COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 14, 2024.

1. COMMENT: 2-06.3.7 – Provide a small project-location map in the upper right corner of the cover sheet.

2. COMMENT: 2-06.3.8 – Ensure the north arrow, scale, and contour interval as applicable of each sheet is placed in the upper right corner of each sheet.

3. COMMENT: 2-06.3.10 – Ensure the legend shows and describes all symbols used within the development package drawings.

4. COMMENT: 2-06.3.12 – Ensure an index of sheets in the development package is added to the first sheet.

5. COMMENT: 2-06.4.1 – Include the name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents on the right half of the cover sheet. Provide the applicable registration or license number if prepared by a registered professional such as a surveyor, architect, landscape architect, or engineer.

6. COMMENT: 2-06.4.2 - The title block shall include the following information and be provided on each sheet:

a. A brief legal description of the site.
b. The page number and the total number of packages in the development package (i.e., sheet xx of xx).

7. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0223-00128, adjacent to the title block on all sheets. Add the Individual Parking Plan (IPP) case number as well.

8. COMMENT: 2-06.4.4 – Include a project-location in the upper right corner of the cover sheet. Ensure the project-map covers approximately one square mile, is drawn at a minimum scale of three inches to a mile, and demonstrates the following:

a. Show the subject property is approximately center within the one square mile area.
b. Identify major streets and regional watercourses within the square mile area as well as identify all streets that abut the subject property;
c. Provide section, township, and range, as well as section corners, a north arrow, and a scale.

9. COMMENT: 2-06.4.7.A.1 – List the existing zoning of the site as a general note.

10. COMMENT: 2-06.4.7.A.2 – List the gross area of the site by square footage and acreage.

11. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use(s) of the property as defined within the Tucson Unified Development Code. Provide any use-specific standards applicable to these uses.

12. COMMENT: 2-06.4.7.A.6.a - List any additional applications and overlays, by case number (if applicable), in the lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

13. COMMENT: 2-06.4.7.A.8 – Provide the following information within the development package documents:

a. The floor area of each building (including the existing residence).
b. Percentage and area in square feet of building and accessory building coverage.
c. Percentage of building, lot area, or vehicular use area expansion.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

14. COMMENT: 2-06.4.8.A – Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

15. COMMENT: 2-06.4.8.B – Ensure all easements are shown on the site plan. Provide the recordation information as well as purpose of the nine-foot-wide easement as shown. Clarify whether the easement will remain or be abandoned; if this easement is to be abandoned or vacated, vacation shall occur prior to approval of the development package unless written permission from the easement holder is provided.

16. COMMENT: 2-06.4.8.C – Provide the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks on the adjacent right-of-way.
17. COMMENT: 2-06.4.9.F – Show the existing zoning classifications on the subject property and on all properties adjacent to the subject property, including across the public right-of-way.

18. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles along 1st Avenue.

19. COMMENT: 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

20. COMMENT: 2-06.4.9.H.4 – Provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned, for 1st Avenue abutting the site.

21. COMMENT: 2-06.4.9.H.5 – Per UDC Table 7.4.6-2: Motor Vehicle Use Area Dimensions Continued, a one-way access lane or PAAL serving as a fire lane requires a minimum width of 20 feet. A Technical Standards Modification Request is required to reduce this width to 19 feet.

22. COMMENT: 2-06.4.9.H.5 – Per UDC 7.4.6.F.2.b, access lanes and parking area access lanes must be setback at least two feet from a wall, screen, or other obstruction over six inches. The proposed north outdoor patio will need to be reduced two feet in width in order to meet the intent of the access lane and setback requirements.

23. COMMENT: 2-06.4.9.H.5 – As changes to the existing parking area are proposed, ensure the parking area is design in accordance with UDC Section 7.4.6.

24. COMMENT: 2-06.4.9.H.5.a – Provide calculations on the number of parking spaces required and provided (include the ratio used) as a general note. 87 motor vehicle parking spaces are required based on the gross floor area of the Alcoholic Beverage Service use. Include calculations on the number of parking spaces required and provided for the physically disabled. Show details of these parking spaces in accordance with the adopted building and accessibility codes of the City of Tucson in addition to UDC Section 7.4.6.

25. COMMENT: 2-06.4.9.H.5.d – Show the location of bicycle parking facilities on the site plan. Provide calculations for required and provided short- and long-term bicycle parking as a general note. Provide details of the bicycle parking in compliance with UDC Section 7.4.9 as well.

26. COMMENT: 2-06.4.9.J – Draw the MS&R future right-of-way lines, and provide the MS&R future sidewalk, sight visibility triangles, etc., etc.

27. COMMENT: 2-06.4.9.O – Show a setback dimension from the east outdoor patio to 1st Avenue. Per UDC Table 6.4.5.C-1, the required setback is 21 feet or the height of the proposed structure, measured from the back of existing or future curb location. A Board of Adjustment variance may be required to reduce this setback.

28. COMMENT: 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

29. COMMENT: 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

30. COMMENT: 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

31. COMMENT: 2-06.4.9.V – Indicate the location of mail service for the site. If a gang mailbox is proposed, show the location to assure there are no conflicts with other requirements such as pedestrian accessibility, utilities, and landscaping.

32. COMMENT: 2-06.4.9.W – Indicate the location of the handicap accessible signs to assure there are no conflicts with pedestrian circulation. Provide a detail of this signage as well.

NOTE: the development package submitted may conform to the Checklist for Minor Development Changes to Existing Commercial/Industrial Sites (https://www.tucsonaz.gov/files/pdsd/forms/Minor_Changes_to_Commercial_Industrial_Sites_.pdf) if it can be demonstrated that the proposed outdoor patios do not result in a greater than 25% expansion of gross floor area of the entire site. Provide the square footage of the existing residence to determine this requirement.
