Table 2 indicates that the post-development discharge is not reduced in every watershed. The site is located in a critical basin and post-development peak discharge rates for the 2-, 10-, and 100-year events shall not exceed 85% of pre-development discharge rates at the project boundary per Section 3.1 in the Stormwater Retention/Detention manual. 2. The critical basin map included in the submittal is outdated, from 2007. The site is located in the Kreuger Wash basin and is in a critical basin as identified by Pima County. 3. Provide figures similar to Tables 2.2 and 2.3 in the Stormwater Detention-Retention Manual to demonstrate that first flush requirements are being met and that the perviousness of each watershed is being accounted for. Site Plan: 1. A security barrier is required on the southern 1:1 grouted riprap bank of detention basin B per Ret/Det Manual Section 4.4.1 item 5. 2. Provide dimensions for detail Section D C1.06 that show the depth of soil on either side of the proposed retaining wall. 3. Minimum freeboard in detention basins is 6 inches per Ret/Det Manual section 4.4.1 item 1. Proposed freeboard in basin B is only 3.4 inches. 4. Include curb cuts in the curbs around the water harvesting areas to maximize water harvesting. 5. Show drainage patterns on the roof of the proposed building. 6. Provide waste stream calculations compliant with TSM 8-01.8. 7. From recent clarification from Environmental Services per TSM section 8, although recycling service isn’t required the site needs to provide at minimum the enclosure space for both solid waste and recycling. A single enclosure won’t be sufficient and a double enclosure or an additional single enclosure will be needed to meet this requirement. It is also important to point out per TSM section 8-01.4.I - required parking may be reduced for existing development when solid waste and recycle enclosures are provided. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. COMMENTS: 1. Ensure that Zoning, Engineering comments and concerns are addressed prior to landscape section approval. 2. Provide the development package case number, TD-DEV-0223-00141, adjacent to the title block on all sheets. 2-06.4.3 3. Revise the Bluestake number across all sheets to reflect BlueStake in Tucson, not the Phoenix Metro area. 4. Provide a maintenance schedule for the landscape and irrigation for this project. Please revise the Commercial Rainwater Harvesting Plan to better match the examples sent over to the landscape architect on the project. 10. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is April 24, 2024. 1. COMMENT: 2-06.4.1 – Provide the email addresses of the owner, landscape architect, and architect on the cover sheet. 2. COMMENT: 2-06.4.9.H.5 – Ensure that the back-up spur located at the end of the row of parking near the site ingress and egress complies with UDC 7.4.6.F.4. 12. COMMENT: 2-06.4.9.H.5.a – Provide details of both standard and handicapped motor vehicle parking spaces. Where provided, wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space per UDC 7.4.6.H.3. 13. COMMENT: 2-06.4.9.H.5.d – Keynote 5 on Sheet 2 states there is a short-term bicycle parking detail on Sheet 6; however, a short-term bicycle parking detail was not provided. Demonstrate that the short-term bicycle parking detail meets the requirements of UDC 7.4.9.C. Refer to UDC Figure 7.4.9-C for an example of a short-term bicycle parking detail. 14. COMMENT: 2-06.4.9.H.5.d – Indicate the location of the proposed long-term bicycle parking facilities and ensure the facilities meet the requirements of UDC 7.4.9.D. 15. COMMENT: 2-06.4.9.I – Show all right-of-way dedications on or abutting the site. The Major Streets and Routes Plan delineates a right-of-way width of 64 feet; proposed right-of-way width is 57 feet for Glenn Street.
