COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 11, 2026.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

1. COMMENT: 2-06.2.2 – A development package must be prepared to the format and content requirements described herein

2. COMMENT: 2-06.2.4 – The development package is designed to allow for concurrent review of any site related reviews. Remove all references to the building code from the DP sheets and remove sheets AS-101, AS-110, S.1 & S.2 from the plan set as they will not be reviewed during DP review.

2-06.3.0 FORMAT REQUIREMENTS

3. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet and meet the requirements of comments 8 & 9.

4. COMMENT: 2-06.3.12 – An index of sheets in the development package shall be provided on the first sheet.

2-06.4.0 CONTENT REQUIREMENTS

5. COMMENT: 2-06.4.2.B – The title block shall include a brief legal description.

6. COMMENT: 2-06.4.2.D - The title block shall include the page number and the total number of pages in the package (i.e., sheet xx of xx) in the lower right corner.

7. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0225-00039, adjacent to the title block on all sheets.

8. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

9. COMMENT: 2-06.4.4.C – The section, township, and range; section corners; and the scale will be labeled on the location map

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

10. COMMENT: 2-06.4.7.A.4 – As a general note identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

11. COMMENT: 2-06.4.7.A.6.a - As Country Club Rd. is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)

2-06.4.7.A.8 - For development package documents provide:

12. COMMENT: 2-06.4.7.A.8.a – As a general note provided the floor area for each building.

13. COMMENT: 2-06.4.7.A.8.a – Keynote 34 calls out an “EXISTING PRE-ENGINEERED CUSTORMER SERVISE BOOTH”. Based on aerial photographs this booth does not exist in the place shown on the plan. If the booth is being relocated revise the note to state this. If this is a new booth revise the note to state this.

14. COMMENT: 2-06.4.7.A.8.a – As this this site is subject to Use Specific Standards for Hazardous Material Storage as an accessory use to any permitted principal use in every land use group, fuel tank, provide the size of the proposed tank and clearly demonstrate that the requirements of UDC Use Specific Standards 4.9.10.B.1 & 2.d are met.

15. COMMENT: 2-06.4.7.A.8.c – Depending on how comment 13 is addressed a building area expansion may be required.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

COMMENT: 2-06.4.8.A – As this site is made up of six (6) parcels, 140-4-1083B, 140-41-088B, 140-41-0840, 140-41-0870, 140-41-0850 & 140-41-0860, either a lot combination is required or a Covenant Regarding Development and Use of Real Property shall be recorded. The Pima County Assessor’s Consolidation Request Form, found at: https://www.asr.pima.gov/Forms?tab=Misc, or the covenant can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Zoning-Code.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

17. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Parking is not based on Building Code Occupancy, “B” or “S-1”. Review UDC Table 7.4.4-1, RETAIL TRADE USE GROUP, Vehicle Sales, and provide a correct calculation. The vehicle parking space calculation shall include the number of van accessible parking spaces required and provided.

18. COMMENT: 2-06.4.9.H.5.a – Provide a detail for a standard vehicle parking space.

19. COMMENT: 2-06.4.9.H.5.a – Detail 8 sheet AS-120, the wheel stop location dimension is not correct. Review UDC Article 7.4.6.H.3 and provide the correct dimension.

20. COMMENT: 2-06.4.9.H.5.d – As you are proposing to add short- & long-term bicycle parking provide a short- & long-term bicycle parking space calculation that provides the number required and provided.

21. COMMENT: 2-06.4.9.H.5.d – As you are proposing new short-term bicycle parking provide details 3 & 4 sheet AS-120 shall address UDC Articles 7.4.9.B.1.e, 7.4.9.B..2.f, .g & 7.4.9.C.2.c.

22. COMMENT: 2-06.4.9.H.5.d – As you are proposing new long-term bicycle parking provide a detail that clearly demonstrates that the requirements of UDC Article 7.4.9.D are met.

23. COMMENT: 2-06.4.9.H.5.d – Both the short- & long-term bicycle parking appear to impede required on-site pedestrian access, UDC Article 7.4.9.B.1.a.

24. COMMENT: 2-06.4.9.H.5.d – Detail 4 sheet AS-120 references “DETAIL 11 AS-A120” but there is no detail 11 provided on the plan.

25. COMMENT: 2-06.4.9.O – The setbacks listed for the south, east and west are not correct. Review UDC Article 6.4.5.C.2.a & .b and provide the correct street perimeter yard required setbacks.

26. COMMENT: 2-06.4.9.O – Provide a street perimeter yard setback from the booth called out under Keynote 34 to the street property line.

27. COMMENT: 2-06.4.9.Q – Provide the square footage, height and specific use for all existing and proposed structures, to include buildings and canopies, shown on the plan within the footprint.

28. COMMENT: 2-06.4.9.W – Provide a general note on the plan stating “ALL SIGNAGE REQUIRES SEPARATE PERMITS”.

Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
