A site plan, development plan or tentative plat was missing from this submittal. This review includes: Preliminary Grading Plan, Casitas at La Mariposa Stormwater Pollution Prevention Plan, CEC Preliminary Drainage Report, CEC Environmental Resource Report, and Pattison Engineering Soils Report.

1) Technical Standard (TS) Sec 4-04.2.2: Address the following Drainage Report comments:
a. See comments regarding proposed borrow pit – basin.
b. Section IV of report shall comply with soil engineering recommendations.
c. Add to drainage report that a LOMR will be required for issuance of building permits.
d. Provide design with maintenance access ramps for proposed 160 cfs channel for ineffective flows along east and south boundaries of north side of project.
e. Include discussion in drainage report regarding ERZ Overlay Code compliance of project.
f. Provide discussion and calculations for Erosion Hazard Setbacks for all regulatory floodplains.
g. Add TSMS Code and Watershed / Basin Management Area for project to report and explain impact to design of development.
h. Provide calculations for onsite detention basins within drainage report.
i. Add information about locations for the outlet, armoured, spillway designs for onsite drainage systems and assure that the design is setback from ERZ Floodplain limits to accommodate maintenance access that does not encroach ERZ floodplain.
2) TS Sec 4-02.2.5.B.1.a-x: Address the following ERZ-ERR Report comments:
a. The ERR report is for both ERR and ERZ compliance with riparian floodplain requirements. Label the Report “Casitas at La Mariposa ERZ-ERR” Report or similar.
b. Add verbiage to either introduction or conclusion that states whether the project complies with City of Tucson UDC ERZ Overlay Code and riparian floodplain requirements.
c. Please see this section of standards and provide paragraphs within the CEC Environmental Resource Report and in Table of Contents using lettering as outlined in the standards.
d. Encroachment that may be allowed within ERZ floodplain is limited to road/access, utilities, or trails. Add explanation and show on exhibits within the report of how the Casitas at La Mariposa project (except for proposed trail) is outside of the floodplain limits of the Agua Caliente and Tanque Verde Watercourses.
e. TS Sec 4-02.2.5.B.3: Provide Mitigation Plan in ERZ-ERR Report per PDSD Landscape Architect for riparian floodplain located on south parcel for the proposed Casitas at La Mariposa project based on disturbance area shown on development plan.
3) Tech Stnd Sec 2-01. For Grading Plan review, address the following comments:
a. Show location of construction site entrance and associated grading for the access to fill site.
b. TC Sec 26-8(d)(2): In areas where fill is to be used to raise the elevation of the building site, the building line shall be located not less than twenty-five (25) feet landward from any edge of the fill, unless a study prepared by a state-registered professional civil engineer and approved by the city engineer shows that a lesser distance is acceptable. Plans shall show locations for building pads that are protected from flood and erosion hazards. The City of Tucson floodplain management cannot approve a stockpile grading permit within the floodplain without an approved site or development plan. The proposed project appears to be a stockpile plan. The grading plan could be based on a proposed development to understand the need for the fill. Provide site plan or development plan for proposed development which needs to be reviewed and approved prior to grading permit issuance.
c. Show on grading plan, 50-ft trail as described in Land Use Compatibility Note 9 on sheet C001 of Grading Plan.
d. Show on grading plan proposed building pads to show Finished Grades of building pads that correlate to a development plan’s FFE’s.
e. Show on grading plan the access between proposed buildings.
f. Label on grading plan (and to be submitted development plan) the watercourses that are subject to ERZ Overlay code.
g. On grading plan (and to be submitted development plan), label centerlines of watercourses that are regulatory floodplain that are not designated as ERZ Overlay Code washes.
h. Show design with plan view details and cross sections for smaller ineffective flows along west side of Houghton Road and north side of Corte Vista La Mariposa.
i. Address the following setback comments:
i. Revise grading design to reflect setbacks.
ii. Show on grading plan proposed retaining walls along any edge of project.
iii. Show setbacks from ERZ floodplain limits for access, temporary construction access, and maintenance access for perimeter slopes and retaining walls.
j. Tucson Code (TC) Sec 26-3.1(b)(2): Provide documentation for authorization, compliance documentation, or permitting from other agencies:
i. Provide letter from PCRFCD for USACE compliance for the proposed Casitas at La Mariposa project.
ii. Provide copy of document reflecting MT compliance with ESA Sections 9 and 10 that was prepared at time of CLOMR.
k. UDC Sec 5.7.5.B: Show on grading plan the required temporary grading construction fencing along the grading limits adjacent to the ERZ designated watercourse.
l. Add note to the to-be-submitted development plan and grading plan that a LOMR is required prior to issuance of building permits.
m. Remove note 5 of General Notes on sheet C001.
n. Label and provide grading design, cross sections and details for onsite detention basins, including setback outlet armoured spillway design(s).
o. Provide grading design, cross sections and details for the proposed 160 cfs channel for ineffective flows along east and south boundaries of north side of project.
p. Show basins with maintenance access ramps and 42-in minimum height security barriers (vegetative or structural) for top of onsite basins.
4) Address the following related to 402 compliance – Grading Plan SWPPP:
a. Update SWPP plans and SWPP report to reflect effective ADEQ Construction General Permit: “AZG2025-001 CGP”. The 2026 CGP is expected to be effective in August so consider using the effective CGP at time of grading permit issuance.
b. Label and show temporary construction entrance location for grading activity at north side of Corte Vista La Mariposa.
c. Revise SWPP Report and plan to reflect a grading design for the development plan for Casitas at La Mariposa, as stockpile permits in the floodplain are not approved without a site plan or development plan.
d. Show construction / maintenance / erosion hazard setbacks from ERZ regulatory floodplain along Agua Caliente Wash.
e. Provide missing section details called out on planview. Include dimensions per development plan design.
5) Address the following Soils Report comments:
a. For any proposed engineered soil and how fill shall be placed on the Casitas at La Mariposa sites using the silty sand / sandy gravel excavated from borrow pit provide recommendations for:
i. Recommendations for lifts.
ii. Provide recommendations for materials needed to augment soils so that the excavated sandy soils can be used for foundations for the proposed Casitas at La Mariposa project.
b. Provide the following data for foundation design for the proposed Casitas at La Mariposa:
i. TS Sec 4-04.14.3: 30-ft boring for collapsible soils considerations.
ii. Soil erodibility data and information.
iii. Depth to ground water.
iv. TS Sec 4-04.8.5.1.1: slope stability including maximum slope recommendations for grading [H:V].
6) TS Sec 4-04.2.2.1: Provide explanation or show on development plan regarding approved Rezoning conditions compliance.

