACCESS EASMENT” shown on the plan. This easement will need to be recorded prior to approval of this DP.
