Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.

1. Provide a figure similar to Table 2.2 in the Stormwater Detention-Retention Manual to demonstrate that first flush requirements are being calculated. Note that 150% first flush is required as a condition of the rezoning.
2. Critical basin detention is required as a condition of the rezoning. The peak discharge for the 2-, 10-, and 100-year storms post-development must be reduced by 15% compared to the same events pre-development. Provide PC Hydro, City of Tucson Peak Discharge, or PC-LID sheets to demonstrate that adequate detention is being provided to reduce the peak discharges.
3. Provide waste stream calculations compliant with TSM 8-01.8. Please note that although recycling service is not required, the site must provide capacity for recycling service so a double enclosure or two single enclosures will be required.

TRANSMITTAL DATE: March 19, 2024

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 08, 2025.


2-06.4.0 Content Requirements:
1. 2-06.4.1 - The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer.

COMMENT: The “Not For Construction” stamp is allowable during reviews. The registrant seal will have to be provided prior to permit approval.

2. 2-06.4.2 - The title block shall include the following information and be provided on each sheet:

a. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat;

COMMENT: Provide the above information on the Title Block.

b. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

COMMENT: Provide the information on the Title Block of each sheet. Update the Sheet Index to correspond with the page number. Sheet Index show 17 sheets, but there are 20 pages in the plan set.

3. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

COMMENT: Provide the permit number, TD-DEV-0224-00042, per the above standard.

4. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information:

a. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,
b. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

COMMENT: Identify the wash located at the northern boundary of the property.

COMMENT: Provide the information on the Project Location Map per the above standard.

5. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage.

COMMENT: Add the square footage of the property to General Site Note 2.

6. 2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

COMMENT: Add the above information to General Site Note 1.

COMMENT: Ensure all the rezoning conditions are listed in the General Site Notes section.

7. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to rezonings.

COMMENT:
2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

a. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

COMMENT: Add the above information to the Site Plan.

8. 2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

COMMENT: The General Site Notes state that the property is made up of two parcels that are to be combined. A Lot Combination will have to be recorded with the Pima County Assessor’s Office, and the recordation documentation will have to be submitted before the Development Package can be approved.

COMMENT: Per the rezoning conditions, a Cross Access Agreement is required between the site and adjacent properties to maintain access before the Development Package can be approved. Provide the recorded Cross Access Agreement with the next submittal.

9. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications.

COMMENT: Provide the above information on the Site Plan.

10. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

COMMENT: The site is adjacent to Grant Road, a Major Street or Route. Provide the above information on the Site Plan.

11. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

COMMENT: Provide the height of the car wash building per the above standard.

COMMENT: Provide the square footage and height of the proposed “Drive Through Canopy” on the Site Plan.