Site Engineering Review Comments:
1. This review is contingent on submission of a parcel reconfiguration that matches the parcel boundaries as configured on this plan-set.
a. Full review and approval for this permit cannot be granted until approved grading development package for fill site locations (parcels 133033960, 133033970, 133033980, 133033990, 133034000, 133034010, and 13303304C
2. As this parcel/site is entirely within FEMA floodplain and floodway zones, it will be required that a floodplain use (FPU) permit be submitted for the work within a floodplain. This is an entirely separate permit that can be submitted for within the sub-records of this development package permit. For the FPU permit submission, please provide the plan set as well as the corresponding drainage report.
3. Provide the development package case number, TD-DEV-0126-00004, adjacent to the title block on all sheets.
4. Revise the page number and total number of pages within the DP (i.e., sheet xx of xx) AD 2-06.4.2. D This should include all submitted pages, which would be 1 of 7 as of this submission.
5. Provide the Zoning and Land Use General note: “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” AM 2-06.4.7.B.1
6. Provide the Zoning and Land Use General Note: “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.” AM 2-06.4.7.B.3
7. In compliance with UDC5.7.4, Temporary Fencing will be required for this development. Provide a keynote as well as detail demonstrating compliance.
8. It is required that all regulated areas and protected riparian areas on the property be identified and delineated on the plan set. TSM 4-02.2.4
9. Show location of construction site entrance and associated grading for the access to fill site.
10. Show on grading plan, 50-ft trail as described in Land Use Compatibility Note 9 on sheet C001 of Grading Plan.
11. Upon completion of grading, an As-built Certification shall be prepared by an Arizona registrant and submitted to the Floodplain Administrator and entity responsible for basin maintenance. The plan associated with the As-built Certification shall be used by the responsible party when performing periodic inspections and when restoring the basin to design specifications, if required. TSM 2-01.13.1.A
12. The drainage report lacks Erosion hazard setback analysis. For resubmission, update the report and ensure to delineate the calculated erosion hazard setback due to the proximity to Agua Caliente Wash.
13. Provide the full Geotech report associated with the development.
14. Ensure to address all of Floodplain Administration Comments.

02/12/2026 Site Zoning Standard REQUIRES RESUBMIT 1. COMMENT: The cover page and subsequent sheets (C300 and C301) cite sequence number 20091860172 for Block "B" and Block "C". This sequence number refers to the subdivision plat for the area north of Corte Vista La Mariposa only. In addition, it shows the currently existing parcel lines instead of "blocks".

No applications for block plats for these two cites were found. A parcel hold has been placed on one of the subject parcels within the area that prevents issuance of any permits (including this one) until a block plat vacating existing easements is first approved.
