Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections.

Note the 2018 IRC reference on the plans. The 2024 IRC is in effect for first permit submittals after Jan 1, 2026.

Provide a single construction plan set including the site plan in a single PDF file.

Provide a separate response letter addressing each comment with location of change on the plans.

SITE PLAN:

1. Show the location of utility meters and the electric service panel, R106.1.1. Identify the utility lines requiring upgrade or replacement.
2. The structure may not extend to a point closer than 3 feet from the neighboring property line without fire rated protection for fire spread. Provide compliance with R302.1 (City of Tucson Amended) by protecting the structure placed within 3 feet of the property line in compliance with IBC Table 721.1(2). Include a one hour rated wall below the roof edge with foundation along the full length of structure near the property line or relocate the structure out of the fire separation distance.

PLANS:

1. Clarify the extent of proposed construction, R106.1.1. Sheet 4 shows replaced roof structure, but does not show the extent roof covering replacement.
2. Provide manufacturer’s calculations and data for engineered trusses sealed by a registered in Arizona engineer, or notate the requirement for deferred submittal, R106.1.

PLUMBING PLANS:

1. Clarify any plumbing alterations including if a gas meter requires turn-on clearance, R106.1.

MECHANICAL PLANS:

1. Clarify if exhaust fan ducting or dryer vents requires replacement, R106.1.

ELECTRICAL PLANS:

1. Clarify if all or a portion of electrical wiring requires replacement, R106.1. Any replacement requires 2018 IRC compliance for location and circuit sizing.
2. Designate the circuit number at the location of each replaced light fixture, receptacle, appliance, and equipment disconnect switch, along with a panel schedule, E3404.12 & E3706.2.
3. Relocate the subpanel from the clothes closet, E3405.5.
4. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
5. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
6. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16. Add notation to plans.

Site Engineering Comments:
1. This site resides within a Fema zone XS floodplain and will require the submission and approval of a floodplain use (FPU) permit. The FPU permit is a separate permit that can be submitted within the "sub-records" tab of this associated building permit through TDC online.
2. The FPU permit submission requires submission of a cost estimate for all work performed on the existing residence. A cost estimate of both materials and labor will be required from the contractor responsible for the project. Break down the total cost into separate lines, separating labor, materials/equipment, and warranties/fees associated with the project. Ensure to have company/contractor letterhead on the document for proper documentation. This cost estimate will be used for substantial improvement calculations. If the project is done as an Owner-Builder, then an OB affidavit is required.
3. Final Site Engineering approval for permit TC-RES-1225-06169 requires review and approval of associated submitted FPU permit.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Until the Floodplain Use Permit is approved, Site Zoning is unable to approve this permit. Please include a copy of the approved FUP with the next submittal.

2. The site plan is incomplete. Please follow the site/plot plan instructions provided within the following link:

Per the City of Tucson’s Unified Development Code Article 6, Table 6.3.2.A, the typical front setback is 20’ and perimeter side and rear setbacks for an R-1 interior lot is 6’ or 2/3 the height of an exterior wall, whichever greater, (also, see UDC 6.4.5.B.). The site plan notes 10’ side setbacks which is incorrect. Please remove the 10’ setback notes.

4. Please remove the 30’ and 40’ setback references including the dashed lines related to them.

5. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
