05/19/2025 Site Engineering Standard REQUIRES RESUBMIT 1. As the plans indicate that 1.1 acres of disturbance with 118 CY of cut and 64 CY of fill are being proposed please provide a grading plan that shows existing and proposed contours along with slopes and drainage patterns. Include downspout locations and basin information.
2. Provide more detail on the existing trash enclosure and bin that is meant to remain and service the existing building and the proposed expansion.
3. The drainage report is inadequate and from the title seems to be a multi-family project on Stone Av. Please provide a drainage report that includes how the site is compliant with balanced basin detention and first flush retention as the expansion triggers compliance. Provide the calculations that show both detention and retention are being met. If there is a master drainage plan for this commercial subdivision provide a copy of that report and demonstrate compliance with it.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Upon review of aerial images of the site, it appears that protected native vegetation may be present on the east side of the site. Please provide a NPPP that shows preservation, transplant and mitigation for the protected native plants that may be disturbed/destroyed. If there are no viable protected native plants, or if there are native plants, but they won’t be disturbed, then please provide a NPPO Waiver for the project. If a copy of the NPPO Waiver for exception is needed, please contact me at the email below.

2. The vehicular use area expansion is approximately 79%. The building is 10,000 square feet. See UDC 7.6.2. APPLICABILITY
The provisions of this section apply to the following:
A. All new development; and,
B. Expansion of existing development, as provided below:
1. Buildings Greater Than 10,000 Square Feet
On sites where the gross floor area of the existing building (s) is more than 10,000 square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows:
b. If the expansion is 25% or greater or if expansions as of February 15, 1991, cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site. Preparation of the landscape plan shall adhere to UDC 7.6.4 and Administrative Manual 2-10.

3. Provide a planting and irrigation plan and applicable details for the proposed expansion and for areas of the entire site that are deficient in meeting the above standards for landscape and screening, see UDC 7.6.4.

4. Provide the required parking area trees, 1 tree per 4 parking spaces.

5. Add street landscape border calculations for the new borders and note how the existing street landscape borders have been updated to meet UDC 7.6.4. Indicate on the plans how irrigation will be revised to reach any additional landscape plantings required on the existing site.

6. On the planting plan include the approved hydroseed mix found in the Technical Standards Manual 5-02.6.0 exhibit 1.

7. For the new building expansion and parking area expansion provide a commercial rainwater harvesting plan and applicable calculations. Make sure the commercial rainwater harvesting plan is coordinated with the civil grading plan. IE: Downspouts, scuppers, curb cut inlets and outlets, basin shape, basin side slopes, basin depths, etc.

8. Provide any other UDC required standards to the landscape plan set that may be applicable to the site.

9. Provide the development package case number, TD-DEV-0125-00007, adjacent to the title block on all sheets. 2-06.4.3

10. Prior to Site Landscape Development Package approval, please make sure Site Zoning and Site Engineering comments are addressed.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 6, 2026.

2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS

5. COMMENT: 2-06.4.7.A.8.a – Based on aerial photographs there are what appears to be two attached shade structures along the south side of the building. The eastern most structure shows up some time after 2008 and was expanded some time after 2020. The structure approximately centered on the south side of the building shows up some time after 2022. There are also storage containers that show up along the south property line. One that shows up some time after 2018 and has a attached shade structure added some time after 2020, and two more that show up some time after 2022. None of these structures are shown on the lasted approved site plan, T06CM05984. Show these structures on the plan and either provide approved permit documents or include them in this plan.

6. COMMENT: 2-06.4.7.A.8.c – Provide a building, lot area, and vehicular use area expansion calculation on the plan.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

7. COMMENT: 2-06.4.8.C – Provide the following information for Elvira Rd., right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.A – As this is site is made up of two (2) parcels, 140-41-1120 & 140-41-1110, a lot combination of parcels will be required. Provide a copy of the approved Pima County Assessor’s Consolidation Request Form, found at: https://www.asr.pima.gov/Forms?tab=Misc, with the next submittal.

9. COMMENT: 2-06.4.9.F – Provide the zoning for the parcels north of Elvira and the parcels south of this parcels.

10. COMMENT: 2-06.4.9.H.5 – Clarify how vehicles will be prevented from accessing the unimproved area along the east side of the property, UDC Article 7.4.6.H.1.

11. COMMENT: 2-06.4.9.H.5 – Clarify what the area shown with the “X” west of the Spoils area is for.

12. COMMENT: 2-06.4.9.H.5.a – The accessible parking calculation shall include the number of van accessible parking spaces required and provided.

13. COMMENT: 2-06.4.9.H.5.a – Provide a standard and accessible vehicle parking space detail.

14. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the requirements of UDC Article 7.4.6.D.2.b are met for the two (2) parking spaces shown to the east and west of the screen wall called out under Keynote 12.

15. COMMENT: 2-06.4.9.H.5.d – As the proposed building expansion exceeds the 25% provide a detail for the proposed short- & long-term bicycle parking that clearly demonstrates that the requirements of UDC Article 7.4.9 are met.

16. COMMENT: 2-06.4.9.O – As Elvira Rd. is not designed on the City of Tucson MS&R map in this area the setback shown for Elvira Rd., 10’ is not correct. Review UDC Article 6.4.5.C.2.b and provide the correct street perimeter yard setback.

17. COMMENT: 2-06.4.9.Q – Provide the square footage, height and the specific use proposed within the footprint of the building.

18. COMMENT: 2-06.4.9.R – Based on a 2’-6” vehicle overhang shown on the plan the sidewalk shown along the north side of the building does not meet the minimum 4’-0” required width, TSM Section 7-01.4.3.a. Either the sidewalk will need to be 6’-6” wide, 2’-6” vehicle overhang plus a 4’-0” sidewalk or parking vehicles will need to be prevented from overhanging the 4’-0” sidewalk.
