This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. Comment not adequately addressed. See #5 comment from Stephen Blood, PE on why first flush is required, site is not exempt. Show how First Flush Volumes relate to plant water demands. The drainage solution includes water harvesting, it is not a “where possible” requirement.
2. Comment not adequately addressed. Engineer - The grading plan does not meet the requirements of the water harvesting ordinance and technical standards. Plans do not show how the water is accessing water harvesting basins.
3. Comment not adequately addressed. Engineer & LA comment - The landscape, water harvesting, and grading plans must match.
4. Comment not adequately addressed. Engineer - Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans.
5. The calculations on the water budget table are incorrect, please correct. Impervious surface SF is required.
6. Additionally, there are conflicting depths on the water harvesting budget table, details and notes. Please revise.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is May 12, 2024.

1. COMMENT: 2-06.4.2.B – This comment was not addressed. The “legal description” provided with the title block is not a legal description and should read as “KNOLLS COMMERCIAL (THE) W133’ W433’ S219.80’ OF LOT 1.”

2. COMMENT: 2-06.4.7.A.4 – This comment was not addressed. State that the proposed use of the project is Food Service subject to use-specific standards 4.9.4.M.1 and .5, and 4.9.13.O.

3. COMMENT: 2-06.4.9.H.5 – This comment was not entirely addressed. Show the required stacking spaces for the drive-thru lane in a manner that does not impede on-site traffic circulation or block access to parking spaces (UDC 7.4.7.B.3).

4. COMMENT: 2-06.4.9.H.5.a – This comment was not entirely addressed. A single motor vehicle parking space is proposed to be located on two parcels. Provide a recorded cross-access agreement allowing the parking space to be located on two separate parcels. As a side note, as shared access is proposed between the Taco Bell and Circle K developments, a site plan showing both developments shall be submitted.

5. COMMENT: 2-06.4.9.H.5.d – This comment was not addressed. Ensure the proposed short- and long-term bicycle parking meets the requirements of UDC 7.4.9. Provide a detail showing bicycle parking facilities fully dimensioned. Refer to Figure 7.4.9-C for an example of short-term bicycle parking layout.
