TD-DEV-0323-00138 ADDRESS/PARCEL: 3381 E WESTCO PL/140-41-8630 ZONING: I-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. COMMENTS: 1. Pages 5, 6, & 7 are missing from the Development Package resubmittal. 2. Please resubmit with those sheets for review. 3. All landscape plans shall incorporate water conserving design as defined in UDC Section 7.6.6, Use of Water, and as described in the Technical Standards Manual 5.01-5.11. 4. The Landscape Plan should match the Commercial Rainwater Harvesting Plan as well as the Grading Plan. 5. Maximize the rainwater harvesting across the site into the landscape areas. 11. A Commercial Rainwater Harvesting plan is required UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 60% of annual landscape water demand, as required by the ordinance. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. | 04/14/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Wyatt Berger Lead Planner PROJECT: El Dorado Transportation Development Package (1st Review) TD-DEV-0223-00138 TRANSMITTAL DATE: April 14, 2023 DUE DATE: April 14, 2023 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is April 14, 2024. 1. COMMENT: 2-06.3.10 – Ensure that the legend on the cover sheet shows and describes all symbols used on the submitted drawings. 2. COMMENT: 2-06.3.12 – The sheet index and title blocks state the development package consists of seven sheets; however, only four sheets were submitted. Provide all seven sheets with your resubmittal. 3. COMMENT: 2-06.4.1 – Provide the email address and phone number of the primary property owner of the site. 4. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0223-00138, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.7.A.2 – The Pima County Assessor’s Office indicates that the gross area of the site is 95,992 square feet (2.20 acres). Correct General Note 3 and any other corresponding general notes with this information. 6. COMMENT: 2-06.4.7.A.4 – Clarify whether the proposed use is “Transportation Service, Air Carrier” or “Transportation Service, Land Carrier” as defined within UDC 11.3.4. 7. COMMENT: 2-06.4.7.A.8.b – A storage container appears on the site in aerial photography beginning in 2021. Confirm whether this storage container will be removed from the site. If not, show the container on the site plan and include it within the gross floor area of the site. 8. COMMENT: 2-06.4.7.A.8.c – Provide an expansion calculation of both the new building and of the entire vehicular use area. 9. COMMENT: 2-06.4.8.B – Ensure all easements depicted on Sheet 2 of S11-014 “Final Plat for Business Park of the Desert” are drawn on the development package documents. 10. COMMENT: 2-06.4.9.G – Clarify whether this project is intended to be phased. Keynote 19 on Sheet 2 appears to indicate that a new sidewalk is proposed in the area reserved for “no work.” 11. COMMENT: 2-06.4.9.H.5 – Ensure that all back-up spurs at the end of a row of parking have a minimum radius and depth of 3’-0” as required by UDC 7.4.6.F.4.a. If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 12. COMMENT: 2-06.4.9.H.5.a – Per UDC Table 7.4.4-1, motor vehicle parking is required for administrative or professional office area only. Revise the motor vehicle parking spaces required on the cover sheet. 13. COMMENT: 2-06.4.9.H.5.a – IBC Table 1106.1 requires a minimum of four accessible motor vehicle parking spaces for facilities with 76 to 100 motor vehicle parking spaces. Provide a fourth accessible parking space located on the shortest accessible route of travel to an accessible building entrance (1106.6). 14. COMMENT: 2-06.4.9.R – Per TSM 7-01.4.1.B, show pedestrian circulation and refuge along the north and east walls of the proposed building. A pedestrian connection is also required to the trash enclosure and long-term bicycle parking per TSM 7-01.3.3.B. 15. COMMENT: 2-06.4.9.V – Provide a general note stating that mail services will be collected either within the building or through a gang mailbox. If a gang mailbox is proposed, show its location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping. 16. COMMENT: 2-06.4.9.W – Indicate the locations of all handicapped parking signs to assure there are no conflicts with pedestrian accessibility. A clearance of 7’-0” between grade and the bottom of the posted sign is required if posted within a pedestrian circulation path.
