SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. The quantities on the planting legend do not match what is shown on the plan. Update the quantities to match. 2. Relocate the Mulga Acacia to be within 10 feet of the property line. Street landscape borders are intended to be located within the 10 feet directly adjacent to the propety line. Adjust all of the plant material accordingly. 3. The sight visibility triangle should be shown on all plans in the set. Add the SVT to the planting plan. Thank you. Speedway Blvd Development Package (2ND Review) TD-DEV-0225-00059 TRANSMITTAL DATE: July 10, 2025 DUE DATE: July 10, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 17, 2026. 2-06.3.0 FORMAT REQUIREMENTS 1. This comment was not addressed correctly. The plan shall be oriented with north toward the top of the sheet COMMENT: 2-06.3.9 – The plan drawing shall be oriented with north toward the top of the sheet. Your plan shows the north arrow pointing to the top of the sheet but you show Speedway along the south. 2-06.4.0 CONTENT REQUIREMENTS 2. Thes comment was not fully addressed. Provide the required case number on sheet 1COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0225-00059, adjacent to the title block on all sheets. Also, remove the reference to “DP21-0229” from sheet 5. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 3. It does not appear that the proposed use is correct. Your comment response states that the use is Minor Automotive Service & Repair which is defined as “Minor maintenance that involves operations that do not create excessive noise, such as auto washing, lubrication, and oil changing”, but based on TCR II web page they are a full-service automotive repair shop and do not qualify as a minor auto repair. COMMENT: 2-06.4.7.A.4 – Site Note 3 is not correct. “ADMINISTRATTIVE” is not a use as classified in the UDC. Also clarify if this is Automotive: Major or Minor, Service and Repair and provide the applicable Use Specific Standards , UDC Table 4.8-4. 2-06.4.7.A.8 - For development package documents provide: 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 4. This comment was not fully addressed. Provide all required information. COMMENT: 2-06.4.8.C - The following information regarding Speedway shall be provided on the plan, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. This comment was not addressed. As COMMENT: 2-06.4.9.H.2 - Show future sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 6. This comment was not addressed. Show the fence on the plan to be removed. COMMENT: 2-06.4.9.H.5 – There is a fence that shows up on site some time after 2014. Clearly show this fence on the plan and demonstrate how the requirements of UDC Article 7.4.6.F.2.b are met 7. This comment was not addressed correctly. Per UDC Article 7.4.6.C.1 service bays may not count toward the required parking. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. As this use is either Automotive: Major or Minor, Service and Repair the vehicle parking should be based on 1 space per 300 sq. ft. of gross floor area or 33 spaces required with 2 accessible spaces, one being van accessible. 8. This comment was fully addressed. Provide a detail that clearly demonstrates that the requirements of UDC Article 7.4.9..D are met. COMMENT: 2-06.4.9.H.5.d – Provide a long-term bicycle parking space calculation that includes the number required and provided. Show the required long-term bicycle parking on the plan and provide a detail that clearly demonstrates how all the requirements of UDC Article 7.4.9..D are met. 9. This comment was not addressed. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking 10. This comment was not addressed. COMMENT: 2-06.4.9.J - Provide the Major Street future right-of-way lines for Speedway Blvd. on the plan along with the future sidewalk, sight visibility triangles, etc. 11. This comment was not fully addressed and should include “as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan , whichever is greater”. COMMENT: 2-06.4.9.O – The setback listed under Site Note 15 is not correct. Review UDC Article 6.4.5.C.2.a, and provide the correct street perimeter yard setback. 12. This comment was not addressed correctly. The specific use was not provided. The Occupancy show is per the building code. As this is not a building plan review provide the specific use as defined in the UDC. COMMENT: 2-06.4.9.Q – Provide the square footage, height and specific use proposed within the footprint of the buildings. 13. This comment was not addressed. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.B are met for the entire site. Provide a 4’ sidewalk along the east side of the building. Provide a 4’striped pedestrian area along the north side of the existing service bays, south side of the new shade structure and east side of the new shade structure and south side of the existing building. 14.
