05/21/2024 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Wyatt Berger Lead Planner PROJECT: 4151 East 22nd Street Development Package (2nd Review) TD-DEV-0124-00022 TRANSMITTAL DATE: May 21, 2024 DUE DATE: May 24, 2024 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. The new one-year expiration date is May 21, 2025. 4.7 General Notes 1. COMMENT: 2-06.4.7.A.6 – As a Technical Standards Modification Request (TSMR) has been applied for, provide on the cover sheet a statement that the project meets the conditions of the application, what was approved, and the conditions of approval, if any. 2-06.4.9 Information on Proposed Development 2. COMMENT: 2-06.4.9.E – Zoning acknowledges a request to consolidate Pima County Tax Parcel Numbers 126-18-138A, -139A, and -140A has been received by the Pima County Assessor’s Office. Holds will be placed on the Certificates of Occupancy until an approved lot consolidation request has been granted. 3. COMMENT: 2-06.4.9.H.5.a – Per the 2010 ADA Standards for Accessible Design Advisory Section 502.3.4, wheelchair lifts typically are installed on the passenger side of vans. Where a van and cars share an access aisle, consider locating the van space so that the access aisle is on the passenger side of the van space. Zoning requests that the proposed van accessible parking space comply with the above advisory comment. 4. COMMENT: 2-06.4.9.H.5.a – UDC 7.4.5.F.3 allows the provision of six non-required bicycle parking spaces to reduce the motor vehicle parking requirement by one space. However, UDC 7.4.5.F.1.b states that the cumulative reduction of this sub-section shall not exceed 20% of the required number of spaces prior to any reduction. Based on the number of required parking spaces, only five spaces may be reduced from total number of spaces prior to any reduction. UDC 7.4.5.E.1.a allows a cumulative reduction of up to 30% for both providing additional Electric Vehicle Supply Equipment as well as additional non-required bicycle parking. An additional EV Ready space may allow the required number of motor vehicle parking spaces to be reduced to twenty spaces. Show the location of the additional EV Ready space on the development package drawings to meet parking requirements. 5. COMMENT: 2-06.4.9.H.5.d – Note that based on the above comment, the additional bicycle parking spaces may only reduce five motor vehicle parking spaces from the total required prior to any reduction. 6. COMMENT: 2-06.4.9.R – Per Technical Standards Manual 7-01.3.3.B, the areas required to be connected with a continuous pedestrian circulation path include but are not limited to, all building, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. A pedestrian circulation path is required to connect to the proposed gang mailbox depicted as Keynote 39 within the development package drawings. The DDO process cannot be used to delete any landscape/screening requirements. You may use the DDO process to modify the location or size of the border/wall, but in order to delete the requirement, a Board of Adjustment Variance is required. A Board of Adjustment Variance is processed in accordance with UDC Section 3.10.3. As such, a pre-application meeting and neighborhood meeting is required prior to the submittal of an application.
