There are existing facilities within the development which are depicted upon the plan; there are possible conflicts. The new two story building may be too close to existing overhead electric lines. Must maintain minimum 10 foot clearance to lines to include during construction (scaffolding, ladders, cranes, booms, etc). Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer. To apply for electric service, please call the New Construction department at (520) 918- 8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. COMMENTS: 1. NPPP is approved. 2. The required number of trees have been provided for the parking area. It is the opinion/recommendation of Landscape/NPPO that an alternative be looked at for the Mexican Bird of Paradise placed at the southwest parking spaces. Due to its small stature at maturity, what are your thoughts on pruning maintenance for this plant to avoid overgrowth onto the sidewalk and into the parking area? 8. Please label irrigation meter as “irrigation only”. See TSM 4-01.6.0 9. Please show all irrigation sleeves for irrigation lines crossing hardscape. 10. Although there is a note to see civil plans for downspouts and curb inlets, please label all downspouts, splash pads and curb cuts on the commercial rainwater harvesting plan. 11. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is April 4, 2025. 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0224-00054, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.7.A.5 – The number of proposed dwelling units does not appear to correspond with the motor vehicle parking requirements provided on the cover sheet. 3. COMMENT: 2-06.4.7.A.6 – Provide a general note stating that the project is designed to meet the overlay zone criteria for UDC Section 5.12, Downtown Area Infill Incentive District (IID). Remove the specific reference to UDC 5.12.16. A Special Districts application shall be applied for as a sub-record of TD-DEV-0224-00054 if the IID process will be pursued. 4. COMMENT: 2-06.4.7.A.6.a – If any additional applications or overlays are pursued, list the applicable case number adjacent to the title block on all sheets. Additionally, as a general note, provide the type of application processed or applicable overlay, a statement that the project meets the criteria and conditions of approval, the date of approval, what was approved, and any conditions of approval. 5. COMMENT: 2-06.4.7.A.8.d – Remove the reference to maximum site coverage calculation on the site plan. Per UDC Table 6.3-4.A, lot coverage does not apply to the proposed uses. 6. COMMENT: 2-06.4.9.A – As it appears a lot consolidation is proposed, provide an approved lot consolidation request processed through the Pima County Assessor’s Office. 7. COMMENT: 2-06.4.9.H.5 – Zoning acknowledges that a Parking Design Modification Request (PDMR) is intended to reduce the width of the parking area access lane to 22.8’. If the request is approved, provide a statement indicating what was approved and the conditions of approval, if any. 8. COMMENT: 2-06.4.9.H.5 – Demonstrate that an overhang of at least two and one-half feet is provided between the front of the south parking spaces and the pedestrian circulation area (UDC 7.4.6.H.1.a). 9. COMMENT: 2-06.4.9.H.5 – Per UDC 7.4.6.K, a street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way. A variance granted by the Board of Adjustment is required for the two parking spaces to use the alley for access and maneuverability. 10. COMMENT: 2-06.4.9.H.5.a – The two parking spaces accessed from the alley are required to be at least ten feet in width when the sides of the parking spaces abut a vertical barrier over six inches in height (UDC 7.4.6.D.2.b). 11. COMMENT: 2-06.4.9.H.5.a – The calculations for the number of required motor vehicle parking spaces appear to be incorrect based on the number of residential units proposed. 12. COMMENT: 2-06.4.9.H.5.a – Four motor vehicle parking spaces are proposed within the future right-of-way. Provide confirmation from the Department of Transportation and Mobility that Stone Avenue will not be widened to its proposed width. If Stone Avenue is widened, these four spaces cannot count toward meeting the required parking. 13. COMMENT: 2-06.4.9.H.5.d – Please note that if Stone Avenue is widened to its proposed width, the short-term bicycle parking shown as Keynote 21 will need to be moved out of the future right-of-way. 14. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the short-term bicycle parking spaces comply with UDC 7.4.9.C.2.a. 15. COMMENT: 2-06.4.9.H.5.d – The bicycle parking requirements on the cover sheet indicate that nine extra spaces (long-term and short-term) are provided. Clarify the number of additional non-required short-term spaces proposed as only the required spaces are shown. 16. COMMENT: 2-06.4.9.I – The Major Streets and Routes Plan Map indicates a future right-of-way width of 120’ for Stone Avenue. Provide confirmation from the Department of Transportation and Mobility that Stone Avenue will not be widened to its proposed width. All site improvements will otherwise need to accommodate the future right-of-way width and street dedication. 17. COMMENT: 2-06.4.9.R – Zoning acknowledges that a Technical Standards Modification Request (TSMR) is intended to reduce the width of the pedestrian circulation path to less than four feet along the north façade of the existing building. If the request is approved, provide a statement indicating what was approved and the conditions of approval, if any. 18. COMMENT: 2-06.4.9.R – The proposed pedestrian circulation path along the east façade of the existing building is partially within the future right-of-way. A TSMR will also be required to reduce the sidewalk to less than four feet in width if street dedication is required. 19. COMMENT: 2-06.4.9.W – Demonstrate that the proposed accessible signs do not encroach within the required 2’-6” overhangs (UDC 7.4.6.H).
