Thank you for the opportunity to comment on TD-DEV-0224-00058, 1st Submittal, a development plan for a Chick-fil-A restaurant at 3530 South Kino Parkway. This development is located in the N.W. quarter of the S.E. quarter of Section 30, Township 14S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number 132-13-120D, covers approximately 1.62 ± acres, and is zoned as Planned Area Development Zone 15 (PAD-15). The nearest major roadway intersection is East Tucson Marketplace Boulevard and South Kino Parkway, approximately 550 feet to the northeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal.

Tucson Electric Power Company (TEP) has reviewed and approved the development plan submitted 2/29/2024. There are existing facilities within the development which are depicted upon the plan; specifically transformer BDG-110, however, there are no apparent conflicts at this time.
Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

COMMENTS:
1. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

2. The NPPO Exception letter has been approved.

3. Please provide a landscape planting detail sheet.

4. Provide a detail to show tree planting with root barrier adjacent to pavement and or walkways.

5. Please provide an irrigation detail sheet.

6. Please provide irrigation sleeve locations graphically on the irrigation plan.

7. A separate irrigation water meter is required. Please label the new irrigation meter as “irrigation only”. UDC Technical Standards 4-01.-.2. A.1.

8. The number of parking lot trees shown on the plans have exceeded the minimum. For future reference Pad 15 requires 1 tree per 4 parking spaces. See Section C.2.3.2.e of PAD 15.

9. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11.

10. Although Commercial Rainwater Harvesting is not required within PAD 15, please look for opportunities to provide rainwater catchment by depressing the planting areas 6 to 9 inches wherever possible.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 19, 2025.

2-06.4.0 CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.1 – Provide an email address for the Owner & Developer shown on sheet 1.

2. COMMENT: 2-06.4.2.D – The page number and the total number of pages list on sheets 18 & 19 is not correct.

4. COMMENT: 2-06.4.6 – As this site is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

2-06.4.7.A - Zoning and Land Use Notes

5. COMMENT: 2-06.4.7.A.4 – Remove the Use Specific Standards listed under Zoning and Land Use note 4 as they are not applicable.

COMMENT: 2-06.4.7.A.4 – Sheet 4 under Site Information you list “EXISTING USE RESTAURANT” & “PROPOSED USE RESTAURANT”, neither of these uses are use designated in the UDC and do not match what is shown under Development Package Calculations on sheet 1. Either correct the existing and proposed uses on sheet 4 to match sheet 1 or remove them form the plan. If you are going to list development standards twice on the plan ensure that they match.

7. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “LOT COVERAGE” under Site Information on sheet 4 as it is not applicable.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

9. COMMENT: 2-06.4.9.E – The northern property line distance does not appear to be correct. Per TD-DIV-1023-00119 the distance should be 307.25’. Until the recorded documents for TD-DIV-1023-00119 have been provided to PDSD CDRC Zoning cannot approve this DP.

10. COMMENT: 2-06.4.9.H.5 – Show the required setback from the building to the drive-through, UDC Article 7.4.6.F.2.a.(2).

11. COMMENT: 2-06.4.9.H.5.a – The required number of vehicle parking spaces is not correct. Per UDC Article 7.4.3.G the required number should be 31.

12. COMMENT: 2-06.4.9.H.5.a – Accessible vehicle parking spaces are based on 2018 IBC Chapter 11 Table 1106.1. This table is not based on 1 space per 25 parking spaces. Remove this reference from the plan.

13. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both a standard and the accessible vehicle parking spaces.

14. COMMENT: 2-06.4.7.A.8.d – The short-term bicycle detail does not address UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.a, .f, & .g.

15. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the proposed long-term bicycle parking that meets the requirements of UDC Article 7.4.9.

COMMENT: Per PAD-15 Section C.6 prior to the submittal of any development plan or subdivision plat to the City of Tucson, the Developer must procure a letter of recommendation from the DRC for submittal to the City. This letter, and a record copy (for the City’s archives) of the materials recommended by the DRC, must accompany any City submittal in order to allow review of same by the City of Tucson Planning & Development Services Department.
