4. Show the proposed maneuverability for the trash collection vehicle and if dependent on the neighboring site for access include a copy of the cross access agreement in the next submittal.
5. Due to the amount of landscaping proposed and the proximity to the wash storm drain system running under the site, we will wave the detention requirements for this project. However, the first flush retention requirements will remain and be required along with maximizing water harvesting. With the natural high point in the middle of the site with drainage out either the northeast or southwest corner, I don’t see why onsite runoff can’t be directed to each of the landscaped areas for water harvesting instead of using passive rainwater harvesting only.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). 2. Engineer - The tables 2.2 and 2.3, pages 12-13 in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match. Show how First Flush Volumes relate to plant water demands.
3. Engineer - The grading plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation.
a. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is January 23, 2024.

1. COMMENT: 2-06.4.1 – Provide the name, mailing and email addresses, and phone number of the primary property owner of the site.

2. COMMENT: 2-06.4.2.B – Add the legal description of the property to the title block on all sheets.

3. COMMENT: 2-06.4.2.D – Ensure that the page number and the total number of pages in the package (i.e., sheet xx of 11) are provided on each sheet.

4. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0123-00096, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.7.A.4 – State that the existing use of the property is General Merchandise Sales, excluding Large Retail Establishment. Review UDC Table 4.8-4: Permitted Uses – Commercial and Mixed Use Zones, and provide all relevant use-specific standards for the Food Service use.

7. COMMENT: 2-06.4.8 – Show the existing conditions across Golf Links Road. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

8. COMMENT: 2-06.4.8.B – Ensure all easements are drawn on the plan. Additionally, include the recordation information of the existing “underground concrete drainage culvert/easement” on the cover sheet.

9. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Provide the zoning for the parcel(s) south of Golf Links Road.

10. COMMENT: 2-06.4.9.H.5 – Provide a dimension of the access lane off Golf Links Road. Demonstrate that the access lane meets the width requirement of 20’ per UDC Table 7.4.6-2.

11. COMMENT: 2-06.4.9.H.5 – Show the required 1’ setback from the building to the drive-thru lane (UDC 7.4.6.F.2.a.(2)).

12. COMMENT: 2-06.4.9.H.5 – Show the required stacking spaces for the drive-thru lane (UDC 7.4.7).

13. COMMENT: 2-06.4.9.H.5.a – A single motor vehicle parking space is proposed to be located on two parcels. Either remove this parking space or provide a recorded cross-access agreement allowing the parking space to utilize two parcels.

14. COMMENT: 2-06.4.9.H.5.a – The proposed building gross floor area is 2,490 square feet gfa, but the parking requirements under Keynote 19 indicate 26 parking spaces are required. Please clarify this discrepancy.

15. COMMENT: 2-06.4.9.H.5.d – Provide a detail showing bicycle parking facilities fully dimensioned. Refer to UDC Section 7.4.9 for standards related to bicycle parking design criteria. Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC.

16. COMMENT: 2-06.4.9.H.5.d – Provide, as a general note, calculations for short- and long-term bicycle spaces required. Two long-term bicycle parking spaces are also required for this proposal. Show where long-term bicycle parking will be located as well.

17. COMMENT: 2-06.4.9.I – Per the Major Streets and Routes Plan Map, Golf Links Road has a proposed right-of-way width of 200’; the width shown on the submitted plans is 150’. Ensure this information is reflected in your next submittal. Contact Scott.Weber@tucsonaz.gov should you have questions regarding plans for future right-of-way improvements.

18. COMMENT: 2-06.4.9.Q – Provide the square footage and height of each commercial structure and the specific use proposed within the footprint of the building on the site plan.

19. COMMENT: 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. Provide a continuous pedestrian path connecting all areas of the development to the adjacent right-of-way.

20. COMMENT: 2-06.4.9.S – See Comment 17. If the future right-of-way is larger than the existing width, show the proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual.

21. COMMENT: A separate demolition permit and review are required for the proposed demolition of the existing structures. The demolition permit may be applied for on the Tucson Development Center Online under application type “Commercial Demolition Permit.”
