09/18/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Loran Shamis PDSD Zoning Review Section PROJECT: Tucson Specialty Hospital - Rehab Development Package (1st Review) TD-DEV-0223-00136 (7220 E Rosewood St) CHECKLIST FOR MINOR DEVELOPMENT CHANGES TO EXISTING COMMERCIAL/INDUSTRIAL SITES Purpose This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for minor changes to existing commercial sites to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The minor revisions to existing commercial sites are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. Applicability This standard shall be used for minor changes to existing commercial sites such as but not limited to; expansions less than 25% in square footage of land area, floor area, lot coverage, or vehicular use area, modification to accessible vehicle parking, parking area restripe, etc. Applicability to be determined by Zoning and/or Engineering review staff via email or at PDSD review counter. FORMAT REQUIREMENTS 1. COMMENT: Provide a title block shall be provided in the lower right quadrant of each sheet. 2. COMMENT: Provide a small, project-location map in the upper right corner of the cover sheet. This map shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information; Show the subject property approximately centered within the one square mile area. Identify major streets within the square mile area and all streets that abut the subject property. Section, township, and range, north arrow, and the scale will be labeled. 3. COMMENT: An index of sheets in the development package shall be provided on the first sheet. CONTENT REQUIREMENTS 4. COMMENT: Include the email addresses of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. 5. COMMENT: The title block shall include the following information and be provided on each sheet: The proposed name of the project, or if there is no name, the proposed tenant’s name. A brief legal description is to be provided. The page number and the total number of pages in the package (i.e., sheet xx of xx). The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. Include rezoning case C9-83-SP-3. GENERAL NOTES The following general notes are required. Additional notes specific to each plan are required where applicable. 6. COMMENT: Include a general note stating “the existing zoning is PAD-3” 7. COMMENT: List the gross area of the site by square footage and acreage. 8. COMMENT: Include a general note stating “the existing and proposed use is Medical Services Major subject to use specific standards 4.9.13.O” (UDC 4.8.6, Table 4.8-4) 9. COMMENT: Floor area for each building. 10. COMMENT: Percentage of gross floor area, land area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included. EXISTING SITE CONDITIONS: 11. COMMENT: Provide site boundary information, including bearing in degrees, minutes, and seconds, together with distances in feet, to hundredths of a foot, or other functional reference system. Information can be found in City of Tucson Maps and Plans, book 40 page 47. INFORMATION OF PROPOSED DEVELOPMENT: The following information on the proposed project shall be shown on the drawing or added as notes. 12. COMMENT: All existing zoning classifications on and adjacent to the project be indicated on the drawing with zoning boundaries clearly defined. 13. COMMENT: As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. The minimum parking ratio for this use is 1 space per bed. UDC 7.4.3.E states cumulative expansions less than 25% in floor area, the requirements of 7.4 apply only to the proposed expansion. 14. COMMENT: Provide, as a note, calculations for short- and long-term bicycle spaces required and provided. Per UDC 7.4.8 Required Number of Bicycle Parking Space, the minimum parking ratio for Medical Service is 1 short-term bicycle parking space per 20,000 square feet of ross floor area, and 1 long-term bicycle parking space per 50,000 square feet of gross floor area. UDC 7.4.3.E states cumulative expansions less than 25% in floor area, the requirements of 7.4 apply only to the proposed expansion. 15. COMMENT: There is a 15’ TEP Utility easement per City of Tucson Maps and Plats, book 40 page 4 on the southern property boundary line. Include all existing and proposed easements.
