Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

COMMENTS:
1. There must be an NPPO or an NPPO waiver form submitted. A note on the plan set does not adequately address what is on the site.
2. The planset is missing the landscape Maintenance Notes that are required as part of the submittal.
3. Required trees in vehicular use areas (parking lots/spaces) must actually shade the parking spaces. Please revise.
4. Utilize the landscape borders as part of your commercial rainwater harvesting schematic.
5. Please explain the WHIAs keynoted with a 4 in a circle. As these do not irrigate plants, they cannot be considered as part of your commercial rainwater harvesting plan.
6. Revise your Rainwater Site Budget with the correct WHIAs shown.
7. Revise your Rainwater Site Budget so that the actual percentage of the water harvested shows.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 14, 2024.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. COMMENT: 2-06.4.7.A.4 – It does not appear that the proposed use is correct. Based on the Ride Arizona MTC web site this facility is a training facility, Instructional or Postsecondary Institution, not commercial recreation. Provide written documentation from COT PDSD Zoning Administration clarifying what the proposed use is. If it is determined that the proposed use is Instructional or Postsecondary Institution per UDC Article 5.6.9.B.3.a.(4) Educational Use is prohibited in the DM AFB Noise Control District “B”.

2. COMMENT: 2-06.4.7.A.4 – Revised General Note 3 to include the existing use.

3. COMMENT: 2-06.4.7.A.6.a – Clarify what General Note 4 is for as UDC Acritical 5.6.6 references Noise Control Districts for TIA and has nothing to do with the DMAFB Environs area.

4. COMMENT: 2-06.4.7.A.6.a - As Valencia Rd is designated as an Arterial Gateway on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)” and as this site is located within the DMAFB Environs area include “UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)” in this note.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

5. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate how the requirements of UDC Article 7.4.6.H.1 are met along the south side of the vehicle use area.

6. COMMENT: 2-06.4.9.H.5.a – Until comment 1 is addressed Zoning cannot verify vehicle parking requirements. Addition comments maybe forth coming.

7. COMMENT: 2-06.4.9.H.5.a – Site Keynote 3 references a detail on sheet “DP3” but there are no details on DP3.

8. COMMENT: 2-06.4.9.H.5.d - Until comment 1 is addressed Zoning cannot verify bicycle parking requirements. Addition comments maybe forth coming.

9. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirement of UDC Articles 7.4.9.B.1.e is met for the bicycle parking.

10. COMMENT: 2-06.4.9.O – The perimeter yard setback listed for the east property line is not correct. Review UDC Table 6.3-5.A and provide the correct setback.

11. COMMENT: 2-06.4.9.O – Based on recent amendments to the UCD, adopted April 21, 2023, the street perimeter yard setback shown is not correct. Per amended UDC Article 6.4.5.C.2.a For nonresidential and multifamily development abutting an Arterial or Collector Street the minimum required street perimeter yard is 10 feet, as measured from the existing or future property line as determined by the adopted Major Streets and Routes Plan, whichever is greater. 12. COMMENT: 2-06.4.9.R – Provide width dimensions for the sidewalks shown on the plan.
