Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 11, 2026. 2-06.4.7.A - Zoning and Land Use Notes 1. This comment still stands. On sheet 1, Commercial and Office are listed as existing uses under City Notes. Commercial is a use group not a use and Office is not the correct use. Per UDC Article 11.3.9.K and Table 4.8-5 the use should be Vehicle Rental and Sales, subject to Use Specific Standards 4.9.9.G.1 and 4.9.13.Q. COMMENT: 2-06.4.7.A.4 – Under Site Data on Sheet 3, add a general note identifying the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Correct City Note #2 on Sheet 1. 2. Follow-up to COMMENT: 2-06.4.7.A.8.c – Zoning acknowledges the 80% building expansion calculation provided on the site plan. Per Technical Standards Manual (TSM) Section 7-01.2.0, expansions reaching 25% or more, require full code compliance. a. Provide a pedestrian circulation path that is ADA accessible and a minimum of 4’ wide (TSM 7-01) that connects all public areas of development on-site and to any adjacent street frontage. This includes: a path connecting the Vehicle Return Canopy to the Shuttle Return Canopy/Main Office, and a path connecting the Vehicle Return Canopy to Country Club Rd street frontage. b. A sidewalk is required adjacent to any access lane or PAAL on the side where buildings are located (TSM 7-01.4.1.B.). Provide a sidewalk along the entire north and south side of the Main Office building. Relocate long-term bicycle parking to avoid conflict with the pedestrian path (see Comment 4). 2-06.4.9 - Information on Proposed Development 3. This comment still stands. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Review UDC Table 7.4.4-1, RETAIL TRADE USE GROUP, Vehicle Sales, and provide a correct calculation: “1 space per 400 sq. ft. GFA of show room, retail, and office area, plus 1 space per 10,000 sq. ft. of gross lot area, plus 1 space per 300 sq. ft. GFA of Automotive and Vehicle Repair use.” 4. Follow-up to COMMENT: 2-06.4.9.H.5.d – Relocate long-term bicycle parking to allow for barrier-free pedestrian circulation path.
