Site Engineering Review Comments:
1. Previous comment #8 not addressed - Provide a scupper construction detail to the plan set or include a PAG detail reference with the keynotes provided. This should be addressed/updated across ALL tube scupper callouts through the plan sheets. The Scuppers being considered a PIA item does not impact the request of the comment given. As this is the grading plan/permit for the new Escalera Phase 3 subdivision, all components that are being constructed and used within this scope should then be shown and referenced accordingly.
2. Previous comment #11 not addressed – Detail 12 – Needs to be revised. Per the Project Geotechnical Report (Pattison Engineering, Project No. 24-014, dated 6/18/2024), Table "Slope Protection," page 13, slopes graded at 1:1 to 2:1 require grouted or wire-tied rip-rap, asphalt emulsion, or concrete revetments. The rip-rap shown in Detail 12 for the 2:1 slope is not depicted as grouted or wire-tied. Revise the detail to reflect grouted or wire-tied rip-rap (or an alternate method listed in the geotechnical report) consistent with the geotechnical recommendations for this slope gradient or provide a supplemental geotechnical letter justifying a deviation from the report's recommendation.
3. Previous comment #12 not addressed – Detail 23 – Ensure to include the Pipes proposed as shown on plan view (Sheet 3). The comment did not question the intent of the detail, if detail #23 is used across multiple locations which may not include the scope of the piping, it would be possible to provide a new detail which can showcase this information. Ensure to denote the vertical separation (Pipe Cover) between the piping and the associated ground and sidewalk elevations.
4. Previous comment #16 not addressed – There is some incorrect information on the plans relating to the SRP’s proposed going S to N through the submission – This can be seen on both page 2 & 3. Sheets 2 & 3 appear to still contain the incorrect SRP length information as described previously. Revise accordingly.
5. Previous Drainage Report comment #1 not addressed - The erosion hazard setback appears to encroach into Common Area “B” and its associated outlet structure between lots 633 & 634 – Provide required Scour calculations within the drainage report. Erosion hazard setbacks are not only pertinent to “habitable structures.” The currently provided response addresses that the erosion hazard setback as it relates to habitable structures only; it does not address the separate and independent requirement to protect the basin outlet structure and Common Area "B" improvements from erosion/scour damage. Tucson Code Sec. 26-8(a)(1) prohibits development of land with severe erosion problems "endangering life or property" unless those problems are alleviated — this is not limited to habitable structures. Sec. 26-8(a)(2)b further requires that unprotected excavations not be located so close to floodplain crossings, utility structures, or facilities as to cause or have the potential to cause an adverse effect on those structures/facilities — the basin outlet structure is such facility. Drainage Manual Sec. 8.4 likewise requires that development be adequately protected from flooding and erosion. As shown on the grading plan, the basin outlet structure and rip-rap apron between Lots 633 and 634 are located within/immediately adjacent to the erosion hazard setback along the major watercourse. Provide scour calculations in the drainage report demonstrating the outlet structure, rip-rap apron, and Common Area "B" improvements are adequately protected against erosion/scour from the adjacent watercourse per the code sections above or revise the layout to remove the encroachment.
