1. For comments 2 and 3 below per the pre-application meeting on November 7, 2024, please provide a graphical shade study and a calculation chart that shows how the design has met or has attempted to make a reasonable effort to meet the shade requirements for the IID with regard to the pedestrian access paths/courtyard area.

2. Per UDC 5.12.8.B.2a. General IID Zoning Design Guidelines – Streetscape Design - Shade is required for 50% of all sidewalks and pedestrian paths. This can be waived or reduced where compliance is not feasible due to a project’s site location and/or building orientation and the applicant has made a reasonable attempt to comply with this standard.

3. Except as provided below, shade shall be provided for at least 50% of all sidewalks and pedestrian access paths as measured at 12:00 p.m. on June 21 when the sun is 80 degrees above the horizon. Shade may be provided by trees, arcades or canopies provided their location and design characteristics are compatible with the historic design context and the architectural integrity. The use of plantings and shade is permitted to meet this standard, with the approval of DTM. The shade provided may serve to meet this standard. - b. Exception - The PDSD Director may approve an IID Plan providing less than 50% shade, where compliance is not feasible due to location and/or orientation and the applicant has made a reasonable attempt to comply with this standard.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 16, 2026.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

2-06.4.9 - Information on Proposed Development

COMMENT: 2-06.4.9.H.5 – A Granada Ave. is designated as a Collector on the COT MS&R map clearly indicate on the plan how a vehicle attempting to access the site will be able to turn around on site with out backing out into the right-of-way of Granda if the gates are closed. A vehicle maneuvering shall be on site.

6. COMMENT: 2-06.4.9.H.5.a – As vehicle parking requirements for an Administrative and Professional Office use is based on gross floor area, update the vehicle parking requirements to include the shed.

7. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.3.E.1 If an expansion is less than 25% or if a series of expansions cumulatively results in less than a 25% expansion in floor area , the requirements of this section apply only to the proposed expansion. That said provide the required 2 short- and long-term bicycle parking spaces to the site and update the calculation. Clearly show the short- and long-term bicycle parking spaces on the site and provide details that clear demonstrate how the requirements of UDC Articles 7.4.9.B, .C & .D are met.

8. COMMENT: 2-06.4.9.Q – Based on aerial photos there are two (2) shade sails located in the courtyard that appear sometime after 2020. Zoning was not able to fine approved permit/compliance documents for these shade sails. Show the shade sails on the DP and if applicable provide approved permit documents.
